For the ungodly man hath come to an end; every one that learneth not righteousness upon the earth shall not be able to do truth; let the ungodly be taken away, that he may not see the glory of the Lord. We shall not fail, but all those that dwell upon the earth shall fail. The dead shall arise, and they that are in the tomb shall awake, and they that are upon the earth shall rejoice. For the dew which Thou sendest is healing unto them; but the land of the ungodly shall perish. Go, my people, enter into thine inner chamber, shut thy door, hide thyself for a little season [during the Great Tribulation, hidden in mountains and dens and caves of the earth - there is NO secret rapture which is only an heretical apostate Lurianic Talmudic Judaic doctrine], until the anger of the Lord shall pass away.

Glory be to the Father, and to the Son, and to the Holy Spirit. As it was in the beginning, is now, and ever shall be, world without end. Amen.

Note in the below that this is a description of the evil that precedes the Antichrist who is the Abomination of Desolation. Our Lord and Saviour Jesus Christ then comes after the reign of Antichrist has proceeded for a while. Antichrist, his reign and the False Prophet and all their followers are then destroyed by the Second Coming of Our Lord Jesus Christ from heaven with all His elect Angels and sent to hell forever. The saints will then reign with Our Lord Jesus Christ at their head on earth forever.

Palestine, which is properly the Holy Land for in it walked God in the flesh, Jesus Christ, and there He allowed Himself to be sacrificed for the salvation of those who profess Him from the heart and with the mouth, is a miniature of all the evil that has come upon the earth and there will the final evil be concentrated in its fullness and rule from there for a short time.

Writing in the second century, St. Hippolytus wrote the following about the evil that will abound before the coming of Antichrist:

The temples of God will be like houses, and there will be overturnings of the churches everywhere. The Scriptures will be despised, and everywhere they will sing the songs of the adversary. Fornications, and adulteries, and perjuries will fill the land; sorceries, and incantations, and divinations will follow after these with all force and zeal. And, on the whole, from among those who profess to be Christians will rise up then false prophets, false apostles, impostors, mischief-makers, evil-doers, liars against each other, adulterers, fornicators, robbers, grasping, perjured, mendacious, hating each other. The shepherds will be like wolves; the priests will embrace falsehood; the monks will lust after the things of the world; the rich will assume hardness of heart; the rulers will not help the poor; the powerful will cast off all pity; the judges will remove justice from the just, and, blinded with bribes, they will call in unrighteousness.

18 And Jesus coming, spoke to them, saying: All power is given to me in heaven and in earth.

19 *Going, therefore, teach ye all nations: baptizing them in the name of the Father, and of the Son, and of the Holy Spirit;

20 Teaching them to observe all things whatsoever I have commanded you: and behold I am with you all days, even to the consummation of the world.

"Consummation of the world," - the end of this age of grace and the beginning of the eternal ages with Christ reigning visibly. This is the end of the eschaton and the beginning of the eternal recreated heavens and the earth and will begin when Our Lord and Saviour Jesus Christ returns from heaven in the same flesh He rose with and ascended into the third heaven with, seated at the right hand of the Father. His return will be with all of His elect angels. He will raise and judge all men in the flesh and then recreate the heavens and the earth, which in that state will last that way for eternity. There will NOT be any sin in the new heavens and earth, so prepare now by confessing the Father and the Son and the Holy Spirit and be baptized as commanded above and shown how to baptize below and live Holy and Godly lives in sincerity and humility and meekness waiting for the Lord when He returns so that we are not like the five foolish virgins but are like the five wise virgins.

Method of Baptism

Chapter 7. Concerning Baptism.

And concerning baptism, baptize this way: Having first said all these things, baptize the one to be baptized into Jesus Christ in "the name of the Father, and of the Son, and of the Holy Spirit," in running water. But if you have no running water, baptize into other water [still water]; and if you cannot do so in cold water, do so in warm. But if you have neither, pour out water three times upon the head onto the one to be baptized saying at that time "in the name of the Father and of the Son and of the Holy Spirit." But before the baptism, if possible, let the baptizer fast, and the baptized, and whoever else can; but you shall order the baptized [when there is time] to fast one or two days before.

Baptism can and should always be performed immediately when there is danger of death of the one to be baptized. For instance, impending martyrdom or possible death causing illness.

As the Word of God Jesus Christ willed to learn in His Incarnation what He already possessed and knew prior to His Incarnation as part of His kenosis (emptying out of Himself and taking upon Himself our nature while in no way losing anything of what He already was as God by nature and Son of God as the Second Person of the undivided Trinity) and as an example to us of how we in humility must follow God the Father and the Son Jesus Christ and the Holy Spirit.

The Muslim feast of Eid only commemorates the typological sacrifice by Abraham of Issac. That prefigured the final and only Supreme Sacrifice of Jesus Christ on His Most Holy Cross. It is only by the Sacrifice of Christ on His Cross that we are saved. Jesus Christ commanded, not suggested, that we be baptized; echoing the rest of the Church Fathers, St. Augustine noted that if someone could not be baptized even though they wanted it and did everything they could to be baptized in the water in name of the Father and the Son and the Holy Spirit, then their confession of faith is enough for their salvation. But no where are we allowed to refuse baptism.

All Muslims and everyone who will, are invited and encouraged to come to the water of life now and be baptized in the water and in the Spirit in name of the Father and the Son and the Holy Spirit and receive Communion.

For as it was not possible that the man who had once for all been conquered, and who had been destroyed through disobedience, could reform himself, and obtain the prize of victory; and as it was also impossible that he could attain to salvation who had fallen under the power of sin,-the Son effected both these things, being the Word of God, descending from the Father, becoming incarnate, stooping low, even to death, and consummating the arranged plan of our salvation, upon whom [Paul], exhorting us unhesitatingly to believe, again says, "Who shall ascend into heaven? that is, to bring down Christ; or who shall descend into the deep? that is, to liberate Christ again from the dead." Then he continues, "If thou shall confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised Him from the dead, thou shall be saved." And he renders the reason why the Son of God did these things, saying, "For to this end Christ both lived, and died, and revived, that He might rule over the living and the dead." And again, writing to the Corinthians, he declares, "But we preach Christ Jesus crucified; "and adds, "The cup of blessing which we bless, is it not the communion of the blood of Christ? The Catholic Creed: The Athanasian Creed

Whoever wills his salvation before all else let him profess the Catholic faith.
For unless a person keeps this faith whole and entire, he will undoubtedly be lost forever.
Now the Catholic faith is this: that we worship one God in the Trinity and the Trinity in unity.
Neither confounding the Persons, nor dividing the Substance.
For there is one person of the Father, another of the Son, another of the Holy Spirit.
But the Father and the Son and the Holy Spirit have one divinity, equal glory, and coeternal majesty.
What the Father is, the Son is, and the Holy Spirit is.
The Father is uncreated, the Son is uncreated, and the Holy Spirit is uncreated.
The Father is infinite, the Son is infinite, and the Holy Spirit is infinite.
The Father is eternal, the Son is eternal, and the Holy Spirit is eternal.
Nevertheless, there are not three eternal beings, but one eternal being.
So there are not three uncreated beings, nor three infinite beings, but one uncreated being and one infinite being.
Likewise, the Father is omnipotent, the Son is omnipotent, the Holy Spirit is omnipotent.
Yet there are not three omnipotent beings, but one omnipotent being.

Thus the Father is God, the Son is God, and the Holy Spirit is God.
However, there are not three gods, but one God.
The Father is Lord, the Son is Lord, and the Holy Spirit is Lord.
However, there as not three lords, but one Lord.
For as we are obliged by Christian truth to acknowledge every Person singly to be God and Lord, so too are we forbidden by the Catholic religion to say that there are three Gods or Lords.
The Father was not made, nor created, nor generated by anyone.
The Son is not made, nor created, but engendered by the Father alone.
The Holy Spirit is not made, nor created, nor generated, but proceeds from the Father and the Son.

There is, then, one Father, not three Fathers; one Son, not three sons; one Holy Spirit, not three holy spirits.
In this Trinity, there is nothing before or after, nothing greater or less. The entire three Persons are coeternal and coequal with one another.
So that in all things, as is has been said above, the Unity is to be worshipped in Trinity and the Trinity in Unity.
He, therefore, who wishes to be saved, must believe thus about the Trinity.

It is also necessary for eternal salvation that he believes steadfastly in the incarnation of our Lord Jesus Christ.
Thus the right faith is that we believe and confess that our Lord Jesus Christ, the Son of God, is both God and man.

As God, He was engendered of the substance of the Father before time; as man, He was born in time of the flesh of His Mother.
He is perfect God; and He is perfect man, with a rational soul and human flesh.
He is equal to the Father in His divinity, but inferior to the Father in His flesh.
Although He is God and man, He is not two, but one Christ.
And He is one, not because His divinity was changed into flesh, but because His humanity was assumed unto God.
He is one, not by a mingling of substances, but by unity of person.
As a rational soul and flesh are one man: so God and man are one Christ.
He died for our salvation, descended to the waiting souls of the faithful departed, and rose from the dead on the third day.
He ascended into heaven, sits at the right hand of God the Father almighty. From there He shall come to judge the living and the dead.
At His coming, all men are to arise with their own bodies; and they are to give an account of their own deeds.
Those who have done good deeds will go into eternal life; those who have done evil will go into the everlasting fire.
This is the Catholic faith. Everyone must believe it, firmly and steadfastly; otherwise He cannot be saved.
Glory be to Thee, O equal Trinity, one God, before all ages, now and forever.
Amen.

The rational soul mentioned herein is the functioning of the mind of the Son, Jesus Christ, in His mortal flesh. That flesh once united to the Immortal Son of God is one in His Person forever. The Immortal Person of the Son of God is whole and complete from before all time and creation in the bosom of the Father in the Holy Spirit. That Person includes His mind and mental faculties which are part of His Immortal soul. The proper understanding of Origen - and Irenaeus whom Origen met and was given understanding by Irenaeus when Origen was young – is this and not the heresies falsely attributed to Origen centuries after his death. The Holy Spirit is the unity and power and bond of love of the Father and the Son Jesus Christ. When Jesus Christ appeared to Abraham as one of three persons (Fn. 1) in the Old Testament - He ate food. This shows that the uncreated energy of the Son of God made a whole human body present one with His person whenever He so chose. The difference in that and the Incarnation is of absolute significance for us. When He took the flesh of the virgin Mary upon Him, He took the flesh of Adam and all men so that all men will be resurrected, but not all will be saved. Only the saints will be saved into the kingdom of heaven - all others are preserved for the eternal existence they will have in their sinful flesh that God will command to be in the lake of fire forever. The salvation of the saints into the heavenly kingdom and God’s forgiveness of the sins which any have committed while they were alive in their flesh in their one and only former life is only because of the Redemption of Jesus Christ upon His Most Holy Cross. 

Fn. 1 the other two were angels who were not the Father and the Holy Spirit, but only represented the Father and the Holy Spirit.

The blessed light of Saints above,
Sweet hope of mortals here below,
Art thou, O Jesu, who the love
Of human home and hearth didst know.

O Mary, thou art full of grace,

Whilst in thine arms he took his rest.

O Joseph, thou of all our race
Elected wast to guard the fame
Of Mary, Virgin full of grace,
And give her Son a father's name.

O Mary! Joseph! holy twain
From Jesse's root and David's seed,

The Nativity of our Lord Jesus Christ


Christmas!

The fast prior to the feast of our Lord Jesus Christ’s Nativity in the ancient Church was six weeks in the East and six weeks in St. Ambrose’s liturgical tradition in the West as well. The importance of the Nativity of our Lord Jesus Christ cannot be overstated. As is apparent below absolutely linked to that is the Church’s confession of literal creation. God literally did just what He said and in that is alone the true revelation of God and His Christ and the only salvation which is in the true Christ Jesus and not some evolutionary cosmic Gnostic pseudo-Christ which is actually the Antichrist and damnation.
In the East the time is reckoned thusly.
The 532-year cycle is calculated from the creation of Adam, which, as we know, took place on Friday, March 1, 5508 B.C. - the base date on which the entire calendar system of the Orthodox Church is based.


And from the traditional liturgy going back centuries in the West, on the feast of the Nativity.

22 But hearing that Archelaus reigned in Judea in the room of Herod his father, he was afraid to go thither: and being warned in sleep retired into the quarters of Galilee.
23 And coming he dwelt in a city called Nazareth: that it might be fulfilled which was said by the prophets: That he shall be called a Nazarene.

Confession of Faith in the True God

GOD is the Truth. The Most Holy Trinity is God and none other is God. The Most Holy Trinity is Three Persons Who are One God. These Three Persons are The Father and the Son, Jesus Christ and the Holy Spirit. The Father is the fountainhead of the Trinity, the Son proceeds from His engendering in the Father’s bosom, the Holy Spirit proceeds from the Father in the unity of the engendering of the Son from the Father. This procession of the Son and the Holy Spirit from the Father is immortal from before all time and creation and unto eternity never-ending. This Triune God alone has Aseity, that He is immortal without beginning and without end, self sustained in His existence which preceded all time and creation and, His existence, continues forever; God’s existence is infinite. This God is above all that He has created and transcendent in all that He has created. There is nothing apart from nor outside of God that He has not created. He created all that has been created ex nihilo, that is from nothing by His infinite power. Nothing that is created has aseity. Time is only an aspect of that which has been created by God. Time is therefore part of God’s creation. God is not limited by His creation, this includes that God is not limited by time. God is Omnipotent and Omniscient and Ubiquitos and with eternal complete foresight: Almighty and All seeing and knowing and equally present everywhere and knowing all things before their creation and all events before they come to pass unto eternity. There is no way to God but through the Second Person of the Most Holy Trinity Who is the Lord Jesus Christ, in Whom alone there is salvation by His Most Holy Cross and Resurrection. Creation had a beginning but will continue unto the eternal ages to come. At the return of Jesus Christ from God the Father’s right hand in the third heaven and the just judgement of Christ of His creatures, creation will be cleansed by fire (the damned, both angels and men consigned to hell forever) and renewed with paradise restored, with the presence around God of all His elect angels and saints, and continue in this way forever.

Salvation by Christ is by His Kenosis (the elect angels do not stand in need of salvation for they never sinned and are God’s servants forever).

Holy Holy Holy Lord God of hosts who will return in glory and in flaming fire taking vengeance upon those who know not God and who obey not the Lord Jesus Christ

Heb:5:
1 ¶ For every high priest taken from among men is ordained for men in the things that appertain to God, that he may offer up gifts and sacrifices for sins:
2 Who can have compassion on them that are ignorant and that err: because he himself also is compassed with infirmity.
3 And therefore he ought, as for the people, so also for himself, to offer for sins.
4 Neither doth any man take the honour to himself, but he that is called by God, as Aaron was.
5 So Christ also did not glorify himself, that he might be made a high priest: but he that said unto him: Thou art my Son: this day have I begotten thee.
6 As he saith also in another place: Thou art a priest for ever, according to the order of Melchisedech.
7 Who in the days of his flesh, with a strong cry and tears, offering up prayers and supplications to him that was able to save him from death, was heard for his reverence.
8 And whereas indeed he was the Son of God, he learned obedience by the things which he suffered.
9 And being consummated, he became, to all that obey him, the cause of eternal salvation:
10 ¶ Called by God a high priest, according to the order of Melchisedech.
11 Of whom we have much to say and hard to be intelligibly uttered: because you are become weak to hear.
12 For whereas for the time you ought to be masters, you have need to be taught again what are the first elements of the words of God: and you are become such as have need of milk and not of strong meat.
13 For every one that is a partaker of milk is unskilful in the word of justice: for he is a little child.
14 But strong meat is for the perfect: for them who by custom have their senses exercised to the discerning of good and evil.

St. Paul explains this same thing with different wording in Philippians.

Phil:2:
5 For let this mind be in you, which was also in Christ Jesus:
6 Who being in the form of God, thought it not robbery to be equal with God:
7 But emptied himself, taking the form of a servant, being made in the likeness of men, and in habit found as a man.
8 He humbled himself, becoming obedient unto death, even to the death of the cross.
9 For which cause, God also hath exalted him and hath given him a name which is above all names:
10 That in the name of Jesus every knee should bow, of those that are in heaven, on earth, and under the earth:
11 And that every tongue should confess that the Lord Jesus Christ is in the glory of God the Father.

This is crucial to our understanding of Christ’s mission to save us. In the above “emptied” is kenosis in the Greek. Christ’s kenosis (He Who is the Immortal Son of God and has always existed from before He created anything, His emptying out of Himself for us and to us) consists of “taking the form of a servant” at His incarnation of the Blessed Virgin Mary by the Holy Spirit, “being made in the likeness of men” extremely important — His incarnation in the flesh, “in habit found as a man” this part explains phrases like “learned obedience”. Jesus never had to learn anything for Himself since He is God and Omniscient – All Knowing. But He willed to be born and grow up and be taught by Joseph and Mary. Think about it, it was the Blessed Virgin who taught Him the Psalms that He was the Mediator for David to receive by inspiration of the Holy Spirit and record for us. In simple terms He taught David the Psalms and willed that Mary would teach Him on earth the same psalms, though, of course He knew them already. So all references to His learning and growing and being perfected are only those things that He willed to go through for two basic reasons for our sakes. Number two first: to show us what our attitude and efforts should be on His behalf as His ambassadors to the rest of mankind. He “learned” but is actually teaching us. Number one in importance: “being made in the likeness of men” extremely important — His incarnation in the flesh. St. Athanasius Contra Mundum (against the world [opposing heresy]) addresses this when he explains that had Christ the Immortal Son of the Father in the Unity and Power of the Holy Spirit simply have erased Adam’s sin then the natural debt we all inherited to die from that sin would have meant that all men would die forever and be lost since God doesn’t lie and He pronounced that the separation of man from God due to sin would by the natural property of human nature make anything else impossible. In other words if God simply erased the sin He would have erased men as well thereby. Worst yet, St. Athanasius tells us, the devil would thereby have won that round. But what God did, the Son, Who because of His Divine substance/essence – nature cannot die, is to take upon himself the real human nature of all men subsumed from Mary — and therefore of Adam (see the genealogies in St. Matthew’s, Chapter 1, and St. Luke’s, Chapter 3, Gospels; in St. Luke’s Gospel all the way back to Adam). Since of Adam, then, of all men. Since He had and has that nature in total union with His divine nature, when he suffered and died (it is in this sense that St. Paul says “learned obedience”) in our place as the ransom from death then we become sons and daughters by adoption unto real eternal life at the future Return of Christ and the General Resurrection of the flesh, each of us, our bodies reunited with our same soul and same spirit. Therefore death, which insured that God’s law would be obeyed, was originally God’s way to insure that man would not become a diabolic creature totally in bondage to the devil, incapable of being in union with the Holy God, Himself. Christ took death, merited by all men, upon Himself preserving what God had said to Adam and Eve “upon that day (of disobedience) you will die”. Therefore, Christ’s death, then becomes the ransom to bring us out of thralldom to the devil and into union with God in Christ. Christ’s Resurrection then becomes the guarantor of our resurrection — which will absolutely happen. This is a brief description of Christ’s kenosis. Christ’s kenosis is the weightiest subject in the whole Bible. Christ’s obedience loosed the debt of Adam’s disobedience as Mary’s obedience undid the knot of Eve’s disobedience (that last is from St. Irenaeus). A note of warning: those who retie the knot of Eve’s disobedience and who bind themselves again in the debt of Adam’s disobedience by becoming part of pagan religions, who profess atheism or agnosticism, who follow after the Antichrist or who walk not in God’s commandments though they pretend to be Christ’s, will certainly be resurrected, but to eternal undying destruction in the lake of fire with the devil and all the fallen angels and all of the demons. Only the saints will inherit paradise with the elect angels in this universe recreated by God at the second coming of Jesus Christ at the end of this age of grace.

Pagan feasts were every day of the year. Obviously Our Lord Jesus Christ's birth would coincide with one of them - so what?! That absolutely obviously was not the reason that God would choose the day He chose for God the Son to to be born. The pagan Romans elevated a very minor Roman pagan feast - the Saturnalia, to compete 
with the Christian celebration of Christmas. Christmas was the birth of Christ. It was originally called and is still called the Feast of the Nativity or the Natal Day of the Lord. All the complaints concocted by Talmudic JudenRatz Protestant Freemasonic Pharisees are meaningless.

It takes a perfidious Jew to lie like a rug and tell the tall tale that that sheep have a problem with winter cold, whether during the day or night. God designed sheep specifically to do extremely well in the coldest of winters - outside night and day. Why do you think we use wool to stay warm in winter? Even when wool gets wet from snow melting close to a human being's skin of a person who is wearing wool - the wool will keep you warm.

St. Judas Maccabeus and the abomination of desolation - the Jews in Palestine 

Now lets dispense with this Hanukkah nonsense. Judas Maccabeus is a Catholic Saint. All faithful Catholics from the first Adam to the last Saint are Saints of the Catholic Church of whom Jesus Christ is the Head. Judas Maccabeus did all he could to fight against an abomination in the temple that defiled it (the first was Antiochus IV Epiphanes, the Seleucid king and his profanation of the temple, who died in 164 B.C.). Judas Maccabeus, if he had been alive during the Apostolate of Christ on earth, would have been Christ's disciple, same as St. Simon Zealotes. Christ revealed Himself to the Jews as the Messiah on His birthday as an adult in the temple on the feast of lights. It was Jesus Christ who warned of the two final abominations of the temple -
1) the 18 temple benedictions which blasphemed God and His Christ and caused the destruction of the temple in 70 A.D. 

2) the final Abomination of Desolation which is the Jews invading Palestine and trying to rebuild their accursed temple. 

If St. Judas Maccabeus were alive today he would be leading an army to free Palestine from the Jews. You think Titus was harsh in 70 A.D.? St. Judas Maccabeus would enact the Biblical ban on the Jews in Occupied Palestine - all their forces would be destroyed and they would be driven from the land with no mercy. Their crimes against the Palestinians are secondary though very real. The crime of the nation of the Jews is  Deicide and Perfidy and these are the worst crimes that exist. The nation of the Jews, by God's command do not have any right or business being in the Holy Land which is the home of the Holy Family, Jesus, Mary and Joseph.

Palestinians and Israelis hardened their positions Wednesday over a contentious new settlement push around Jerusalem, with Israel going full throttle on plans to develop the area and the Palestinians trying to block it through an appeal to the U.N. Security Council.
The settlement push - Israel's retaliation for the Palestinians' success in winning U.N. recognition of a de facto state - has touched off an escalating international showdown. Palestinians claim the construction would deal a death blow to Mideast peace hopes. Even Israel's staunchest allies have been outraged by the move, feeding speculation they might squeeze Israel more than usual to back down on its construction plans.
The U.N. move came last week, with the General Assembly recognizing a Palestinian state in the West Bank, east Jerusalem and Gaza Strip - territories captured by Israel in the 1967 Mideast war. Israel, which rejects a return to its 1967 lines, says borders with a future Palestine should be resolved through negotiations.
Although the Israelis say construction could be years away, the settlement plans have sent a message that within these U.N.-recognized borders, Israel remains in firm control. The plans include 3,000 new settler homes in the West Bank and east Jerusalem, and intentions to press ahead with two other projects that would drive a wedge between east Jerusalem, the Palestinians' desired capital, and its West Bank hinterland.
International condemnation was harsher than usual, with some of Israel's closest European allies, including Italy and the European Union on Wednesday, calling in Israeli ambassadors for rebukes or issuing especially stern criticism. The issue was expected to be high on Germany's agenda during a visit to Berlin by Israeli Prime Minister Benjamin Netanyahu.
Ahead of his arrival, Israel showed no signs of bending, holding a preliminary planning meeting for a new development in a section of the West Bank outside Jerusalem. The project, known under its Israeli administrative term "E-1," is the most contentious of the new settlement projects because of its strategic location.
The Palestinians said they would leverage their newfound U.N. status to seek a Security Council resolution to halt the Jerusalem-area plans.
Palestinian President Mahmoud Abbas said he was determined to block the settlement building near Jerusalem with all legal and diplomatic means.
"The settlement plans that Israel announced, especially E-1, are a red line," Abbas told reporters. "This must not happen."
The Palestinian representative to the United Nations said in letters to the council, the General Assembly and the secretary-general that the intensification of the Israeli campaign is clearly part of "Israel's contemptuous response" to the assembly's overwhelming vote last week to recognize the state of Palestine.
"Israel is methodically and aggressively pushing ahead with this unlawful land grab and colonization of Palestine with the intent to alter the demographic composition, character and status of the Palestinian territory, especially in and around East Jerusalem and the Jordan Valley, in its favor in order to entrench its illegitimate control of the land and prejudge the outcome of final status negotiations," the letter said.
U.S. State Department spokesman Mark Toner criticized the Palestinians for "unhelpful rhetoric" by talking about taking the Israelis to the Security Council as well as to the International Criminal Court over the settlements.
"Ultimately, both sides need to get back into direct negotiations," Toner said Wednesday. "The path to peace doesn't go through New York."
Passing a U.N. resolution will be no easy task, since the U.S., as a permanent member of the council, could veto any resolution.
Two years ago, the U.S. vetoed a similar attempt to condemn settlements, and officials in Washington said a veto would be likely this time as well unless the resolution condemned unilateral actions on both sides.
The U.S., while harshly critical of Israeli settlement construction, believes a one-sided resolution would undermine negotiations. The officials spoke on condition of anonymity because a formal resolution has not yet been proposed at the U.N.
Although the U.S. has traditionally protected Israel from U.N. criticism, American officials have condemned Israel's decision to revive E-1 and would not relish being perceived as giving it tacit backing.
But President Barack Obama could also be reluctant to be perceived as punishing Israel, which is America's closest ally in the Mideast and enjoys strong Congressional backing. Obama's Mideast policies and frosty relations with Netanyahu became an issue in his re-election campaign.
The U.S. could avoid an uncomfortable choice by pressuring Israel to back down so things don't come to a Security Council showdown, said Palestinian official Saeb Erekat.
"If the U.S. can stop the Israelis without the Security Council, they should do it," he said. "They (the Americans) cannot stop us and use the veto against people trying to save the peace process."
Israeli Foreign Ministry spokesman Yigal Palmor said the Palestinians should resume talks with Israel instead of turning to the U.N. "Here is where it's at, not in New York," Palmor said. "If they have something to say, let them say it to us, directly."
Israel has moved more than 500,000 Jews into settlements in the West Bank and east Jerusalem, complicating any future partition of the land into two states. The Palestinians oppose all settlement construction, saying it prejudices the outcome of peace talks, which stalled four years ago over settlements.
The Palestinians are particularly concerned about plans to build thousands of apartments in E-1 and a separate area called Givat Hamatos, on Jerusalem's eastern and southern edges.
Critics say the settlements would cut off traditionally Arab east Jerusalem from the West Bank and destroy hopes of establishing a viable Palestinian state alongside Israel, with Jerusalem as a shared capital. E-1 would also drive a deep wedge between the northern and southern West Bank.
Israel had frozen plans to develop E-1 as an expansion of Maaleh Adumim, its second-largest West Bank settlement, under intense pressure from successive U.S. administrations - but not before erecting a hulking police station and carving roads and terraces into the rocky terrain just east of Jerusalem.
While goats and sheep grazed on an empty hill there, plans for building 3,000 homes in the strategic corridor were presented for the first time Wednesday to the military committee that oversees planning in the West Bank. Military spokesman Guy Inbar said the meeting was a preliminary step and that construction could be years away.
A separate committee is to meet in mid-December to discuss advanced plans to build 2,600 apartments in Givat Hamatos, another mountainous stretch of land where a few dozen Jewish and Palestinian families live in rundown trailers with only the barest of services. It would be the first new Israeli settlement in east Jerusalem since 1997, also under Netanyahu.
Israel annexed east Jerusalem after capturing it 45 years ago, and claims the area as part of its capital. While the annexation is not internationally recognized, Netanyahu has said he will never agree to divide the holy city.
Skeptics have questioned whether Netanyahu actually intends to develop E-1, or is playing to hard-liners ahead of Israel's Jan. 22 election.
Attorney Daniel Seidemann, an expert on Jerusalem construction, called the Givat Hamatos project a "game-changer." Flanked by two other settlements in the southern part of east Jerusalem, it would create a string of settlements between the West Bank and Palestinian areas of east Jerusalem.
If E-1 "is a fatal heart attack" to peacemaking, then homes on Givat Hamatos would be "the silent killer, high blood pressure. They kill you just as dead," Seidemann said Wednesday.
