Ironically, it was Bush as president who temporarily stopped the use of the veto to shield Israel 18 years later. The last such veto was cast on May 31, 1990, it was thought, killing a resolution approved by all 14 other council members to send a U.N. mission to study Israeli abuses of Palestinians in the occupied territories. Then President Bill Clinton came along and cast three more.


The rationale for casting the first veto to protect Israel was explained by Bush at the time as a new policy to combat terrorists. The draft resolution had condemned Israel’s heavy air attacks against Lebanon and Syria, starting Sept. 6, the day after 11 Israeli athletes were killed at the 1972 Munich Olympic Games in an abortive Palestinian attempt to seize them as hostages to trade for Palestinians in Israeli prisons.3 Between 200 and 500 Lebanese, Syrians and Palestinians, mostly civilians, were killed in the Israeli raids.4"

President Yasser Arafat’s newly appointed Palestinian Authority prime minister does not have the pristine past touted by his supporters, charges an Israeli civil rights group.

Mahmoud Abbas, known as Abu Mazen, provided financing for the terrorist attack that killed 11 Israeli athletes at the 1972 Olympic Games in Munich, Germany, says Israeli attorney Nitsana Darshan-Leitner, director of the Shurat Hadin – Israel Law Center.

In a letter to President George W. Bush and German Chancellor Gerhard Schroeder, Darshan-Leitner called for an investigation into Abu Mazen’s role in the Sept. 5, 1972, attack, carried out by Arafat’s central Palestinian Liberation Organization faction Fatah.

The terrorist group, operating under the name “Black September,” sent a squad of armed Palestinians to attack dormitories housing the Israeli Olympic team. The gunmen murdered a coach and a member of the weightlifting team, then took nine other Israelis hostage. The Palestinians demanded they be transported to the Munich airport where a rescue attempt by German police failed, and all nine hostages were murdered.

Last week, President Bush praised Abu Mazen as “a man dedicated to peace,” indicating he would invite him to the White House for talks after his cabinet was installed. The Palestinian parliament meets today to confirm the new prime minister as head of a cabinet created under international pressure to curb Arafat’s powers as president.

Shurat Hadin claims it has contacts within the Palestinian Authority itself who point out the hypocrisy of Abu Mazen’s insistence he has never been involved in terrorism.

The Israeli group also notes the mastermind of the Munich attack, Mohammed Daoud Oudeh, or Abu Daoud, claims Abu Mazen provided the funds to carry out the Black September attack.

Daoud made that charge in his 1999 French language memoir, “Palestine: From Jerusalem to Munich,” and again in an interview last August with Don Yaeger of Sports Illustrated magazine.

Abu Daoud said he was angered by the dozens of Palestinian terrorists allowed to return to the Palestinian territories as a result of the Oslo process while he remained persona non grata to Israel and the United States. Abu Mazen, Daoud complained, is now considered “respectable” even though he also was involved in the Munich attack.

Abu Mazen, part of the Palestinian hierarchy for nearly four decades, has served as PLO executive committee chairman.

In his book Abu Daoud states:

“After Oslo in 1993, Abu Mazen went to the White House Rose Garden for a photo op with Arafat, President Bill Clinton and Israel’s Yitzhak Rabin and Shimon Peres.
“Do you think that … would have been possible if the Israelis had known that Abu Mazen was the financier of our operation? I doubt it.”

In the Sports Illustrated interview, he added: “Today, the Bush Administration seeks a Palestinian negotiating partner ‘uncompromised by terror,’ yet last year Abu Mazen met in Washington with Secretary of State Colin Powell.”

Daoud also was interviewed about the Munich massacre for a film called “One Day in September,” produced by John Battsek and Arthur Cohn for Sony Pictures Classics. Director Kevin Macdonald said Abu Daoud admitted Black September was merely the cover name adopted by Fatah members when they wanted to carry out terrorist attacks.

The PLO operative recalled how Arafat and Abu Mazen both wished him luck and kissed him when he set about organizing the Munich attack.

The Shurat Hadin letter to President Bush said:

“Under your leadership the United States has declared that it will no longer conduct diplomacy with those tainted by terrorist pasts. It appears that the new Palestinian leader to which the United States and Israel are now pinning all their hopes, was also involved in murderous attacks perpetrated by the PLO’s Black September. Abu Mazen’s alleged role in the brutal killing of the Israeli athletes and American citizen David Berger must also preclude his involvement in the negotiations between Israel and their Arab neighbors.”

Abu Mazen also has been criticized for a 1983 book in which he suggested the figure of 6 million Jews killed in the Holocaust was “peddled” by the Jews. In “The Other Side: The Secret Relationship between Nazism and the Zionist Movement,” he said the Zionists collaborated with the Nazis to murder Jews in a plot to gain sympathy for creation of the state of Israel.

Nevertheless, as one of the PLO architects of the Oslo Accords, Abu Mazen is regarded by Europe and the United States as the best hope to lead the Palestinians to renewed negotiations, known as the “road map” to peace.

His supporters also point to statements he has made against the Palestinian armed struggle, or Intifada, as evidence of his moderate credentials. However, analysts, such as the Middle East Media Research Institute contend his position has been primarily pragmatic, based on strategic reasons.

Mossad chief travelled to Washington to gauge US reaction to Iran strike

The head of the Mossad, Tamir Pardo, made a secret trip to Washington earlier this month to gauge the likely US reaction to an independent Israeli strike on Iran's nuclear facilities.

The highly sensitive content of Mr Pardo's discussion with his American counterparts has been revealed in a Newsweek article entitled 'Obama's Dangerous Game With Iran'.

Unnamed US officials claim the Israeli security chief's line of questioning to CIA chief David Petraeus ran: "What is our posture on Iran? Are we ready to bomb? Would we [do so later]? What does it mean if [Israel] does it anyway?"

Mr Petraeus told a Senate Select Committee in a public hearing broadcast live on US television last month that he had met with Mr Pardo to discuss Israel's growing concern over Iran's nuclear aspirations.

When asked in the same briefing if Israel intends to strike, James Clapper, director of US national intelligence, told the committee chair that he would prefer to answer her question behind closed doors.

US sources quoted in the Newsweek report added that Israel has refused to share with the US a "significant" amount of intelligence regarding its military preparations.

Israeli officials refused to respond to the article on Monday, which goes on to question how much influence the US president has over Israel and how far the Obama administration will be willing to go to prevent Iran's nuclear armament.

According to Yehuda Ben Meir, a former Israeli deputy minister of foreign affairs and expert on Israel-US relations, full US backing is by no means a prerequisite for an Israeli strike.

"It's a matter of degrees of grey – will the US apply strong pressure on Israel to hold off on attack or will it say, 'we don't think this is the right time to act but it's your decision'. The outcome depends on a very nuanced exchange at the highest possible level," Mr Ben Meir said.

"The situation is developing day by day. More and more, the US position is going out on a limb and making it clear that it sees a nuclear Iran as an unacceptable danger to the world and if they decide to, they can prevent it."

Washington has so far held a clear line on the issue of Iran, asking for time and space for sanctions to work. But while the Iranian economy has suffered a major dint as a result of combined US and EU economic isolation, news that India has emerged as the largest customer of Iranian oil, flouting an international trade embargo, will undoubtedly lessen the crippling effect of sanctions that the US is hoping for.

On Monday, Vice Admiral Mark, who leads the US naval fleet in the Gulf, added muscle to Washington's repeated assertions that it has not ruled out a military solution to the Iranian nuclear threat should sanctions fail.

Speaking from the US military base in Bahrain, Vice Admiral Fox assured journalists that his fleet is capable of preventing Iran from blocking the Strait of Hormuz, even while Iran is boosting its naval capabilities in the Gulf with mines and boats prepared for suicide attacks.

The Islamic straight has threatened to block the international waterway if economic sanctions shut down its oil trade or its nuclear facilities come under attack.

"They have increased the number of submarines ... they increased the number of fast attack craft. Some of the small boats have been outfitted with a large warhead that could be used as a suicide explosive device. The Iranians have a large mine inventory," he said.

"We've developed very precise and lethal weapons that are very effective, and we're prepared. We're just ready for any contingency."

Israel is embarking upon a more aggressive approach to the war on terror that will include staging targeted killings in the United States and other friendly countries, former Israeli intelligence officials told United Press International. Israeli Prime Minister Ariel Sharon has forbidden the practice until now, these sources said, speaking on condition of anonymity. The Israeli statements were confirmed by more than a half dozen U.S. foreign policy and intelligence officials in interviews with UPI. With the appointment of Meir Dagan,

the new director Israel's Mossad secret intelligence service, Sharon is also preparing "a huge budget" increase for the spy agency as part of "a tougher stance in fighting global jihad (or holy war)," one Israeli official said. Since Sharon became Israeli prime minister, Tel Aviv has mainly limited its practice of targeted killings to the West Bank and Gaza because "no one wanted such operations on their territory," a former Israeli intelligence official said. Another former Israeli government official said that under Sharon, "diplomatic constraints have prevented the Mossad from carrying out 'preventive operations' (targeted killings) on the soil of friendly countries until now." He said Sharon is "reversing that policy, even if it risks complications to Israel's bilateral relations." A former Israeli military intelligence source agreed: "What Sharon wants is a much more extensive and tough approach to global terrorism, and this includes greater operational maneuverability." Does this mean assassinations on the soil of allies? "It does," he said. "Mossad is definitely being beefed up," a U.S. government official said of the Israeli agency's budget increase. He declined to comment on the Tel Aviv's geographic expansion of targeted killings. An FBI spokesman also declined to comment, saying: "This is a policy matter. We only enforce federal laws." A congressional staff member with deep knowledge of intelligence matters said, "I don't know on what basis we would be able to protest Israel's actions." He referred to the recent killing of Qaed Salim Sinan al Harethi, a top al Qaida leader, in Yemen by a remotely controlled CIA drone. "That was done on the soil of a friendly ally," the staffer said. But the complications posed by Israel's new policy are real. "Israel does not have a good record at doing this sort of thing," said former CIA counter-terrorism official Larry Johnson. He cited the 1997 fiasco where two Mossad agents were captured after they tried to assassinate Khaled Mashaal, a Hamas political leader, by injecting him with poison. According to Johnson, the attempt, made in Amman, Jordan, caused a political crisis in Israeli-Jordan relations. In addition, because the Israeli agents carried Canadian passports, Canada withdrew its ambassador in protest, he said. Jordan is one of two Arab nations to recognize Israel. The other is Egypt. At the time, Israeli Prime Minister Binyamin Netanyahu said, "I have no intention of stopping the activities of this government against terror," according to a CNN report. Former CIA officials say Israel was forced to free jailed Hamas founder Sheikh Ahmad Yassin and 70 other Jordanian and Palestinian prisoner being held in Israeli jails to secure the release of the two would-be Mossad assassins. Phil Stoddard, former director of the Middle East Institute, cited a botched plot to kill Ali Hassan Salemeh, the mastermind of the 1972 Munich Olympics massacre. The 1974 attempt severely embarrassed Mossad when the Israeli hit team mistakenly assassinated a Moroccan waiter in Lillehammer, Norway. Salemeh, later a CIA asset, was killed in Beirut, Lebanon, in 1976 by a car bomb placed by an Israeli assassination team, former U.S. intelligence officials said. "Israel knew Salemeh was providing us with preventive intelligence on the Palestinians and his being killed pissed off a lot of people," said a former senior CIA official. But some Israeli operations have been successful. Gerald Bull, an Ontario-born U.S. citizen and designer of the Iraqi supergun -- a massive artillery system capable of launching satellites into orbit, and of delivering nuclear chemical or biological payloads from Baghdad to Israel -- was killed in Belgium in March 1990. The killing is still unsolved, but former CIA officials said a Mossad hit team is the most likely suspect. Bull worked on the supergun design -- codenamed Project Babylon -- for 10 years, and helped the Iraqis develop many smaller artillery systems. He was found with five bullets in his head outside his Brussels apartment. Israeli hit teams, which consist of units or squadrons of the Kidon, a sub-unit for Mossad's highly secret Metsada department, would stage the operations, former Israeli intelligence sources said. Kidon is a Hebrew word meaning "bayonet," one former Israeli intelligence source said. This Israeli government source explained that in the past Israel has not staged targeted killings in friendly countries because "no one wanted such operations on their territory." This has become irrelevant, he said. Dagan, the new hard-driving director of Mossad, will implement the new changes, former Israeli government officials said. Dagan, nicknamed "the gun," was Sharon's adviser on counter-terrorism during the government of Netanyahu in 1996, former Israeli government officials say. A former military man, Dagan has also undertaken extremely sensitive diplomatic missions for several of Israel's prime ministers, former Israeli government sources said. Former Israel Defense Forces Lt. Col. Gal Luft, who served under Dagan, described him as an "extremely creative individual -- creative to the point of recklessness." A former CIA official who knows Dagan said the new Mossad director knows "his foreign affairs inside and out," and has a "real killer instinct." Dagan is also "an intelligence natural" who has "a superb analyst not afraid to act on gut instinct," the former CIA official said. Dagan has already removed Mossad officials whom he regards as "being too conservative or too cautious" and is building up "a constituency of senior people of the same mentality," one former long-time Israeli operative said. Dagan is also urging that Mossad operatives rely less on secret sources and rely more on open information that is so plentifully provided on the Internet and newspapers. "It's a cultural thing," one former Israeli intelligence operative explained. "Mossad in the past has put its emphasis on Humint (human intelligence) and secret operations and has neglected the whole field of open media, which has become extremely important." Regarding Mossad's new policy and budget increase, Kim Farber an Israeli Embassy official said, "There is so little information available on this, there is nothing I can add." În concluzie, în orice acţiune a Mossad-ului trebuie văzută mâna invizibilă a primului ministru în exerciţiu la acea oră. În acest context autorul aduce detalii inedite despre Benyamin Netanyahu, cel mai tânăr prim-ministru din istoria Israelului. Fiind un om cu experienţă în domeniul spionajului, se aştepta din partea lui să ştie cum funcţiona din interior Mossad-ul, când să asculte, cât de departe se poate merge în acţiuni externe etc. De la început însă, Benyamin Netanyahu şi-a uimit ofiţerii cu lungă experienţă în spionajul extern, prin amestecul lui în detaliile operaţionale. La început a fost interpretat acest amestec ca fiind un zel exagerat, dar lucrurile au devenit alarmante când nu doar primul ministru Netanyahu, dar şi soţia sa, Sara, dorea să privească în spatele paravanului de protecţie al Mossad-ului. Sara invita în locuinţa ei privată, ofiţeri superiori ai Mossad-ului pentru a răspunde întrebărilor ei, argumentând că ea urmează exemplul lui Hillary Clinton, când era Prima Doamnă şi se interesa despre acţiunile CIA.
