America trains Abbas' loyalists in secret camp in Jericho

In an apparent American step to ignite a Palestinian civil war, high-ranking Palestinian sources have unveiled that the United States was establishing a secret military camp in the West Bank city of Jericho to train the PA presidential guards (Force-17).

The concealed American step comes in the framework of preparing that force for fighting against Hamas Movement under American and Israeli directives, as the IOF troops sponsored munitions supplies to the PA presidential guards.

According to a report for the Reuters news agency, a round-the-clock effort was going on at an abandoned lot of 16,000 sq. meters in the city of Jericho to put up the proposed camp that, according to American estimates, would cost 20 million dollars.

European diplomats were quoted as saying that the money will be enough to install a similar camp in the densely populated Gaza Strip, adding that elements of the Force-17 of PA chief Mahmoud Abbas were "growing in number and quality".

The diplomats opined that Washington will pay half of the cost while Europeans and a number of Arab countries will cover the rest of the amount, asserting that American officials were pushing Israel to allow more munitions supplies to Abbas' forces.

Assistants of Keith Dayton, the American security coordinator in Ramallah, were courting more European countries to finance the "suspicious" project as he toured the camp with Dutch diplomats who later revealed that Holland prefers to support Abbas in a "different way".

As reports in this regard persisted, sources in the PA presidential guards acknowledged that American military teams were secretly training the Force-17 elements over the past two months in another but smaller secret camp in the city, and that the training course will end in January next year.

The sources further unveiled that Abbas had requested more military supplies for his forces during his latest visit to Washington, especially after the short-lived mutiny carried out by vandal elements in the PA security apparatuses, including the presidential guards against the legitimate PA elected government.

Not long after Hamas Movement won the Palestinian legislative elections and formed the new PA government, IOF troops escorted trucks loaded with M16 rifles and huge amount of munitions coming from Jordan and unloaded them in the Force-17 stores in Ramallah and Gaza cities.

Israeli premier Ehud Olmert who endorsed the supplies explained, "I did that because we are running out of time and need Abbas' help".

Four more fully loaded trucks bound to that Force had crossed Wednesday the Kerem Shalom crossing point under the watching eye of the IOF troops guarding that terminal.

The Quds Press news agency that unmasked the new munitions supplies affirmed that they were stored in the PA security apparatuses' complex known as "Ansar2".

Both Olmert and the US secretary of state had championed bolstering Abbas' force and influence in the PA-run lands with "all available means".

But Hamas deputy in the PLC Ismail Al-Ashkar, secretary of the security and interior committee in the Palestinian legislature, considered any ammunitions supplies to the PA security apparatuses outside the law as "illegal", adding that external dictates weren’t in favor of the Palestinian people.

If it is true what Chris McGreal, correspondent of  The Guardian in Ramallah, reports, then yesterday Tuesday 27 November 2012 the US pressed Abbas to sign a confidential side letter, which would not be presented to the UN General Assembly, committing the Palestinian Authority not to accede to the ICC and to offer guarantees that the PA will not take advantage of the new status to accuse Israel of war crimes at the international criminal court (ICC) or to seek territorial rulings at the international court of justice. This is a conspiracy to betray the Palestinian national rights being played out on the theatre of international relations by a group of traitors who have renounced the National rights of all Palestinians under the cover of going to ask for statehood at the United Nations and in order to line their pockets with money paid to them by the enemy.

According to what Mr. McGreal reports,  the Palestinian leadership warned Europe and the US that failure to support its bid for statehood at the United Nations on Thursday Nov. 29 2012, will further strengthen Hamas after the Gaza fighting by suggesting that violence, rather than diplomacy, is the way to win concessions from Israel. 

Senior Palestinian officials believe the vote is a crucial test of whether there is a future for President Mahmoud Abbas‘s diplomatic strategy after his credibility was badly damaged among Palestinians by what they regard as the success of Hamas in the conflict with Israel this month.

Many ordinary Palestinians believe the conflict showed that standing up to Israel delivers results, in contrast to years of concessions under US peace plans, and drawn-out negotiations. European diplomats concede that the fighting has shifted the ground before the Palestinian request for recognition as a “non-member state”. Failure to support Abbas could risk further undermining his increasingly weak position, to Hamas’s advantage, they warn.

France has said it will vote in favor, and Spain is shifting in that direction. But the US and Britain are attempting to weaken the impact of a UN vote in support of statehood by putting considerable pressure on the Palestinian leadership to offer guarantees that it will not take advantage of the new status to accuse Israel of war crimes at the international criminal court (ICC) or seek territorial rulings at the international court of justice.

Israel pulls back from threat to topple Palestinian leadership over UN vote

Israeli officials change tack after it becomes clear that request for statehood at UN is likely to gather significant support

After weeks of shrill warnings over Thursday's United Nations vote on Palestinian statehood, Israel has backed away from threats to cancel the Oslo peace accords and topple the Palestinian leadership.

Israeli officials are now playing down any immediate sanctions against the Palestinians after it became clear that the request for statehood is likely to gather significant support, which has strengthened since the Israeli assault on Gaza. Several European countries, including France, Switzerland and Spain, will back the Palestinian move, in part out of concern that failing to do so will weaken the Palestinian president, Mahmoud Abbas, to the advantage of Hamas.

The Israeli foreign minister, Avigdor Lieberman, previously drew up proposals saying that if the UN vote went ahead "then Israel must exact a heavy price from Abu Mazen (Abbas), including the possibility of toppling his regime and dismantling the Palestinian Authority". Israeli officials warned that funding to the PA could be cut, peace accords cancelled in part or in whole, and unrestricted construction of Jewish settlements authorised.

But the threats have not deterred the Palestinians nor a significant number of European countries from supporting their bid for "observer state", which is on a par with the Vatican's position at the UN.

Officials in Jerusalem are now instead seeking to disparage the vote as of no great significance in itself.

"We won't cancel any of our agreements," a senior Israeli diplomatic official told reporters. "When we choose to respond, we will carefully weigh our options. We will do everything we can that's within Israeli law and within the framework of the agreements we signed with the Palestinians."

The Israeli move also came under US pressure. Haaretz reported that the US secretary of state, Hillary Clinton, warned the prime minister, Binyamin Netanyahu, during talks in Jerusalem last week not to destabilise the Palestinian Authority.

Israel says the Palestinian leadership will instead be judged on how it uses the new non-member state status at the UN, particularly over asking the international criminal court (ICC) to investigate alleged Israeli war crimes.

Abbas is under considerable pressure from Israel, the US and Britain in particular to renounce the option for the Palestinian Authority to accede to the ICC.

Britain said it would abstain in the UN vote unless it received assurances that the Palestinians would not seek to extend the jurisdiction of the ICC over the occupied territories, and unless the Palestinians committed to an immediate and unconditional return to the negotiating table with Israel.

The British foreign secretary, William Hague, in a statement to the House of Commons on Thursday, said: "Up until the time of the vote itself, we will remain open to voting in favour of the resolution if we see public assurances by the Palestinians on these points. However, in the absence of these assurances, the United Kingdom would abstain on the vote."

The draft resolution released by the Palestinians on Wednesday, however, showed that no such concessions had been made.

The Palestinian observer at the UN, Riyad Mansour, told reporters that the PA would neither immediately sign up for the ICC nor renounce its right to do so.

"I don't believe that we are going to be rushing the second day to join everything related to the United Nations, including the ICC," he said.

But Mansour said that if Israel continued to violate international law, in particular by continuing Jewish settlement construction in the occupied territories, then the Palestinians would have to consider "what should we do next to bring Israel into compliance?"

"We're not in the business of trying to prolong this conflict and settle scores," he said. "But we are not fools nor dummies. If they don't move in that direction ... then all of us should be considering all other possible options in order to bring them into compliance."

The Israeli move to downplay the vote appears to be an attempt to diminish embarrassment at the failure of its efforts to persuade most European countries to abstain in the hopes of denying the Palestinians the legitimacy garnered from the support of democratic countries.

The motion is virtually assured of passing because a majority of countries in the general assembly have indicated they will back the statehood measure.

A veteran Palestinian peace negotiator, Hanan Ashrawi, called intense pressure from the US and other countries to get Abbas to drop the UN vote "pathetic" and said it harmed Washington's standing in the Arab world.

Tawfiq Tirawi, head of committee investigating the death of Yasser Arafat, said: “We will wait for the results of the investigation. We are not accusing anyone so far, but regardless of the result, we will continue looking for the truth” about how he died.
He added: “We are convinced Israel assassinated Arafat… and no matter what the results given by Russian, Swiss and French experts will be, the case will remain open. If it is proved that Arafat was poisoned, we will go to the international court,” referring to the ICC. 

As a result, said Tirawi, reburial ceremonies have been canceled and officials from the PLO Executive Committee and other leaders will lay wreath at his grave after closing it.

Dr. Mahmoud Abbas (Abu Mazen) was born in 1935 in Safad in northern Israel, at that time part of the British Mandate. Abbas left his hometown with his family in 1948 when Israel was created, moving to Syria. He holds a B.A in Law from Damascus University. Abbas earned his Ph.D. in history from Moscow’s Oriental College. His doctoral thesis denies that six million Jews died in World War II. In his Arabic-language book “The Secret Relationship Between Nazism and Zionism” Abbas rejects “the Zionist fantasy, the fantastic lie that six million Jews were killed. The limited number that did succumb were victims of a joint [Nazi-Zionist] plot”.

Mahmoud Abbas was a founding member of the Palestinian National Liberation Movement (Fatah) present, along with Yasser Arafat, in the 1964 beginnings of the terrorist organization dedicated to the destruction of Israel. Since 1968 he has been a member of the Palestinian National Council (PNC) and rose to Secretary General of the PLO Executive Committee. The Executive Committee and the PNC are the top two decision-making bodies of the PLO.

Abbas is considered a moderate, one of the Palestinian Arabs interested in a peaceful solution to the conflict with Israel. He advocated negotiations with Israelis and initiated a dialogue with Jewish and pacifist movements in the 1970s. He led negotiations with Matiyahu Peled that resulted in the announcement of “principles of peace” based on a two-state-solution in January 1977. He also coordinated the negotiation process during the 1991 Madrid Conference. His long contacts with Israeli leftists won him a reputation as a PLO dove and he headed the Palestinian negotiating team to the secret Oslo talks. Abbas therefore played a key role in the Oslo Peace process during the 1990s. In April, Abbas’ cabinet choices –full of Arafat supporters– were “reluctantly” accepted by Arafat. Abbas’ very first speech as Prime Minister, on April 28, 2003, included demands that Israel release all terrorists, the opposite of what is called for under the Road Map. A senior Iranian military commander says the United States and Israel do not possess any reliable missile shield to intercept the Palestinian missiles.

“As it was predicted before, Americans and Zionists do not possess any reliable dome and the missiles of the [anti-Israeli] resistance will land anywhere necessary,” Iranian Armed Forces Deputy Chief of Staff Brigadier General Massoud Jazayeri said Saturday.

He went on to note that, according to the existing information, further attacks by the Gazan resistance fighters will bring the Zionists to their knees.

“Assessment of the military and psychological power of the Zionists, on the one hand, and that of the Gazan people and fighters, on the other hand, reveals unprecedented weakness of the Zionist regime,” Jazayeri added.

The Iranian commander further noted that, Hamas resistance movement is in good psychological and technological conditions.

“If the war imposed by the Zionists on Gaza continues, defensive measures of Hamas and other Gazan fighters will be unexpected and surprising,” Jazayeri added.

The new wave of Israeli aggression against the Gaza Strip has claimed at least 43 lives since November 14.

In retaliation for the airstrikes, Palestinian resistance fighters have fired over a dozen rockets from Gaza into the Israeli cities of Ofakim, Ashdod, and the areas of Eshkol, Bnei Shimon, Sha’ar Hanegev and Hof Ashkelon.

Earlier today, Israel deployed a fifth Iron Dome battery in Tel Aviv and Gush Dan as the missile shield has failed to intercept two-thirds of missiles fired from the Gaza Strip in retaliation for Israeli attacks.

Palestinian leader Yasser Arafat may have died after being poisoned by polonium, a new investigation suggests. His widow is now certain his death was not natural, and wants his body exhumed for further study.

The Palestinian Authority has already agreed to give its permission to the procedure, saying it will cooperate with anyone interested in establishing the cause of death. The Israeli government also has to give its formal permission to take bone samples out of the West Bank.

A nine-month investigation conducted by Al-Jazeera has concluded that Arafat’s personal belongings contained abnormally high levels of polonium, a rare and highly radioactive element. The items, including his clothing, his toothbrush, and even his iconic kaffiyeh, were supplied to Al-Jazeera by his widow, Suha Arafat. They were then analyzed at the Institut de Radiophysique in Lausanne, Switzerland.

“I can confirm to you that we measured an unexplained, elevated amount of unsupported (unnatural) polonium-210 in the belongings of Mr. Arafat that contained stains of biological fluids,” said Dr. Francois Bochud, the director of the institute.

Scientists found that the amount of polonium on some of Arafat’s belongings was ten times higher than that on control subjects. For example, his urine-stained underwear contained 180 millibecquerels (mBq) of polonium, compared to a control subject’s count of 6.7 mBq. Arafat’s toothbrushes also had an elevated polonium level of 54 mBq.

The uncovered traces of polonium, however, are mere fractions of what could have been the cause of Arafat’s death. The polonium-210 isotope has a half-life of 138 days, meaning half of the substance decays every four and half months. Given that Arafat died almost eight years ago, the current amount of polonium present would be less than one two-millionth of the original amount.

Additional tests indicate that most of the polonium in Arafat’s belongings was “unsupported,” meaning it came from unnatural sources.

Arafat's death was "not natural"

Doctors in Lausanne also ruled out other possible causes of Arafat’s death. At one time or another, there were claims he had died from leukemia, cirrhosis of the liver, and even AIDS.

“There was no liver cirrhosis, apparently no traces of cancer, no leukemia,” Dr. Patrice Mangin, the head of the Institute of Legal Medicine at the Lausanne University, stated to Al-Jazeera. “Concerning HIV, AIDS – there was no sign, and the symptomology was not suggesting these things.”

The conclusions were based on documentation, rather than firsthand examination of bodily fluid samples. Scientists in Lausanne hoped to study samples of blood and urine taken from Arafat at the Percy Military Hospital in France shortly before his death, but the hospital stated that it had destroyed them.

“I was not satisfied with that answer,” Suha Arafat said. “Usually a very important person, like Yasser, they would keep traces – maybe they don’t want to be involved in it?”

Several of the doctors that treated Arafat also refused to discuss his case, saying it was considered a “military secret.”

Nevertheless, Suha Arafat is satisfied that at least some light on what killed her husband has been shed.

“We got into this very, very painful conclusion, but at least this removes this great burden on me, on my chest,” she explained. "At least I’ve done something to explain to the Palestinian people, to the Arab and Muslim generation all over the world, that it was not a natural death, it was a crime.”

Arafat was the founder of the Fatah movement, and became the chairman of the Palestinian Liberation Organization (PLO), the principal political organization of the Palestinians, in 1967. The Arafat-led PLO was hostile towards Israel throughout most of the next two decades, but in 1993, Arafat and then-Israeli Prime Minister Yitzhak Rabin signed the Oslo Peace Accords, establishing Palestinian self-government. Arafat was elected President of the Palestinian Authority in 1996.

Negotiations between the Palestinian Authority and Israel largely broke down with the start of the Second Intifada in 2000. In 2002, the Israeli army besieged Arafat in his Ramallah compound, preventing him from leaving it for the next two years. In October 2004, Arafat vomited during a meeting, with doctors saying he contracted influenza. However, his condition rapidly deteriorated, and Israel eventually allowed him to be transported to the Percy Military Hospital in France, where he died on November 11, 2004.

In the days before his death, Arafat suffered severe diarrhea, vomiting and weight loss, all of which are signs of polonium poisoning. The same symptoms were exhibited by former Russian spy Alexander Litvinenko, who died from polonium poisoning in 2006.

The letter below was sent by the Palestinian “President” Mahmoud Abbas to the Prime Minister of the Zionist occupation state of Israel Benjamin Netanyahu.

President Abbas, who holds the placebo presidential chair of the PA for a handful of US, European and Arab dollars, recently sent a long letter begging his criminal counterpart Mr. Benjamin Netanyahu to release some hundreds of Palestinian prisoners. The message caused us headache and disgust because of the unending talk about it in the media and in the end it did not bring us as Palestinians anything new. It simply was a desperate step by Abbas to justify more begging money from western countries for the PA finances, a couple more millions of dollars which President Abbas has become so used to receive whenever he feigns for a moment that he “thinks” about Palestine and the Palestinians. Everybody thought that Abbas would dissolve the PA after all the lamenting, but such a step would never be taken by a loser accustomed to a life of treason and beggary and living off of others.

H.E. Prime Minister Netanyahu:

In 1993, the Palestine Liberation Organization signed the Declaration of Principles (The Oslo Accords) and exchanged letters of mutual recognition with the Government of Israel.

The Declaration of Principles defined its aim as the implementation of UN Security Council resolutions 242 and 338 which would begin with a transitional period, and culminate with negotiations on the all final status issues including Jerusalem, borders, settlements, refugees, water, security, relations with neighboring countries, and other matters of mutual interest. Over the years, we included end of the conflict and claims, and the release of prisoners and detainees to these final status issues. May 1999 was set as the date by which negotiations on all final status issues would be completed and a comprehensive peace agreement between the two sides would be reached.

The PLO and the State of Israel subsequently signed additional agreements including the Interim Agreement in 1995, the Wye River Agreement in 1998, the Hebron Protocol of 1998, and the Sharm Sheikh Agreement in 1999. We also engaged in negotiations on final status issues during the Camp David talks in 2000, the Annapolis talks between 2007-2008, and talks conducted in Washington D.C., Sharm Sheikh and West-Jerusalem in September 2010. Most recently, in January 2012, I dispatched a delegation to Amman, Jordan for exploratory talks in furtherance of the Quartet Statement of 23 September 2011.

In the midst of these agreements and bilateral talks, the Arab states presented the Arab Peace Initiative of 2002, and the Quartet for Middle East Peace presented its Road Map plan of 2003. Signed agreements, international law, and UN Resolutions, all recognize that peace will only be realized upon the end of Israel’s occupation of Palestinian land that began in 1967. Until such time, Article 7 of the Interim Agreement stipulated that both parties, Israel and the PLO, shall not take any steps that would prejudice final status negotiations.

A fundamental obligation placed on Israel under international law and the quartet’s Road Map, was that it freeze all settlement activity, including natural growth. In a letter sent by former Israeli Prime Minister Shimon Peres to Norwegian foreign Minister Holst in 1993, Israel also committed itself to maintain the educational, economic, social, and cultural institutions in East Jerusalem, conserve the Christian and Moslem holy places, preserve Palestinian interests in East Jerusalem, and not to hinder their development.

Mr. Prime Minister,

As a leaders , both of us have to face skepticism and opposition. In the quest of peace we have to help each other. We Know that violence and terror whether committed by Palestinians or Israelis is not the way. I know that it erodes both of our public’s trust in peace. Therefore, I reiterate our full commitment to a policy of zero tolerance against violence. At the same token, I expect your understanding that settlement building is eroding the Palestinian trust in your commitment to reconciliation and the idea of the two states solution. The logic is simple: If you support the establishment of a Palestinian state, why do you build on its territory?.

Mr. Prime Minister,

Among the most critical components of the signed agreements between the PLO and Israel is the recognition that the West Bank and the Gaza Strip constitute a single territorial unit, the integrity of which must be preserved until a final status agreement is reached. As such it is subject to one law and one authority. In recognition of this, I have been determined to end the division of my people through national reconciliation, in accordance with my political program which respects signed agreements, recognizes the State of Israel, and renounces violence. With regret, the Government of Israel has chosen to take a position diametrically opposed to Palestinian national reconciliation.
Aside from this, we continue to honor all our obligations, including the reactivation of the trilateral anti- incitement committee

Mr. Prime Minister,

We have responded in good faith to the efforts exerted by President Obama, and the Quartet in furtherance of peace, and we have welcomed the courageous Jordanian initiative aimed at putting the peace process on the right track, including through the submission of comprehensive positions on territory and security by the parties.

The Palestinian delegation submitted our proposals on these two final status issues and we reiterated our commitments and obligations. We asked your government to also submit comprehensive proposals on territory, security, and to commit to a settlement freeze, and release prisoners. These were not preconditions but Israeli obligations. To our deep regret, none of these commitments were honored.

Mr. Prime Minister

Our historic Peace Proposal is still waiting for an answer from Israel.
• We agreed to establish the State of Palestine on only 22% of the territory of historical Palestine-on all the Palestinian Territory occupied by Israel in 1967.
• The establishment of independent Palestinian State that can live side-by-side with the State of Israel in peace and security on the borders of 1967 with mutually agreed swaps equal in size and value.
• Security will be guaranteed by a third party accepted by both, to be deployed on the Palestinian side.
• A just and agreed resolution for the refugees’ problem as specified in the Arab Peace Initiative.
• Jerusalem will serve as a capital of two States. East Jerusalem capital of Palestine. West Jerusalem capital of Israel. Jerusalem as an open city can be the symbol of peace.

Mr. Prime Minister,

Twenty years ago, we concluded with Israel an agreement under international auspices which was intended to take the Palestinian people from occupation to independence. Now, as a result of actions taken by successive Israeli governments, the Palestinian National Authority no longer has any authority, and no meaningful jurisdiction in the political, economic, social, territorial and security spheres. In other words, the P.A. lost its reason d’être.

In recognition of the above and in furtherance of the peace process and the agreements we signed with Israel, which were premised on international legitimacy, international law, and internationally-recognized terms of reference, we call on the Government of Israel to do the following:

1- Accept the two-state solution on the 1967 borders with possible minor and mutually agreed upon land swaps of equal size and value;
2- Stop all settlement activities, including in East Jerusalem;
3- Release all prisoners, in particular those imprisoned prior to the end of 1994; and
4- Revoke all decisions taken since 2000 which undermine agreements signed between Israel and the PLO.

Should the Government of Israel refuse to honor these above-referenced obligations, we will seek the full and complete implementation of international law as it pertains to the powers and responsibilities of Israel as occupying power in all of the occupied Palestinian territory.
For the Palestinian Authority—now stripped of all meaningful authority—cannot continue to honor agreements while Israel refuses to even acknowledge its commitments. The P.A. is no longer as was agreed and this situation cannot continue.

Mr. Prime Minister

I strongly believe that both our peoples yearn for peace. As leaders, it’s our historic task to make it happen. Let’s not fail our peoples.
