US Companies Celebrate Women’s Day in Palestine

At the time when huge demonstrations of women took place in many western countries during the International Woman’s day, demanding more rights and equal treatment to men, women in the occupied Palestinian Ramallah, the headquarters of the Palestinian Authority and the place of residency of “president” Mahmoud Abbas, the celebration of the IWD took a form more appropriate for promoting the many U.S and British (jewish-owned) companies which have inserted themselves into Palestine under the PA in coordination with the fat cats in Ramallah, than a day to remember women’s political interests.

Companies like Palco and Kimberly Clark that produce baby diapers and women hygiene articles or supplies for hotels and restaurants such as Hgiz, Kleenex, Mulet, Kotex, Lily, Nicole, Shikma, the British company GlaxoSmithKline (GSK) that produces pharmaceuticals, vaccines and consumer healthcare products headquartered in Brentford, London; U.S Reynolds Tobacco Ltd. …

These companies which are founded and owned by jews, used the occasion of International Women’s day to promote their products, often of questionable quality and utility, to manipulate the Palestinian women in the occupied territories. These companies, in cooperation with the Palestinian Authority, exploited this political occasion and turned it into a cheap fashion show, displaying girls with ridiculous hairstyles and makeup to market their products at the Grand Hotel in Ramallah.

Earlier, Palestinian women had marched for the International Women’s Day through Ramallah in protest demos against the Israeli occupation and the Palestinian Authority that denied them their basic rights as human beings, instead helping to worsen their problems, such as in the case of the so-called “honor” killings, to which six lost women their life in Ramallah, Hebron and Gaza since the beginning of 2014. The PA has stalled the necessary legal reforms to criminalize honor killings since years, apparently at the behest of their jewish colonial masters.

So yesterday March 8 2014, rather than the Palestinian women raising their voices to scream for their rights at the entrance of the Palestinian presidency headquarters in Ramallah, demanding changes in the disgusting and anachronistic family laws which discriminate heavily between men and women in Palestine, some women gathered at the Grand Hotel to watch a silly fashion show with high heels, backless dresses, strange make up, hair styles and hear the propaganda of these US zionists companies who will enslave them in due time.
  
In 2014 three Palestinian women were killed in Ramallah and Hebron, and another three were killed in the Gaza Strip. On 4 March 2014, a lawyer killed his wife in Ramallah after some month of marriage. He kicked her to death after a minor argument. Another body of a Palestinian woman was found near Ramallah on February 2 2014, a third woman was killed in Hebron, and of the three women who were killed in the Gaza Strip in 2014 no further details are known.

Palestinian women suffer the problems of society doubly, once because of the persecution of the zionist occupation and another time because of the unjust Palestinian laws operating under the Palestinian Authority, and lastly the traditional society controlled by men and social traditions and customs which are heavily against women.

The reason for the high numbers of “honor killings” has to do with the policies of the Palestinian Authority and the exploitation of the women who work in its institutions, women who are abused sexually by superiors and co-workers, putting their lives in big danger due to the tradition of “honor killings” in traditional Palestinian society.

In the West Bank and Gaza there are no laws that forbid women from being murdered or prosecute their murderers. The Palestinian Authority applies the Jordanian Penal Code in the West Bank towns. The Jordanian law is considered as a discriminatory law, it reduces the penalty for the murderer when he perpetrates his crime under the pretext of “issues of honor”.

 “Honor” has become a justification for murdering women and protecting the murderers, as well keeping the power in the hands of the men who lead the society and impeding women from reaching power. This is a clear threat for all women who seek equality with men in their rights.

وقد تم إستغلال مناسبة يوم المرأة العالمي للتسويق لحفاضات كوتس للاطفال والنساء, وغيرها من بضائع الأستهلاك اليومي التي غزت السوق المحلي لتحل مكان البضائع الفلسطينية, وتكبد المواطن وصناعته المحلية خسائرا فادحة

A report about the aggressions of the PA’s security agencies – AOHR UK – At the time when Palestinians are living disastrous circumstances caused by the aggressions of the Israeli occupation which affected everything including holy places, security agencies of the Palestinian Authority practice arbitrary actions against Palestinian citizens in the West Bank. It carries out organized detentions and interrogations. It also sacks citizens from their jobs.

These actions undermine the rights of the Palestinians and strike their immunity in front of the continuous aggressions of the Israeli occupation and its sellers.

Beside the already corrupted administrations of the Palestinian Authority, such actions have swamped the Palestinians in dire economic circumstances. Thus they became busy in protests and demonstrations against prices’ hikes in order to improve standards of their livelihood. Looking after their economic problems, less attention is being given to the Israeli harms on the Palestinian issue. This strange situation has never existed during the time of the Israeli occupation before Oslo agreement.

To shed the light on the sufferings of the Palestinians, the Arab Organization for Human Rights in UK issued this report. It exposes to the public the inhumane practices of the security agencies of the Palestinian Authority which keep up with the Israeli aggressions. This is also to contribute to strengthening the human rights front in the Palestinian territories and to enable the Palestinians to encounter the Israeli violations throughout holding inciters against their rights accountability for their actions.

This report covers the period January to July 2012 during which AOHR monitored political detentions, summonses, torture, degrading treatment and employment dismissals affecting men and women. The research was based on information derived from the victims who were detained, their families, eye-witnesses and some NGOs. It also relied on reports issued by the US Congress and documents issued by the European Union Police Mission which show the amount of financial aid provided to Palestinian Authority security agencies. A sample of 300 detainees was asked questions about their detention by the PA as well as by the Israelis; the impact of detention on their lives; and the impact on the Palestinian issue. In order to reveal the extent of the catastrophe, it was necessary to place research outcomes in the context of violations by Palestinian Authority security bodies over the past five years.



The data collected from June 2007 to the end of 2011 indicates that PA security forces detained 13,271 Palestinian citizens, 96 per cent of whom were subjected to various methods of torture resulting in the killing of six detainees and causing chronic illness in others. Ninety-nine per cent of the detainees had experienced detention by the Israelis after which they were also detained by the PA on the same charges. In the same period the Israeli army carried out detention campaigns and raids resulting in thousands of Palestinians being detained; 9,765 according to official statistics, most of whom had also been detained by the PA in the past. They were generally charged based on confessions extracted under torture by PA security officers.

Since the beginning of 2011 the PA is supposed to have eased political detentions and ended systematic torture, but the data collected in 2012 suggests that that has not been the case. A campaign of summons and detentions has taken place. Most of the detainees had already been detained by PA and Israeli security agencies for prolonged periods. The detainees complain that these moves paralyse their lives, disrupt family life and create great psychological suffering. This, they say, amounts to systematic torture.

Between January and July 2012, PA security agencies detained 572 citizens and summonsed 770 more, among them women and old people, who were often forced to wait from early morning to the evening before being “interviewed”. Some were “summonsed” daily for weeks on end, while others were kept under virtual house arrest. The period also witnessed raids against universities, hospitals and houses in order to arrest people wanted for protesting against the Israeli occupation. The PA officers confiscated equipment and personal cash, which often went missing after the searches.

There were also cases of severe torture, and instances where victims were kicked, punched, sworn at and subjected to other degrading treatment. This suggests that systematic torture may have ceased only because there is no one left to do it to.

The exact number of detainees in PA prisons is unknown; it fluctuates between 40 and 85 detainee, depending on the campaign. The various PA security agencies have about 43 centres at their disposal, ranging from the Central Prison to detention stations.

Security tactics include the dismissal of employees from their jobs as a form of harassment. At least 73 people were made unemployed in the period under review, and it is estimated that around 3,200 have faced the same injustice since 2005. Harassment also includes students with “security records” being unable to find employment, acquire a driving licence or open a business.

Naturally, the Israelis are not entirely absent from this scenario, as the PA’s activities are routinely carried out following full coordination with the occupation authorities. In the same period, the Israelis detained about 1,300 Palestinians, 30 per cent of them children. Jerusalem and Hebron saw the most detention operations, with 550 citizens detained in Hebron and 80 children in Jerusalem. It’s worth noting that detentions and summons executed by the PA security agencies surpassed those by the Israelis.

The sample study from our research clarifies the extent of violations against Palestinian citizens and highlights the scale of suffering caused interchangeably by security agencies affiliated to the PA and the Israeli occupation forces. In response to the question, “Have you been detained before by the occupation?” 98 per cent answered yes; 59.7 per cent of the sample clarified that Israeli courts charged them based on information provided by PA security agencies, while 99.7 per cent believed that their detention was carried out in coordination with the occupation authorities.

The data collected also shows that 51 per cent of the detainees or those who were summonsed fall within the 25-59 age range. The security agencies appear to have no concern for the age or gender of those who are being detained or summonsed. A significant number of the detainees are elderly people aged 60 and above, representing 11.3 per cent of the total; women made up 15.3 per cent. Of the sample, 39.3 per cent are students, 38 per cent of whom confirmed that their studies were interrupted as a result of detention.

The sample revealed a decrease in the percentage of employed people, with 34.7 per cent saying that they still work in private employment, while 12.7 per cent of those surveyed said they lost their jobs on account of decisions taken by the security agencies.

Some of those surveyed indicated that they were detained during the research period for periods of one day to a week; they represent 71 per cent. Regarding respect for judicial decisions, 9 per cent of the detainees affirmed that the security agencies refused to implement court rulings ordering their discharge. Despite the decision of judges not to refer them to military courts, the statistics show that 5.3 per cent of those surveyed were eventually brought before such courts.

In the same vein, it was revealed that the PA security agencies practice systematic torture of all kinds, with 99.7 per cent of those questioned claiming that they were exposed to degrading treatment; 18.7 per cent experienced severe torture compared to 99 per cent of the sample who stated that they were tortured in previous years by the Palestinian Authority.

With regards to the effect of detention on the lives of the detainees, 60 per cent of those in the study explained that they now suffer from chronic diseases due to torture and the poor conditions in which they were held in detention. On another level, 60 per cent confirmed that repeated or extensive detention reduced them to a state of acute poverty.

Despite the grave human rights violations by the PA security agencies, they continue to enjoyed enormous support from the US and EU.

According to the documents which were obtained, the US has since 2007 provided generous assistance estimated at $658.4 million. For the coming financial year of 2013, the Obama administration has demanded an additional $70 million. The US also undertook to train 6,000 personnel. Thus far, eight battalions have been trained, each one consisting of 500 officers. As for the EU, it has allocated through the European Union Police Mission an estimated $9 million for training the PA police and development of the criminal justice department. Around 7,500 police officers have already been trained.

It is staggering that the PA should, in the shadow of the Arab Spring, cultivate its own system of impunity, in total defiance of its people’s demands for freedom and dignity. They seem to be oblivious of the factors which led to the downfall of the tyrannical regimes across the region. There is absolutely no justification for its acceptance of becoming a sub-contracted security instrument of the Israeli occupation,

crushing at every opportunity the legitimate aspirations of their people for freedom and self-determination.

The PA’s human rights violations against the Palestinian people have amplified their suffering under the Israelis and undermined their national immunity and struggle for self-determination. It is clearly obvious that the PA hasn’t learnt from its experiences with the Israelis or from the uprisings in the Arab lands. On the contrary, it remains firmly committed to its campaign of detention and destroying national solidarity while serving foreign agendas which strike the Palestinian national freedom project at its core.

As the Palestinian Authority has got an observer status in the UN, it is necessary for its leaders to be obligated by the international laws and conventions which protect human rights in the times of war and peace. The state which comes out from under the occupation must be set up on true bases built on the rights of the Palestinian citizen to life and freedom.

After the latest aggressive war against the Gaza strip, the Arabic Organisation for Human Rights in UK expected that all forms of security cooperation between the PA and the Israelis to be stopped. It also expected that political detention and summons to be halted, too. Unfortunately, this has not happen as during the war many Palestinians were detained despite the wide scale solidarity action against the Israeli aggression on the Gaza Strip.

AOHR blames complete responsibility for these human rights violations on the Palestinian president Mahmoud Abbas. However, such violations are classified as dangerous breaches for the Fourth Geneva Convention which protects the rights of citizens under the occupation.

For an urgent action, AOHR call for the Secretary Generals of the UN, Arab League and the Islamic Cooperation Organisation to practice pressure in Mahmoud Abbas in order to stop all kinds of political detention as that it harms the interests of the whole Palestinians.

EU Ignores Internal Problems and Donates Millions to the PA

Palestinians stressed that PA elements have spent millions on their trips and the travel abroad. President Abbas and his staff reportedly spend over 10 million dollar monthly only for travelling. The PA elements that hold the so-called VIP passports are always travelling with their beautiful secretaries and an army of body-guards, and wherever they go, they stay at five-star hotels and eat at expensive restaurants.

Thousands of slots on the PA payroll are actually people who have never seen the doors of their supposed offices in Palestine, they are simply minions of the regime who live in luxury around the world. The same can be said of hundreds of diplomatic employees personnel in the EU and around the world, where minions and the corrupt as untalented relatives of the well-connected occupy offices far above their abilities and are paid far in excess of any supposedly rendered “services”. Over the years I have met enough Palestinian “employees” who, while receiving monthly salaries because the hold a certain position, I know for certain that they have never seen the embassies where they supposedly work from the inside.

The EU completely ignores the increasing internal problems being faced by a number of EU countries. Among these problems are the never-ending banking and financial crisis next to the increases in unemployment and poverty in the all EU countries, which are becoming more visible and obvious despite the attempts to not publish the true facts about these problems.

The poverty and unemployment in the EU may lead sooner or later to confrontations and chaos similar to the so-called “Spring-uprisings” in the Arab countries. In Cyprus, Spain and Italy, the chaos has already started and is known across the EU despite media censorship and an obvious ban in the news on reporting too much about these issues.

Below follows the latest statement released by the EU
On Monday Sep. 9 2013, the European Union has made available €52 million for development projects in Palestine to support economic and social development and institution-building measures foreseen by the Palestinian National Development Plan for 2011-2013. This funding, announced as Prime Minister Rami Hamdallah is visiting Brussels for talks with EU Foreign Affairs chief Catherine Ashton, will support the private sector in creating new jobs, support the construction of the new Nablus East Water Treatment Plant, finance small capital investment projects in different municipalities, and continue to help deliver community services in East Jerusalem. 

This is the final part of EU assistance to the Palestinian people in 2013 from the European Neighbourhood and Partnership Instrument (ENPI), bringing the total amount contributed from this instrument this year to €300 million.

“The ultimate objective of the EU’s financial assistance remains the establishment of a Palestinian state living side by side with Israel in peace and security,” said Ashton. “Today we also discussed the difficult financial situation of the Palestinian Authority and the expectations for the meeting of the Ad Hoc Liaison Committee (AHLC) due to take place at the margins of UN General Assembly in New York.”

The High Representative and the Prime Minister also followed up on their discussions held in June during Ashton’s visit to the Middle East. They talked about deepening bilateral relations between the European Union and Palestine. The High Representative confirmed the EU’s support for the Palestinian state-building process and stressed the need for a strong and stable Palestinian government committed to reform and the rule of law. In the talks today, Catherine Ashton also expressed full support of the European Union for the ongoing Middle East peace talks.

EU Commissioner for Enlargement and European Neighbourhood Policy, Štefan Füle, said:
“We have to look beyond immediate financial help to the Palestinian Authority to provide longer-term sustainable support. We will also continue to support the Palestinian population in East Jerusalem to help ensure their access to services in East Jerusalem.”
The new financial assistance package has the following components:

•  Governance (€13 million): this funding aims to support governance in Palestine by helping municipalities investing in small infrastructure projects and improving management practices for better service delivery and by strengthening the efficiency of the PEGASE Mechanism (an instrument to channel EU and international assistance as a contribution to the building of the Palestinian State).
• Support to the Private Sector (€11 million): in order to promote sustainable, private sector-led social and economic development. The EU and PA recognise that only a dynamic and growing private sector will be able to create the jobs necessary to face the growing Palestinian population and gradually reduce the public wage bill, while generating the revenues required to fund essential public services.
•  Nablus East Water Treatment Plant (€20 million): By helping to build the new plant, this project will contribute to the protection of water resources in the region and significantly reduce health risks caused by inadequately treated wastewater released in the environment, as well as allowing the re-use of treated wastewater.
•  Support to the Delivery of Community Services in East Jerusalem (€8 million): for a number of years the EU has provided significant funds to deliver on its commitment to maintaining sustainable development, the dignity and welfare of East Jerusalem communities, in order to consolidate the possibility of reaching a future political agreement of the status of Jerusalem as the future capital of two states.

The actions will focus in particular on improving the living conditions of the Palestinian population living in East Jerusalem, through the protection of rights of vulnerable women and girls and to enhance women’s local employment opportunities.

Specific actions will support the development of the private sector in East Jerusalem, seek to improve living conditions of Palestinian families in the Old City as well as improving quality care and patient safety in East Jerusalem hospitals. These investments complement the €13 million of direct financial support provided to the East Jerusalem hospitals adopted earlier this year and channelled through a new window of the PEGASE mechanism which is now open to all donors.

French Diplomat Arrested fur Smuggling Gold Into Israeli

The Israeli police found about 152 Kg in gold bars, nearly $2 million in cheques, 500 Kg of tobacco and hundreds of cell phones in his car with a diplomatic registration.

Since it is highly unusual that a diplomat would be detained for such “petty” misdemeanours, it can be theorized that the Israeli police would be deliberately dirtying the name of the French consulate for unknown reasons. No information was released about the partners of the French diplomat who were supposed to receive the contraband so it is not known if he works for an Israeli governmental body, is a politician, a parliamentarian, a Mafioso or even an employee of the Palestinian Authority. The police also did not say how many times the French diplomat had succeeded in smuggling goods before.

The Israeli police did not disclose the reasons for the dispute that took place between the French diplomat and his partner, which led him to inform the Israeli police about the deal and the confiscation of gold before the entry through the occupied Palestine.

By FRANCE 24 – Israeli officials arrested an employee of the French consulate in Jerusalem on Tuesday as he tried to cross from Jordan into the West Bank with some 152 kg in gold bars, nearly $2 million in checks and 500 kg of tobacco.

Israeli customs officials on Tuesday arrested a French consulate employee carrying nearly $2 million in checks, 152 kg in gold bars and a half ton of tobacco as he tried to cross between Jordan and the West Bank in a diplomatic vehicle, a French source confirmed to FRANCE 24.

Intrigued by the smell of tobacco, Israeli officials asked the man if they could search his car. He refused, explaining that his diplomatic plates were registered at the French consulate in Jerusalem and that he possessed a service passport – an official document issued by the French authorities that indicates he is a member of the consular staff but which does not serve as a diplomatic passport.

A hidden treasure
Faced with more questions and increasing pressure, the man grew nervous and asked to be allowed to turn around and return to Jordan. The officials refused and called their superiors, who alerted the French consulate. The ambassador was away, so his deputy took the case.

While the diplomat told the young driver that he was probably right in refusing a search, he insisted it would be in his best interests to obey the custom officials’ orders, whereupon the man informed the consular official that what he was carrying wasn’t “insignificant”. The diplomat, realising that the situation was becoming increasingly complicated, alerted the Foreign Affairs Ministry in Paris.

The ministry’s advice was to allow the vehicle to be searched to avoid giving the impression that there was a coverup.

The driver eventually complied, revealing 152 kg of gold, mostly in bars; 500 kg of tobacco; hundreds of new cell phones; and nearly $2 million in checks.

Deported back to France

The Israeli police arrested the man, who was in charge of the consulate’s garage, questioned him and quickly deported him to France.

Now back on French soil, it is still unclear whether or not the driver was arrested by French police.

In an interview with FRANCE 24, Vincent Floriani, a spokesman for the Ministry of Foreign Affairs in Paris, said the driver was travelling on his own account, privately, and not on behalf of the embassy.

He insisted that the French and Israeli authorities had cooperated fully. “We have absolutely no tolerance for this kind of behaviour,” he said.

The case, however, could harm the reputation of the French consulate in Jerusalem, which some Israelis already call “the embassy of France in Palestine”.

It is suspected that the man, who is married to an Israeli, raped and molested the girl. He was arrested while on the run.
Police stated that the father would enter Israel illegally and during that time saw his daughter. During those encounters he would rape her. An investigation was launched two months ago after police obtained information on the abuse from social services. A child investigator interviewed the girl, who told her of the molestation, and came to the conclusion she was speaking the truth.
 
It took police some weeks to track the man down and arrest him. He is suspected of sexual assault of a minor and infiltration. Police are asking that he be remanded in custody.

Calls Upon the PA to Respect Citizens Rights

On Sunday 28 July a demonstration initiated by the Popular Front for the Liberationof Palestine (PFLP) took place in Ramallah against the decision by President Mahmoud Abbas to return to negotiations with Israel. The protestors planned to march from the Ramallah Christian Orthodox Club to the Mukataa, where they intended to express their discontent with the decision to return to negotiations.

The demonstrators reached the Al-Hambra Palace Hotel, located tens of metres from the Mukataa, where they discovered that between 15 and 20 Palestinian Special Forces officers, armed with batons, and approximately 10 members of the regular Palestinian police force, had formed a human barricade and were blocking the route to the Mukataa. Confrontations broke out between the protestors and the security personnel, with some demonstrators shouting political slogans in criticism of the Palestinian Authority (PA).

A number of participants in the protest began using the flag poles that they were carrying and their hands to bang on the full-body plastic shields held by the Special Forces officers. In response, the Security Forces hit the protestors, including female participants, with batons. One police officer began cursing and using humiliating and dishonourable language directed at female participants, as well as accusing them of having been hired by non-governmental organisations (NGOs) to participate in the protest. Police officers later entered Ramallah Hospital and arrested protestors while they were in the process of being treated for injuries sustained during the confrontations.

The Palestinian Human Rights Organisations Council (PHROC) reaffirms that the rights to freedom of assembly and expression should be respected by the Palestinian Security Forces at all times and therefore condemns the suppression of peaceful protests. PHROC reiterates that the excessive force used by the Palestinian Security Forces is not justified by the fact that the protestors initiated the confrontations, because the response by the Security Forces was disproportionate to the threat posed by the demonstrators. PHROC believes that the Palestinian political leadership have adopted a policy of suppressing protests that contradict their own ideals and policies, whilst facilitating those that support their interests, by ensuring that the latter succeed in reaching the Mukataa and expressing their opinions.

Furthermore, the use by Security Forces of degrading and humiliating language directed at participants illustrates a disregard for the rights to freedom of assembly and expression. The role of the Security Forces is in fact to ensure that citizens can exercise these rights freely and without disruption. Whilst PHROC reiterates the importance of demonstrators carrying out protests in a peaceful manner, it is also gravely concerned by the use of force on behalf of Security Forces to prevent Palestinians from exercising their rights to freedom of assembly and expression.

In accordance with Article 26 of Palestinian Basic Law and Article 2 of the Palestinian Public Assemblies Law 12 of 1998, PHROC states that:

• The Palestinian Prime Minister must form an independent and impartial committee to investigate the circumstances behind the suppression of the peaceful protest and to ensure that those responsible for violating human rights are held accountable for their crimes. Those who are found guilty of such crimes must be adequately punished, including dismissal from their positions within the Security Forces;
• The PA must publish the procedure and results of an independent investigation and publicly apologise to the victims of these violations.

Regardless of continuous declarations of respect for human rights, including the rights to freedom of assembly and expression, by the PA, police officers and Special Forces officers, the reality has made clear that a culture of respect for citizens’ rights and freedoms is in fact absent among these bodies.

34.3 Euro Million From EU Taxpayers For The Palestinian Authority

Monthly the European Union continues pumping millions into the treasury of the Palestinian Authority and its institutions so that the thieves can steal more and more and anytime they want.

During July 2013, the EU released on July 4 2013, a financial package worth €18.9 million Euros from money of EU taxpayers, provided to the Palestinian Authority in order to pay the salaries of the employees of the so-called PA “security” coordination with Israel, the retirement pensions and the social security allowances for people who live in poverty in Palestine.

On July 2 2013, European Union and UNDP Sign a € 2.4 million agreement with Al Quds University to Preserve Palestinian Cultural Heritage Jerusalem.

Al Quds University is one of Fatah organizations (PLO) which administrated by a group of fat cats among them Ahmed Qurei, Chairman of the Board of Trustees. 04 JULY 2013 – The EU, the Netherlands and Sweden contribute €18.9 million to the Palestinian Authority’s payment of June salaries and pensions Today the European Union has contributed approximately €18.9 million to the payment of the salaries and pensions for June of nearly 75,000 Palestinian civil servants and pensioners in the West Bank and the Gaza Strip. This contribution, which is channelled through the PEGASE [1] mechanism, is funded by the European Commission (€13.2 million), the Government of Sweden (SEK 40.0 million or c.€4.6 million) and the Government of the Netherlands (c.€1.1 million earmarked specifically to the PA salaries in the Justice sector).

02 July 2013 – In the presence of Mr. Michael Köhler, Director for Neighbourhood at the European Commission’s DG DEVCO and UNDP Special Representative of the Administrator Mr Frode Mauring, the European Union and UNDP signed a contribution agreement worth € 2,4 million in an effort to safeguard cultural heritage in the old city of Jerusalem.

The programme will contribute to the development and protection of Palestinian cultural
heritage in the old city of Jerusalem, in addition to the improvement of socioeconomic conditions of its citizens through quality housing and tourism services. The programme activities will include the rehabilitation and revitalization of Hammam Al Ayn and Hammam Al Shifa, Al Madrasa Al Kilaniyya and related housing units, and the development of a business management plan and training on the maintenance and management of rehabilitated sites.

“This is an ambitious project, with numerous stakeholders, and we praise UNDP’s coordination work that allows us to be here today. Once completed, the project will unravel huge potential for the population of the Old City in terms of heritage preservation but also job creation and touristic growth”, said the EU Representative John Gatt – Rutter

The ceremony also included the signing of a cooperation agreement between UNDP and Al
Quds University Centre to conduct historical research and organize workshops in relation to the targeted historical sites.

Huda Al Imam, General Director of Al Quds University Centre welcomed the guests and expressed her appreciation to the EU and UNDP for taking this initiative forward.“ This programme is very important for Jerusalem. It will revitalize the city and create awareness for the community on the importance of cultural heritage and the preservation of our identity” she said.

Local capacities in conservation, rehabilitation and management of historic buildings and sites will also be enhanced through the programme. Short and medium term job opportunities will also be generated for young professionals in the fields of restoration, tourism and cultural management.

“The occupied Palestinian territory is rich in cultural heritage. UNDP and its partners will spare no effort to preserve and protect this treasure,” said Frode Mauring, UNDP Special Representative of the Administrator“. The programme will have a long term impact that will benefit different segments of the society by providing job opportunities and sustainable income for local professionals” he added.

The signing ceremony was held on Tuesday 02 July 2013 in the presence of Mr. Michael
Köhler, Director DG DEVCO, EU Representative Mr John Gatt – Rutter, Dr. Imad Abu Keishek, Executive Vice President of Al – Quds University, Frode Mauring, UNDP Special Representative of the Administrator and representatives from civil society organizations in East Jerusalem.

Since 1997, UNDP’s Programme of Assistance to the Palestinian People supported the tourism and culture sectors in the occupied Palestinian territory through the restoration and rehabilitation of cultural heritage sites and improvement of touristic areas and networks.
UNDP is currently partnering with the Ministry of Tourism and Antiquities through a USD 34 million programme aimed at rehabilitating public infrastructure for culture and tourism. The programme encompasses seven components, including development of site museums, water springs, and cultural landscape, with special emphasis on East Jerusalem, Gaza and Area C.

Through the work of civil society, and in coordination with the Office of the President of the
Palestine Liberation Organisation (PLO), the EU supports actions in East Jerusalem in the fields of health and social welfare, housing, urban planning, legal aid, education, and economic development – including the promotion of the tourism and cultural sectors. Special attention is placed on youth, women and the disabled.

Hospitals to sustain top patient service for all Palestinians Today the European Union (EU) and the East Jerusalem Hospitals marked an award of € 13 million from the EU to the hospitals at a ceremony organized at Augusta Victoria Hospital. The event took place in the presence of Michael Köhler, Director for Neighbourhood at the European Commission’s DG DEVCO and Dr Tawfiq Nasser, Coordinator for the East Jerusalem Hospitals Network. It also served as an occasion to celebrate the Joint Commission International accreditation for quality and patient safety awarded to Augusta Victoria and St John’s Eye Hospitals earlier this month.

The EU responded to the major cash flow problems of East Jerusalem Hospitals as a result of the Palestinian Authority’s financial crisis. With €10 million in 2012 and €13 million in 2013 the EU is covering the referral costs over a period of 1,5 years (January 2012 to March 2013) for patients referred for treatment in East Jerusalem Hospitals by the Palestinian Ministry of Health. By addressing this severe debt problem, hospital facilities remained open and medical staff continued working to provide much-needed specialized health services to patients across West Bank and Gaza. The EU mobilized its recently strengthened cash transfer mechanism, PEGASE, to deliver its funds to the PA. This comprehensive mechanism is also open for other donors to use.

“The EU continues to be a close and reliable partner to the Palestinian Authority and Palestinian people. The objective of our support, announced today, is to allow the Palestinian Authority meet its obligations towards the East Jerusalem Hospitals and ultimately ensure the provision of essential services to the Palestinian people. All six facilities of the East Jerusalem Hospitals Network provide quality specialized health services which are not available elsewhere in Palestine. Preserving their work is important”, said the EU Representative Mr. John Gatt-Rutter. “In the last four years we have worked closely with the World Health Organization and the hospitals to make sure all patients receive the best possible health service. The international accreditation awarded to Augusta Victoria and St John’s Eye Hospital is testament to this work”, added the EU Representative.

Speaking on behalf of the Network, Dr. Tawfiq Nasser, coordinator of the Network, expressed the sincere appreciation of all the hospitals for the support extended by the EU through WHO to all the hospitals. He emphasized that this type of grant guarantees the health and wellbeing of patients, helps the Palestinian Ministry of health sustain its services to its people, and empowers the national health system to respond to community needs while reducing costs of treatment referrals outside the Palestinian territories. That comes in addition to strengthening the Palestinian professional and civil society in East Jerusalem.

The European Union and the World Health Organization have supported the East Jerusalem Hospitals Network for the last four years. Through the latest phase of this programme the EU provided €2,4 million which allowed the hospitals to improve the quality of their health services and upgrade their status to the highest international standards. As a result, Augusta Victoria and St John’s Eye Hospital were recently awarded the Joint Commission International accreditation for quality and patient safety.
