More recently the fascist dictatorship of Portugal used the International and State Defense Police (PIDE) as the main instrument of political oppression. It consisted of secret police and a vast network of Bufos (plain-clothed citizen informants), who were apparently on every block. Money and a need for recognition (a pat on the back) motivated them. Second only to the Stasi in its thoroughness, the PIDE neutralized all opposition to the dictatorship.

Other countries have used massive citizen informant networks to destroy perceived opposition to dictatorial rule as well. In Czechoslovakia they served the Czechoslovak State Security (StB), and in Poland they worked for the Ministry of Public Security (MBP). The citizen informants of the State Protection Authority (AVH) ensured the survival of the Hungarian dictatorship. Targets were harassed, threatened, confined to mental institutions, tortured, blackmailed, and framed. Even their friends and family were co-opted to persecute them.

Probably the best recent example of citizens Gang Stalking people on behalf of the state is East Germany. In Germany the plain-clothed citizen informants were called IMs (inofizielle mitarbeiter), or "unofficial collaborators." Unofficial means that they unofficially worked for the Ministry of State Security (MfS), also called the Stasi. For her book, Stasiland, Funder interviewed former IMs, targets, Stasi Psychologists, and professors who trained IM recruiters in Spezialdisziplin (the art of recruiting informants). "The IMs," wrote Funder, "were 'inofizielle mitarbeiter' or unofficial collaborators [plain-clothed citizen informants]."

Funder continued, "In the GDR, there was one Stasi officer or informant for every sixty-three people. If part-time informers are included, some estimates have the ratio as high as one informer for every 6.5 citizens." In his book, Stasi: The East German Secret Police, John O. Koehler agreed that when you add in the estimated part-time IMs, "the result is nothing short of monstrous: one informer per 6.5 citizens."

In Russia, the People's Brigades were told, "We have growing problems in our country with enemies of the state. They operate internally, intending to undermine the authority of our government." Sergei Kourdakov tells how he was used to harass enemies of the state in his book, The Persecutor.(*) These specialized groups were referred to as the Voluntary People's Brigade. They were given a "License to harass," and charged with the "Maintenance of Civil Order."

When they sprung up all over Russia they were directed by plain clothed police on orders from Moscow. The citizens were told that they were part of a "special-action squad" and would be given tasks that the regular police couldn't or didn't have time to handle. They wore regular street cloths, and were convinced that they were ordinary citizens aroused into taking action against undesirables. Their leaders informed them that some of the people they'd be harassing were worse than murderers.

So in Russia and Germany, these informant groups were basically told that they were their country's first line of defense against threats to national security and criminals. But where are they getting the hordes of citizens who surround targets in public today? Well, they probably do pick people off the streets and use door-to-door recruitment. But due to the shear number of individuals now involved and the pervasiveness of this program, there must be a blanket recruitment process.

A Familiar Pattern

Targeted people have reported that everyone from homeless people to white-collar workers are participating in Gang Stalking. This also includes neighbors, friends, co-workers and even family of targeted people. Federal, state and local governments are reportedly complicit, such as local police, fire departments, EMT personnel, city workers, utility companies, taxi drivers, security guards, and stores and restaurants. According to Dr. Kilde, other participants include, '"Down and out' people, jobless, freed prisoners, mental outpatients, students and orphans." These people "are trained by this organization to harass, [and] follow ... innocent people, who for whatever reason have been put on the organization's hit list."

The April/May 1996 issue of Nexus Magazine revealed that "Tens of thousands of persons in each [Metropolitan] area," are now "working as spotters and neighborhood/business place spies (sometimes unwittingly)." There is a legal loophole that allows people to operate on behalf of the government, without knowing it. Executive Order 12333 states that organizations used by U.S. intelligence do not need to know that they serve U.S. intelligence objectives. These spotters, it continued, are charged with, "following and checking on subjects who have been identified for covert control by NSA personnel." This helps to explain the Mobbing and Gang Stalking accounts of targets both in the workplace and in public.

In order to sell the community on this program, its creators probably equipped it with convincing propaganda, which is delivered by professionals. Although there has been no official admission that the following federal resources function as recruitment programs for public harassment, they are similar to ones used in German and Russian dictatorships.

The Terrorism Information and Prevention System (TIPS), appears to be a bulked-up version of a community-policing program. Even though TIPS was officially rejected by congress, the American Civil Liberty Union contends that it and similar programs are being used aggressively across the nation. Other programs must have sprung up around the planet because the reported tactics of Gang Stalking in other countries are similar.

But who is the threat? According to some of these documents at www.citizencorps.gov, the targets are criminals and terrorists. However, the definition of a terrorist in section 802 of the US Patriot Act is frighteningly vague. Basically it defines terrorism as any action that endangers human life or that violates state or federal law.

An article entitled, US Planning to Recruit One in 24 Americans as Citizen Spies, which appeared in the Sunday Morning Herald on July 15, 2002, provided us with another clue. It stated, "The Terrorism Information and Prevention System, or TIPS, means the US will have a higher percentage of citizen informants than the former East Germany through the infamous Stasi secret police."

The articled revealed that the system is poised to recruit those whose work provides access to homes, businesses, and public transportation systems. Postal workers, utility employees, truck drivers, train conductors and others are to be recruited. On "state and local" levels these informants are to be directed by FEMA. This provides a motive for the reports of people being stalked by 18-wheelers, busses, city, postal, and utility vehicles.

It continued, "Informant reports will enter databases for future reference and/or action ... [which] will then be broadly available within the department, related agencies and local police forces. The targeted individual will remain unaware of the existence of the report and of its contents." This also helps to explain why inquiries by targeted individuals regarding the harassment have been met with denial by friends, relatives, neighbors, law enforcement, and colleagues.

In August, 2004, the ACLU, published a report entitled, The Surveillance-Industrial Complex, in which it contended that there is currently a vigorous citizen informant recruitment process. It stated, "Only under the most oppressive governments have informants ever become a widespread, central feature of life." Recognizing a familiar pattern, they charged, "The East German Stasi ... recruited from among the citizenry ... as many as one in every 50 citizens, to spy and report on their fellow citizens." They warn that a "massive" recruitment effort is underway.

The New American stated in their October 7, 2002, article called, TIPping off Big Brother, that the current effort to build a colossal network of informants is being done to, "enlist American citizens in surveillance activities that the state is either legally or physically unable to do." They say, a society, "where neighbors, co-workers, and passersby are all enlisted in a vast network of civilian informants--resembles conditions that existed in Stalin's reign of terror, and in all modern totalitarian states."

Continuing, they add, "Realizing that a cowed and brainwashed populace can carry out surveillance better than a million trained agents, Communist tyrants from East Germany to Cuba created revolutionary circles, youth groups, and other organizations specifically to enable the Party faithful in every walk of life to police everybody else."

On July 15, 2002, the Washington Times ran an article entitled, Planned Volunteer-Informant Corps Elicits '1984' Fears, which stated, "1 million informants" would be "initially" participating in a citizen informant program. And that the program would involve a combined effort between the DOJ, local police forces, as well as state and local agencies (businesses). "At local and state levels, the program will be coordinated by the Federal Emergency Management Agency," they described.

"Critics," they added, "say that having Americans act as "domestic informants" is reminiscent of the infamous Stasi" which targeted "dissidents and ordinary East German citizens..." This evidence helps to explain how stores and restaurants are participating in the harassment. In addition, it appears that these informant squads are coordinated by local and federal law enforcement.

According to www.citizencorps.gov, the directive of the informant program is to "harness the power of the American people by relying on their individual skills and interests to prepare local communities to effectively prevent and respond to the threats of terrorism, crime, or any kind of disaster." This may explain the reports of targeted people who allege that local, state and federal workers are using skills within their profession as part of the harassment.

For instance, city vehicles, postal vehicles, fire trucks, school buses, and taxis are reportedly stalking people. Construction projects encircle a targeted person's home and also spring up at frequently visited places. Utility companies interrupt service. Local businesses provide poor service, appear incompetent or clumsy and work with civilian informants to harass targeted people in their stores.

In East Germany the IMs included doctors, lawyers, journalists, sports-figures, writers, actors, high officials in religious organizations, pastors, waiters, hotel personnel, and other workers. "Schools, universities, and hospitals were infiltrated from top to bottom," wrote Koehler. In other words, what Koehler is describing is that the controlling faction of the organization was recruited into a policy set by the Ministry for State Security (MfS), which was then filtered down to its workers.

Interestingly, when I asked a manager at a retail establishment in Medford, MA if he had heard of Gang Stalking, he told me to "contact corporate headquarters." In all likelihood these programs originate from the organization's Corporate Headquarters that have adopted it as part of a federal or state policy. The pattern that is unfolding is that all major departments of the community are involved.

Other questionable programs include VIPS, Weed and Seed, Cat Eyes, and Talon. Part of the Weed And Seed program calls for a combined effort between local, state, and federal agencies, as well as community organizations, social services, private sector businesses and residents, to "weed out" undesirable individuals.
In a May 14, 2003 article entitled, Building a Nation of Snoops, the Boston Globe stated, "Watching America with Pride, not Prejudice," is " the Orwellian motto of the New Jersey-based Community Anti-Terrorism Training Institute, or CAT Eyes." CAT Eyes is, "an antiterrorist citizen informant program being adopted by local police departments," spanning from the east to west coast.

The Globe described how this informant program was poised to recruit 100 million citizens! The program will, "dwarf the citizen informer programs of the most repressive totalitarian states, making them appear amateurish by comparison," they wrote. "Even communist East Germany," they proclaimed, "was not as ambitious about citizen surveillance as CAT Eyes." According to the Globe, the goal is to recruit one out of every three citizens.

Catherine Epstein at the Department of History at Amherst College, contends that East Germany had the highest agent/informer to population rate in history. So if the U.S. has implemented this or a similar program, it has set a historical record. Former FBI Special Agent Ted L. Gunderson indicates that eventually about one in ten people will unofficially work for the state as an informant. In Germany the recruiters were given quotas to ensure a minimal amount of expansion. Due to the shear number of people now participating, I suspect quotas are being used.

They've recruited the youth

Children are now participating in the Gang Stalking of targeted people. Infants too, are dressed in colors that targets have been sensitized to. They are used as a billboard for symbolism, as they're paraded around by their parents who encircle targets in public. As demonstrated, after a target has been alerted that they're being watched, this color essentially acts as a uniform and a weapon. Later as the infants can walk and communicate they're used in other types of Staged Events (Street Theatre). Even at young ages, these children are able to understand how to perform these skits.

This program appears to be multigenerational, for both targeted people and the stalkers. Reportedly, entire families are now participating in patrols (Gang Stalking). Similarly, according to the book, The File, by Timothy Ash, sometimes entire families were recruited as IMs in East Germany. At this point we don't know exactly what these adults are told to encourage their children to participate. But by their behavior, we can logically conclude that the same factors which motivated them are used to get them to recruit their children.
Reason indicates that after a parent has been recruited, a message similar to, "there are bad people in the community and mommy and daddy need your help," is conveyed to the child. The child then receives some type of training and is used for patrols (Gang Stalking). Family participation also seems to serve as a type of bonding, summed up by the adoption of attitudes such as, let's work together to keep the community safe, we're the good guys, etc. Consider that in East Germany, an astounding 6% of the IMs were children.
Due to the number of youths participating, there must be a broad recruitment program designed specifically for them as well. These programs are probably offered in high school and junior high school. In 2000 and 2001, University Wire, ran articles such as, Boston U. Adopts Crime Watch Program, and Police Enlist Ohio State U. Students in War on CrimeThe Atlanta Journal and Constitution published articles in 2001 entitled, School Police Enlist Aid of Students in New Crime Watch, and Student-led Crime Watch on Duty at High SchoolStudents Keep the Peace appeared in the October 2000 issue of the Sarasota Herald Tribune. Some of these policing groups are restricted to school grounds while others are not. Similarly, children were also recruited as IMs in East Germany while at school.

But the organization which appears to the central point of recruitment for youths, is theYouth Crime Watch (YCW), which is international in scope, with headquarters on five continents. It is partnered with the Citizen Corps' National Neighborhood Watch program, and works with adults to patrol the streets. Schools are used as recruitment grounds for students from grammar school up to the university level. Participants include all core components of the local government, such as law enforcement, school staff, businesses and restaurants, as well as adult citizens watch groups. After a period of training, they conduct youth patrols under the supervision of a nearby police officer or plain-clothed adult. Like their parent organization, they're fighting crime and terrorism. They have at least hundreds of thousands of members.

In addition to being used to carry out some of the standard tactics, the use of children may also be intended to disgust TIs.(**) This appears to be a triple attack. First, the act of someone using a child seems to be intended to cause revulsion. Secondly, the understanding that a TI would probably not be believed for even implying that a parent would involve their child in something like this, appears to be intended to amplify the revulsion. After all, nobody would ever, under any circumstances, use their children like this. And thirdly, the act itself. Most of these parents seem to exhibit no disgrace, which leads me to conclude that they believe it's a necessary honor.

If children are being used in this program, and if there is a faction of it which frames people for crimes, then is it possible that this faction would use children to frame targeted people? All that the parents and child would need to be told is that their country needs them to do something very important as a matter of national security. If they're sufficiently naive, they'll probably consider it an honor. Children of criminals, or those vulnerable to blackmail or bribery, can also be recruited to accomplish this.

A nation of Gang Stalkers

USAonWatch LogoMost of the citizen informant programs previously mentioned are now organized under a National Neighborhood Watch program, known as,USAonWatch.(***) "USAonWatch is the face of the National Neighborhood Watch Program," declared the Citizen Corps website. "The program," it announced, "is managed nationally by the National Sheriffs' Association [NSA] in partnership with the Bureau of Justice Assistance, Office of Justice Programs, [and] US Department of Justice." So far, this information suggests that the program is coordinated locally by the FBI and police.

The National Neighborhood Watch Program has existed since the late 1960s. This helps to explain reports of people being Gang Stalked by citizen patrol groups since the early 1980s. "For more than 30 years," proclaimed the National Sheriffs' Association, "The National Neighborhood Watch Program, an initiative of NSA, has been one of the most effective ways for citizens to become involved with law enforcement for the protection of our neighborhoods."

Neighborhood Watch is now partnered with Citizen Corps. And Citizen Corps is run by the Federal Emergency Management Agency (FEMA) under the Department of Homeland Security (DHS). Its website states, "Citizen Corps is coordinated nationally by the Department of Homeland Security," and "works closely with other federal entities, state and local governments." So in essence, USAonWatch is a Department of Homeland Security program. This means FEMA, DHS, the FBI, and local police are working directly with the state and local governments to coordinate these operations.

So if USAonWatch is the current public front, then that would mean that a portion of the Gang Stalking which targets speak of is done during these citizen patrols. It would also signify that this network, with full complicity of all levels of government, is trained and directed by local police, working with FEMA and the FBI. Again, we find another parallel to the Russian and East German dictatorships. The National Sheriffs' Association exclaimed, "The Neighborhood Watch is Homeland Security at the most local level!" It was created to "empower citizens to become directly involved with Neighborhood Watch for the purpose of homeland security." Its targets, according to the NSA, are criminals and domestic terrorists.

What else would the East German IMs do besides inform? Markus Wolf, a former East German executive Stasi officer, and author of the book, Man Without a Face, indicates that targeted people were Gang Stalked by "informers who literally encircled their everyday movements." According to Wolf, the residences of some targeted people were "put under siege," and every family member, and every visitor, was kept under close observation. Even some East German state officials were, "surrounded by unofficial informers for the Stasi," proclaimed Mary Fulbrook, in her book, The People's State.

The book, Stasiland, reveals a similar citizen patrol scenario, where targeted people would be stalked by a network of IMs on a daily basis. This was done using a rotation of IMs. "In the morning when I went to work, there'd be someone close behind me," reported one target. "[And] if I went in to Alexanderplatz to do some shopping a man would come with me..." People would be followed by IMs from their doorsteps, into public transportation systems and then back home again. "They changed the personnel," she continued, "but there was always someone there. They wanted us to feel it." Despite what these IMs were told about threats to national security, this blatant Gang Stalking was done for intimidation.

In 1974 the former Deputy Director of the CIA, Ray S. Cline, drafted a report published by the Center for Strategic and International Studies (CSIS), at Georgetown University called, Understanding the Solzhenitsyn Affair: Dissent and its Control in the USSR. It stated, "The Committee for State Security" [KGB] ... functions as a secret political police force, which through nets of agents and informants, reaches literally into every crevice of society." The word, "literally" is noteworthy, because when it is used, they mean it. Just as with East Germany, you can bet that this means every major area of society was filled with informants. This would include workplaces, grammar schools, universities, businesses, restaurants, apartment buildings, etc. Literally, everywhere!

The report continued, "By watching every critical echelon in society, the informant networks also serve to insure that the administrative or daily controls are in fact working." The Soviet Union was run by a small group of wealthy elite. They used their private security force, the KGB, to ensure their control. Although the surface claim for the existence of the networks was for state security, it was in reality used to terrorize the population into submission. "These informants," it sustained "serve the fundamental purpose ... of inhibiting people from speaking freely to one another; from speaking out; from sharing and germinating thoughts."
Shockingly, according to an independent media report, there was an attempt to integrate Markus Wolf and KGB General Yevgeni of Russia, into federal law enforcement. An article entitled, Ex-KGB and STASI Chiefs to Work Under Chertoff, appeared in the Foreign Press Foundation on December 16, 2004. It explained how the U.S. would pay former Stasi officer Markus Wolf, and KGB General Yevgeni Primakov to help co-op citizens into participating in state-sponsored harassment.

The article was based on a U.S. Department of State Daily Press Briefing, that occurred on June 9, 1997, which stated, "We're talking about Markus Wolfe (sic), the former head of Stasi, right? ... He actively aided and abetted and fostered international and state-supported terrorism when he was an East German government official..."

So, when they sprung up in Germany, they were called "IMs" who unofficially worked for the "Ministry of State Security" to "protect the state" against dangerous elements. They were called the "People's Brigade" in Russia, and their duty was the "Maintenance of Civil Order." The current citizen squads are apparently fighting terrorism and crime. I'm not aware of the official names of groups which conduct these patrols in other countries; no doubt the participating countries have assigned them noble titles.

According to this information, those who have been recruited into the current citizen informant program include people who have access to homes, businesses, and public transportation systems. Others include postal workers, utility employees, truck drivers, train conductors, local police forces, as well as local and state agencies. And, if these youth crime-watch programs are being used for Gang Stalking--children. This helps to explain the reports of targeted people who attest that a variety of local and state vehicles are being used to stalk them. Restaurants and retail stores are also involved. Employees, clerks and/or managers of these establishments participate. If mainstream publications are alerting us to a "massive" recruitment process, then what they're doing behind the scenes is probably much more intense.

All of these volunteer Neighborhood Watch programs are sponsored by the Department of Homeland Security (DHS). Interestingly, in East Germany, the adults and children who Gang Stalked targets operated on behalf of the Ministry for State Security (MfS). In Russia, citizen informants worked for the Komitet Gosudarstvennoy Bezopasnosti(Committee for State Security), also known as the KGB. In Czechoslovakia it was theCzechoslovak State Security (StB), etc.

Because these harassment programs involve a combined, coordinated effort between federal, state and local governments, logic would suggest that the chief of police, mayor of the city, and governor of the state must be aware of it. The program involves the use of too many resources for them not to be. It can't operate without their knowledge. As previously described, the TIPS or USAonWatch programs would have accomplished this.

East Germany had a variety of different types of informants, which served different functions. So, in all probability, in addition to bulk recruitment programs such as TIPS, and Neighborhood Watch, there are individuals and groups of informants which are also recruited. In my estimation, these units and individuals work alongside the public front organization to harass people in public. If this is true, then this would further compartmentalize these operations, possibly to the point where all of these factions are unaware of the existence of one and other.

Consider the FBI's known use of criminals as informants, which was described in theTactics section. Also note an article which appeared in The Chicago Sun-Times on May 31, 1998, entitled, Family of Spies on Run, which described an, "unknown number" of entire families who are citizen informants. "They are ordinary citizens who, for reasons ranging from petty revenge to pure patriotism, agree to work with the bureau," stated theTimes. The article revealed that these families work with the FBI, DEA, CIA, RCMP, as well as local law enforcement. Most of these agencies are now part of DHS. "Because this is the lifestyle they have known almost since their birth, the ... children rarely complain," they wrote.

Secrecy

To my knowledge, at this time, no one has openly admitted to being part of this program. Targeted people have been stonewalled when confronting their tormentors in public. The citizen squads are obviously told that under no circumstances are they to admit they're part of an organized program to remove troublesome individuals from the community.

In Russia, the state emphasized the need for total secrecy when recruiting people into the Citizen's Brigade. According to Kourdakov, during their lectures they were told that, "Under no condition was the public to know what was going on." The reason was that, "some people could misunderstand what we're doing and why we have to do it," and "don't appreciate the danger that these people represent to our society." When citizen informants in East Germany were recruited, they agreed to a, "code of secrecy," and some had to sign a waver, which stated that they would not mention anything about their connection to the MfS.
By their behavior it is apparent that participants in the current program are told that targeted people can't be reasoned with, but must leave on their own accord, by way of a collaborative community effort. In all likelihood, stigma is probably used to justify the harassment. This includes labeling people threats to "national security," or criminals who have escaped justice.

These tactics have been used in other countries to justify persecution of political dissent. As part of their training, it is also possible that they engage in skits where they witness people breaking down or fainting in front of them, as a result of being systematically Mobbed out in public. Some of the training is apparently designed to put their conscience aside when harassing targets. As we'll learn in the next chapter, when you combine these desensitizing drills with lies, you can get most people to do just about anything.

Filtering

Another reason participants are told to deny their involvement in this program is obviously because their handlers know that because they operate on huge lies, they could not rationally justify the cause. It is critical that participants receive no outside information that can penetrate this barrier. Precautionary measures must have been taken to filter information that would undermine the group objectives.

It has been said that those who do not learn from history are condemned to repeat it. The people who created this program are obviously aware that it is absolutely essential that no parallel be made between similar historical events and what is taking place now. If this program originated from a Think Tank, you can bet that they have accounted for this, and it has been integrated into the training curriculum.
Therefore, certain phrases, such as "New World Order," "Dictatorship," "Cult," "Nazi Germany," "Hitler," "Cointelpro," MKULTRA," "Experimentation," "Gang Stalking," "Harassment," etc, are probably covered with mental mindguards to disengage critical thought.

Similarly, according to cult expert Steven Hassan's book, Releasing the Bonds: Empowering People to Think for Themselves, these mental blocking techniques are given to members of mind-control cults to reject information that undermines the cult. It basically means that when they're confronted with a particular phrase or question, they should think or say a certain phrase to reject it. This is used to stop critical thought and funnel external input into a mental recycle bin. It works remarkably well.

In his book, Vital Lies, Simple Truths, Dr. Daniel Goleman stated, "A mindguard is an attention bodyguard, standing vigilant to protect the group not from physical assault, but from an attack by information." "'A mindguard,' says Janis [author of Victims of Groupthink], protects the group 'from thoughts [information] that might damage their confidence in the soundness of the policies to which they are committed.'" More on theGroup Mind will be covered in the next chapter.

The Nazis and their educated followers were essentially a political cult. The cult was fed massive lies which were reinforced by the careful filtering of information and propaganda conveyed by mainstream outlets. Literally, a whole country was under this spell. This is happening now. "Hitler and his troop of amateur magicians and hypnotists in the 1930's and 1940's were able to reconstruct a technologically advanced nation such as Germany into a vast theatre of illusion," stated Professor Marrs. "They were also able to induce educated and intellectual [people] into becoming ... oppressors of their fellow men..."
Some may disagree, but arguably, this international group is a political/corporate cult. Various cult experts themselves don't seem to agree on any set definition. But in my view this group is a cult. More evidence will be provided in the Structure, Purpose, andMotivational Factors chapters to illustrate that this group is an essential part of a massive political movement.

Communication

There is communication between the surveillance faction and the citizen informant squads and local businesses in the area. Obviously, the managers of local stores are contacted by a representative of this program, possibly by cell phone, pager, or walk-in, and told to prepare for the arrival of the targeted person. A picture or video of the targeted person may be shown to the participating staff.
The targeted individual may also be identified as he or she walks into the store. Consider that the IMs in East Germany communicated using non-verbal cues, so this is also a possibility. When the TI arrives, those who have been co-opted follow through with the tactics they've learned from their training. They also work in unison with plain-clothed citizens to harass the targeted customer. Advanced electronic methods of communication, which are not commercially available, may be used by the coordinating faction to direct specific citizen informants.

More than likely the current recruitment of informants is done using a beneficial appearing program, equipped with convincing propaganda, which is delivered by trusted authority figures. The recruitment programs offered to the public probably don't refer to this activity as "harassment," or "Gang Stalking."
In all likelihood it is cloaked in a beneficial sounding name. The behavior exhibited by these citizens indicates that they are absolutely convinced that this policy is legitimate and necessary. If it originates from a government Think Tank, you can expect no less than an intellectual and emotional masterpiece that is very cleverly delivered. This program was very well thought out.

Friends and Family

Friends and family of targeted people are sometimes used to harass them. As shocking as this sounds, identical tactics were used during Cointelpro. According to the book, War at Home, by attorney Brian Glick, FBI records reveal frequent maneuvers to generate tension (harassment) on targeted people by recruiting their "parents, children, spouses, landlords, employers, college administrators, church superiors," and others, into investigations. The word "frequent" leads me to conclude that, just as in East Germany, this was standard practice.

This helps to explain the current participation of friends, and family of targeted people. Moret added, "What we've studied and reported and identified is that neighbors are contacted and co-opted, [and] members of the target's family are co-opted..." Similarly, according to Wolf, the residences of targeted people were "put under siege," by the Stasi, and every family member, and every visitor, was kept under observation.
The recruitment of friends and family of targets may not just serve to harass, confuse, and isolate, but also as a discrediting strategy. After all, a person's friends and family would never systematically harass them, so someone complaining of such an ordeal must be mentally ill. This may be compounded if a handler forces a targeted person's family to have the target institutionalized. Remember, one in ten citizens will be recruited as informants anyway, so co-opting ten or fifty friends/relatives of a targeted person is not difficult.
How can a good friend or relative be recruited into a harassment campaign? Simple. They can be lied to, intimidated, or blackmailed into becoming informants during a bogus investigation. Then they can be given a gag order and threatened with jail time if they mention anything about it. Both the Stasi and FBI have done this. According to attorney Glick, blackmail and threats, using statements such as, "We know what you have been doing, but if you cooperate it will be all right," were often used as leverage for the recruitment of a relative or associate during Cointelpro.

Family members or associates who targets have a shaky relationship with can be bribed if they are greedy or in financial ruin. Naive ones or youngsters can be lied to by appealing to their sense of patriotism. This would be especially effective if delivered by a trusted community authority figure, such as a local official. When gaining cooperation in this way, these friends/family members may be fed some truth, and then some damaging lies can be thrown in.

After the friends and family of a targeted person have been recruited, they can be directed by their handlers to perform carefully scripted harassment skits, which include some mentioned in the Tactics chapter. This harassment by proxy is optimized by the use of sophisticated electronic surveillance equipment.

Summary

Multiple citizen informant programs are now operational, with the goal of recruiting a significant portion of the population. We've seen the political Left and Right justifiably compare these informant programs to ones that emerged in Germany and Russia. These programs are supervised by the Department of Homeland Security. They are similar in operation and purpose to those used in Russian and German dictatorships, which were created by the Committee for State Security and Ministry for State Security, respectively.
Those mentioned to be recruited, reflects (to some degree), those reportedly Gang Stalking targets. A massive network of citizens (probably millions worldwide), stalk and harass targeted people in public. They include a wide strata of individuals ranging from seniors to children, and often the friends and family of targeted people. Local governments are fully complicit in the harassment.

The federal government can also recruit groups or individuals as informants, which are not connected to any official organization, such as a Neighborhood Watch network. Without even being aware of the existence of the other network, these entities too can be used to harass people in public.

Under Joseph Stalin and his supporters, the Soviet Union’s secret police and intelligence agencies that were first formed during the Russian Civil War grew into vast networks, allowing Stalin to control every aspect of life in the USSR. These organizations reinforced Stalin’s grip on power and squashed anti-Soviet activities, both at home and in the territories the USSR occupied. During World War II, Stalin’s operatives uncovered Axis battle plans that helped Soviet generals thwart Adolf Hitler and stole the secrets of the United States’ atomic bomb program, one of the greatest intelligence coups of the twentieth century. Stalin welcomed classified information from friends and foes alike.

Stalin’s Brand of Leadership: Paranoia and Violence

Throughout his long career as supreme leader of the Soviet Union, Stalin believed that he had enemies around every corner. Tending to be paranoid and to have what historian Robert Service has called a “sociopathic personality disorder,” Stalin suspected that plots and conspiracies were perpetually brewing all around him. He assumed that all of his problems stemmed from some group that was trying to harm him, and he was resentful, vengeful, and carried grievances for years. A lifelong admirer of Ivan the Terrible, Stalin adopted Ivan’s policy of punishing not only those people he perceived to be his enemies, but also his enemies’ extended families.

As a young man, Stalin was greatly influenced by Vladimir Lenin and theBolshevik party, which had long classified certain people as “anti-Soviet” or “enemies of the people.” This created an atmosphere where it was acceptable–even expected–for whole groups of people to be persecuted or annihilated. To the Bolsheviks, violence, terror, and the elimination of enemies were seen as appropriate methods to maintain political control. Yet even among the Bolsheviks, Stalin was an extremist. He was a revolutionary with a legendary propensity for violence who never cared how many lives were lost as he pursued his goals. He would, without hesitation, have entire villages burned to create fear among Soviet citizens.
One key to the success of Stalin’s brutality was having an efficient, pervasive intelligence organization to carry out his orders. Stalin had one: the NKVD.

Stalin and the NKVD Unleash the Great Terror

Between 1917 and 1954, the USSR’s state security and intelligence agencies were reorganized and renamed a number of times. The first security agency, Vecheka (or Cheka) was formed in December 1917 to investigate counterrevolution and sabotage, but it soon became responsible for imprisoning and executing anyone considered an enemy of the state. In 1922, Cheka was replaced by the GPU. A year later, as the OGPU, the agency helped implement Stalin’s plans to forcibly collectivize agriculture and deport wealthy peasants. The OGPU eventually controlled all security functions within the USSR until it was absorbed into the NKVD (People’s Commissariat of Internal Affairs) in 1934. Picking up the OGPU’s responsibilities, the NKVD oversaw all aspects of internal and state security. It controlled the police, criminal investigation departments, fire brigades, internal troops, and prison guards.
Throughout the 1930s, public anger had been building in the USSR against Stalin and his policies. In 1936, believing his power and position in jeopardy, Stalin took the first steps to purge the country from “anti-Soviet elements,” targeting mostly people in his own party and the military. In this period, known as the Great Terror, the NKVD, led by Nikolai Yezhov, arrested anyone believed to oppose Stalin: certain ethnic groups, religious leaders, and members of other political parties, as well as people who held offices in the government, army, politics, and other such institutions. The Terror reached its peak in 1937–1938 as the NKVD’s arrests of approximately 1.5 million people resulted in show trials, executions, and sentences in the Gulag, the NKVD’s network of forced labor camps. But fewer than half of the detainees were sent to the Gulag ; the majority were arrested, tortured, quickly tried, and shot. Yezhov’s operation carried out these orders with zeal.

In 1938, Stalin appointed Lavrenty Pavlovich Beria as director of the NKVD. Beria would retain this position until after Stalin’s death in 1953.

The NKVD during World War II

By World War II, the NKVD’s responsibility had grown even greater. It now oversaw convoy troops, soldiers guarding industry and state facilities, railroad and engineering corps, operational forces, and penal colonies. Its agents also apprehended army deserters, enforced discipline in the military, and “recruited” new troops. NKVD agents were posted to army units with orders to identify anti-Communists and counterrevolutionaries; army officers who made mistakes knew they could be charged with sabotage or political dissent. A special group of NKVD soldiers were stationed at the front, behind the Soviet battle lines, and tasked to shoot any Red Army troops who tried to retreat. By March 1944, the NKVD had 540,000 men protecting vital state objectives.
We forced them [Red Army troops] to fight to the death. If they resisted or ran away we eliminated them. We shot them. That’s all. They weren’t fighters anymore. It was hard. It was bad. I understand. But what can you do?

As the functional equivalent of Nazi Germany’s Gestapo and SS, the NKVD also had a vast intelligence network abroad that carried out purges in Poland and the Baltic states, mass deportations to Siberia, and executions of suspected spies, draft dodgers, and deserters.

Under Beria’s direction, the NKVD took the lead in securing captured territories so they could be integrated into the Soviet Union. It manipulated elections to give the appearance of popular support for Communist rule, and agents arrested, interrogated, tortured, deported, or murdered local citizens who opposed a Soviet-style system. An estimated 1.5 million Poles, along with four percent of Estonians and two percent of Latvians and Lithuanians, were transported to the NKVD Gulag.

Soviet Military Intelligence: the GRU

The Soviet Union also maintained a military intelligence unit, the GRU or Chief Intelligence Directorate, which worked with the NKVD to gather intelligence abroad. During World War II, the GRU recruited and trained spies and conducted covert operations. GRU operative Richard Sorge was perhaps the Soviet Union’s greatest spy of the World War II era. He worked in China and Japan from the early 1930s until he was arrested by the Japanese in October 1941. Sorge warned Stalin aboutOperation Barbarossa , the German invasion of the USSR (June 1941), and later that year, informed him that the Japanese were not planning to attack the Soviet Union during the Battle of Moscow (October–December 1941), which allowed Stalin to shift troops westward to fight the Germans. The Switzerland-based Die Rote Drei (The Red Three) spy ring, led by Hungarian Alexander Radolfi, provided Stalin with detailed information about Hitler’s battle plans, including German preparations for the Battle of Kursk (July 1943). This intelligence allowed Soviet generals to concentrate massive forces, assign their best units, and create a maze of trenches, minefields, and underground bunkers in the area.

Even before World War II ended, spies like Klaus Fuchs had passed tens of thousands of documents to the Soviets with information about the U.S. atomic bomb program and other closely guarded secrets of the Western Allies . In 1946, when the NKVD was supplanted by the Ministry of Internal Affairs (MVD) and the Ministry of State Security (MGB), Beria continued to oversee both agencies while also heading the USSR effort to develop an atomic bomb.

Intelligence Agencies in the USSR after World War II

As World War II wound down, the NKVD quickly moved into territory captured by the Red Army and set up operations. They appropriated the former Nazi concentration camp of Buchenwald, just outside the ancient German city of Weimar. The camp had been liberated by the U.S. Army in April 1945. The NKVD renamed it Soviet Special Camp Number Two and began using it to imprison former Nazi functionaries and others the Soviets wanted to get out of the way. An estimated 7,000 people died under the Soviet administration of the camp before it was finally closed in 1950.
Everything around you was injustice, not only in the camp but around the camp. Everywhere where there were Russians, there was injustice, so it was just a matter of trying to survive to get this thing over with. And then as I came out immediately with the American authorities I said I’ve got a lot to report.

As the Cold War began, secret police agents helped the Soviet Union strengthen its grip on Eastern Europe by working with local Communists to align each nation with Soviet ideals. The nations forged close economic ties with the USSR and underwent social upheaval in an attempt to emulate the Soviet Union. Communist parties in the countries quickly worked to indoctrinate their populations and, with the help of Soviet security forces, used show trials, arrests, and torture to quell adversity. Soviet military and security forces managed to subdue the nations’ populaces, although anger and hostility toward the new political regimes remained rampant. By 1955, when countries in Eastern Europe signed the Warsaw Pact (a military alliance), the Communist bloc comprised Albania, Romania, Poland, Czechoslovakia, Hungary, and East Germany.
In 1954, a year after Stalin’s death, the KGB was formed as Beria and his subordinates were purged from the intelligence agencies. Over the next 35 years, the KGB grew to be the largest secret police and intelligence service in the world. The agency was responsible for foreign intelligence, domestic counterintelligence, technical intelligence, security, and surveillance on suspected dissidents. With the Communist Party and the military, the KGB ruled the Soviet Union until its collapse in 1991.

In 1982, while advance preparations were being completed for the invasion of Lebanon and the massacre of Palestinians in the camps around Beirut, Sidon and Tyre, a remarkable document was published in Kivunim (Directions), the journal of the Department of Information of the World Zionist Organization. Its author, Oded Yinon, was formerly attached to the Foreign Ministry and reflects high-level thinking in the Israeli military and intelligence establishment.
The article, A Strategy for Israel in the 1980s, outlines a timetable for Israel to become the imperial regional power based upon the dissolution of the Arab states. In discussing the vulnerability of the corrupt regimes of the Middle East, Yinon inadvertently exposes the full measure of their betrayal of the needs of the population and their inability to defend themselves or their people against imperial subjugation.

Divide and Rule

Yinon revives the idea of former Labor Foreign Minister Abba Eban that the Arab East is a "mosaic" of ethnic divergence. The form of rule, therefore, appropriate to the region is the Millet system of the Ottoman Empire, wherein administrative rule was based upon local functionaries presiding over discrete ethnic communities.
"This world with its ethnic minorities, its factions and internal crises, which is astonishingly self-destructive, as we can see in Lebanon, in non-Arab Iran and now also in Syria, is unable to deal successfully with its fundamental problems."[157] Yinon contends that the Arab nation is a fragile shell waiting to be shattered into multiple fragments. Israel must follow through with the policies it has pursued since the inception of Zionism, seeking to purchase local agents among factions and communal groups who will assert themselves against other such communities at Israel’s behest.
This will always be feasible, argues Yinon, because:
The Moslem Arab world is built like a temporary house of cards, put together by foreigners (France and Britain in the 1920’s), without the wishes and desires of the inhabitants having been taken into account. It was arbitrarily divided into nineteen states, all made of combinations of minorities and ethnic groups which are hostile to one another, so that every Arab Moslem state nowadays faces ethnic social destruction from within, and in some a civil war is already raging. [158]
[Most of the Arabs, 118 million out of 170 million today, live in Africa, primarily in Egypt (45 million).]
The "new" strategy of the eighties is the old imperial dictum of divide and rule, which depends for its success upon the securing of corrupt satraps to do the bidding of an aspiring imperial order.
In this giant and fractured world there are a few wealthy groups and a huge mass of poor people. Most of the Arabs have an average yearly income of $300. Lebanon is torn apart and its economy is falling to pieces; there is no centralized power, but only five de-facto sovereign authorities. [159]

Dissolving Lebanon

Lebanon was the model, prepared for its role by the Israelis for thirty years, as the Sharett diaries revealed. It is the expansionist compulsion set forth by Herzl and Ben Gurion even as it is the logical extension of the Sharett diaries. The dissolution of Lebanon was proposed in 1919, planned in 1936, launched in 1954 and realized in 1982.
Lebanon’s total dissolution into five provinces serves as a precedent for the entire Arab world including Egypt, Syria, Iraq and the Arabian peninsula and is already following that track. The subsequent dissolution of Syria and Iraq into ethnically or religiously unique areas, as in Lebanon, is Israel’s primary target on the Eastern front in the long run. The dissolution of the military power of these states serves as the primary short-term target. [160]

Fragmenting Syria

“Syria will fall apart, in accordance with its ethnic and religious structure, into several states such as in present day Lebanon, so that there will be a Shi’ite Alawi state along its coast, a Sunni state in the Aleppo area, another Sunni state in Damascus hostile to its northern neighbor and the Druze who will set up a state, maybe even in our Golan [the Golan Heights was occupied by Israel in 1967], and certainly in the Hauran and in northern Jordan. This state of affairs will be the guarantee for peace and security in the area in the long run, and that aim is already within our reach today."[161] Each Arab state is examined with a view to assessing how it may be disassembled. Wherever minority religious groupings are present in the army, Yinon sees opportunity. Syria is singled out in this respect.
"The Syrian army today is mostly Sunni with an Alawi officer corps, the Iraqi army Shi’ite with Sunni commanders. This has great significance in the long run, and that is why it will not be  possible to retain the loyalty of the army for a long time."[162] Yinon proceeds to examine how the "civil war," which had been inflicted on Lebanon by means of financing Major Sa’ad Haddad in the Lebanese South and the Gemayels’ Phalange around Beirut, may be extended to Syria.
Syria is fundamentally no different from Lebanon except in the strong military regime which rules it. But the real civil war taking place nowadays between the Sunni majority and the Shi’ite Alawi ruling minority (a mere 12% of the population) testifies to the severity of the domestic trouble. [163]

The Assault on Iran

The revolutionary insurgency against the Shah of Iran - one of the principal clients of American imperialism, imposed by a C.I.A. coup in 1953 - appeared to open the road to revolution throughout the Middle East. Not only did Israel and its U.S. patron fear the appeal to Shi’ite Muslims throughout the region - who tended to be among the poor and disadvantaged - but the challenge to U.S. domination struck a chord amongst the masses in each ethnic group and nation.
This was the background to the unleashing of an attack by Iraq on Iran’s southern province, Khuzistan, where the oil production and refineries were located. Like Yinon, Israeli and U.S. planners calculated that since Iran’s oil rich province was populated by Iran’s Arab minority, the province could be detached from Iran relatively easily. An attack by Iraq was expected to be met by sympathy from the Arab minority of Khuzistan. Iran is a nation consisting of ethnic groupings: 15 million Persians (Farsi), 12 million Turks, 6 million Arabs, 3 million Kurds, Baluchi, Turkmeni and smaller nationalities.
Almost half of Iran’s population is comprised of a Persian-speaking group and the other half of an ethnically Turkish group. Turkey’s population comprises a Turkish Sunni Moslem majority (some 50%) and two large minorities, 12 million Shi’ite Alawis and 6 million Sunni Kurds. In Afghanistan there are 5 million Shi’ites who constitute one-third of the population. In Sunni Pakistan there are 15 million Shi’ites who endanger the existence of that state. [l64]
The assumption was that Iran, too, could be fragmented, severing the oil producing provinces through invasion. Khomeini had continued the Shah’s policies of oppressing national minorities and the repression visited upon the Arab minority by Khomeini’s provincial governor, Admiral Madani, encouraged the C.I.A. and Israeli Mossad to push the Iraqi regime to invade.
As with the other regimes of the Arab East, rhetoric aside, the military oligarchies and monarchies in power are available to the highest bidder. But the oil workers in Abadan and Ahwaz, the refining cities of Iran’s Khuzistan province, were highly politicized. They had been the backbone of the National Front when Mossadegh nationalized the Anglo-Iranian Oil Corporation in 1952, and the Communist Party of Iran (Tudeh) had a strong presence among the oil workers. It was the general strike led by the oil workers which was decisive in the Iranian revolution which overthrew the Shah in 1979.
Iraq’s invasion backfired. The Arab minority saw it as an attack on the revolution itself. U.S. and Israeli policy now turned to arming both sides, drawing out the war as long as possible, while preventing an Iranian victory.
Yinon is clear about the strategy. "Every kind of inter-Arab confrontation will assist us in the short run and will shorten the way to the more important aim of breaking up Iraq into denominations as in Syria and in Lebanon." [165] The United States and the Saudi monarchy (which also supports Syria with a $10 billion subsidy) have coordinated an arms blockade of Iran and the massive supply of arms to Iraq. The Egyptian and Jordanian regimes lead the way in support for Iraq. Meanwhile the Soviet Union and the United States each arm Iraq, as the Soviet bureaucratic leadership seeks to use its influence on the Arab regimes to position itself to make sphere of influence arrangements with U.S. rulers - at the expense of the Arab masses who continue to live in poverty.

Targeting Iraq

Yinon makes explicit Israeli motives in arming Khomeini while the United States arms Iraq: "Iraq, rich in oil on the one hand and internally torn on the other, is guaranteed as a candidate for Israel’s targets. Its dissolution is even more important for us than that of Syria. Iraq is stronger than Syria. In the short run it is Iraqi power which constitutes the greatest threat to Israel. An Iraqi-Iranian war will tear Iraq apart and cause its downfall at home even before it is able to organize a struggle on a wide front against us." [166]
Advanced preparations are in place as the Zionists plan the fragmentation of Iraq in civil war. "The seeds of inner conflict and civil war are apparent today already, especially after the rise of Khomeini to power in Iran, a leader whom the Shi’ites in Iraq view as their natural leader." [167] In discussing the weaknesses of Arab society under the present regimes, Yinon, inadvertently, underlines the extent to which the population is left out of the equation of power and decision making, the unrepresentative nature of the Arab regimes, their consequent vulnerability and the futility of their attempts to protect themselves from Zionist expansion by dependence on U.S. power and influence. When all is said and done, they are all being measured for the same fate.
What is at issue is not if, but when:
Iraq is, once again, no different in essence from its neighbors, although its majority is Shi’ite and the ruling minority, Sunni. Sixty-five percent of the population has no say in politics, in which an elite of twenty percent holds the power. In addition, there is a large Kurdish minority in the north, and if it weren’t for the strength of the ruling regime, the army and the oil revenues, Iraq’s future state would be no different than that of Lebanon in the past or of Syria. [168]
The plan to dissolve the Iraqi state is not algebraic. Israel has marked out the number of statelets, where they are to be located and over whom they are to preside.
In Iraq, a division into provinces along ethnic/religious lines as in Syria during Ottoman times is possible. So, three (or more) states will exist around the three major cities: Basra, Baghdad and Mosul, and Shi’ite areas in the south will separate from the Sunni and Kurdish north. [169]
Israel seeks to take full advantage of the impact of poverty and the consequent instability of the regimes which must control an alienated population. In this regard the desire of the Zionists to destabilize the Arab regimes and fragment their countries, while not unwelcome to the United States, is met by Pentagon caution as to timing and implementation. There is the constant danger that the wars and manipulated internal divisions required by Zionism and U.S. imperialism to control the region may unleash a popular uprising, as in Iran - and now within the West Bank and Gaza.
The specter of revolutionary change haunts both Israeli and American rulers. It is a prospect, as well, which underlines the critical importance of a revolutionary leadership which will see the struggle through to the end. The P.L.O.’s attempts, for example, to solicit support from the oppressive regimes of the region instead of appealing directly to their suffering populations have led the P.L.O. from one blind alley to another.
The default in leadership is commensurate with the opportunities lost. Describing the oppression meted out by Arab regimes to their own national minorities, Yinon observes: "When this picture is added to the economic one, we see how the entire region is built like a house of cards, unable to withstand its severe problems." [170] Every country analyzed reveals, essentially, the same set of conditions. "All the Arab states east of Israel are torn apart, broken up and riddled with inner conflict even more than those of the Maghreb (North Africa)." [171]

Double-Crossing Mubarak

The cynicism with which the Zionists discuss the fiction of their concern for "security" is nowhere more transparent than in Yinon’s assessment of Egypt. The emergence of Sadat after Israel’s seizure of the Sinai, West Bank, Gaza and Golan Heights in 1967 presented the United States with the opportunity to prevent the most populous Arab state from remaining an obstacle to Israeli expansion and American control. The removal of Egypt from opposition was a devastating blow, not merely to the Palestinian people but to the entire Arab population.
The return of Egypt to a degree of dependency on imperialism unknown in the days of Farouk was deeply unpopular among Egyptians.
The United States has provided Egypt with nearly $3 billion in aid, loans and disguised subsidy - second only to Israel itself - which underlines the role of the Mubarak government. Yet living standards plummet.
By legitimizing the Israeli colonial state, Sadat betrayed not only the Palestinian people but left the Arab East prey to the designs set forth by Oded Yinon.
What emerges clearly from his strategic analysis is that for the Zionist movement everything is on a timetable, each area marked for conquest or re-conquest and perceived as a target of opportunity, awaiting only the proper relation of forces and the cover of war.
Egypt, in its present domestic political picture is already a corpse, all the more so if we take into account the growing Moslem-Christian rift. Breaking Egypt down territorially into distinct geographical regions is the political aim of Israel in the Nineteen Eighties on its Western front. [172]
Sadat’s return of Egypt to its neo-colonial status under Farouk was rewarded by the recovery of the Sinai. In Israeli eyes, however, not for long.
Israel will be forced to act directly or indirectly in order to regain control over Sinai as a strategic economic and energy reserve for the long run. Egypt does not constitute a military strategic problem due to its internal conflicts, and it could be driven back to the post-1967 war situation in no more than one day. [173]
Yinon now proceeds to apply the same scalpel to Egypt with which he has already sliced up Lebanon, Syria and Iraq:
Egypt is divided and torn apart into many foci of authority. If Egypt falls apart, countries like Libya, Sudan or even the more distant states will not continue to exist in their present form and will join the downfall and dissolution of Egypt. The vision of a Christian Coptic state in Upper Egypt alongside a number of weak states with very localized power and without a centralized government is the key to a historical development which was only set back by the peace agreement but which seems inevitable in the long run. [174]
Camp David, then, was a tactical ploy preparatory to the dissolution of Egypt and of the Sudan:
Sudan, the most torn apart state in the Arab Moslem world today is built upon four groups hostile to each other: an Arab Moslem Sunni minority which rules over a majority of non-Arab Africans, Pagans, and Christians. In Egypt there is a Sunni Moslem majority facing a large minority of Christians which is dominant in upper Egypt: some seven million of them. They will want a state of their own, something like a ’second’ Christian Lebanon in Egypt. [175]
It was in Egypt that Gamal Abdel Nasser had overthrown King Farouk and galvanized the Arab world with his vision of Arab unity. But it was a unity based not on revolutionary struggle throughout the region but on an illusory federation between oligarchical regimes.

Tomorrow the Saudis

If Nasser’s Egypt finished up, in Israel’s vision, "torn apart" like a second Lebanon, Saudi Arabia will be far more vulnerable, for the Monarchy’s days are considered numbered.
The entire Arabian peninsula is a natural candidate for dissolution due to internal and external pressures, and the matter is inevitable, especially in Saudi Arabia.
All the Gulf principalities and Saudi Arabia are built upon a delicate house of sand in which there is only oil. In Kuwait, the Kuwaitis constitute only a quarter of the population. In Bahrain, the Shi’ites are the majority but are deprived of power. In the United Arab Emirates, Shi’ites are once again the majority but the Sunnis are in power. [176]
Nor is there much doubt that as goes Arabia so goes the Gulf:
The same is true of Oman and North Yemen. Even in the Marxist [sic] South Yemen there is a sizable Shi’ite minority. In Saudi Arabia half the population is foreign, Egyptian and Yemenite, but a Saudi minority holds power. [177]

Depopulating Palestine

Yinon reserves his most relentless assessment for the Palestinians themselves. He is emphatic in acknowledging that the Palestinian people have never relinquished their desire and will to be  sovereign in their country. It is all of Palestine over which Zionism must rule.
Within Israel the distinction between the areas of ’67 and the territories beyond them, those of ’48, has always been meaningless for Arabs and nowadays no longer has any significance for us. [178]
Not only must Palestinians be driven out of the West Bank and Gaza, but from the Galilee and pre-1967 Israel. They are to be scattered as they were in 1948.
Dispersal of the population is therefore a domestic strategic aim of the highest order; otherwise, we shall cease to exist within any borders. Judea, Samaria and the Galilee are our sole guarantee for national existence, and if we do not become the majority in the mountain areas, we shall not rule in the country and we shall be like the Crusaders, who lost this country which was not theirs anyhow, and in which they were foreigners to begin with. Rebalancing the country demographically, strategically and economically is the highest and most central aim today. [179]
[Today, the Palestinians within Israeli territorial control - those in the Gaza Strip, the West Bank and the pre-1967 territorial colonization - number approximately 2.5 million. There are approximately 5.4 million Palestinians today. More than half of the Palestinian people are dispersed and scattered in a Diaspora across the world. A significant number are in the countries of the Arab East, where they are also subjected to every form of persecution and discrimination: 37.8% in Syria, Jordan and Lebanon; and 17.5% in other Arab states.]
The question posed is how to achieve the expulsion of the Palestinian people under Israeli control, particularly as Israel’s entire regional strategy depends upon it: “.Realizing our aims on the Eastern front depends first on the realization of this internal strategic objective." [180]

Jordan: The Short Run

The method by which this is to be accomplished requires a delicate operation, which begins to explain Zionist and American stress on Jordanian representation of the Palestinians.
Jordan constitutes an immediate strategic target in the short run but not in the long run, for it does not constitute a real threat in the long run after its dissolution, the termination of the lengthy rule of King Hussein and the transfer of power to the Palestinians in the short run. [emphasis added].
There is no chance that Jordan will continue to exist in its present structure for a long time and Israel’s policy, both in war and in peace, ought to be directed at the liquidation of Jordan under the present regime and the transfer of power to the Palestinian majority. [181]
A desert land with small resources, largely dependent on Saudi money and both U.S. and Israeli military protection, Jordan’s Hashemite Monarchy is scarcely sovereign at all. Its rule over the Palestinian majority who inhabit camps even as they make up its civil service, is Draconian. Palestinians have no right to political expression and when deported from the West Bank and Gaza by Israel, they are summoned daily by Jordanian police who harass and abuse them.
The removal of the Hashemite regime is to be accompanied by what Jabotinsky, citing Hitler in 1940, euphemistically had called "population transfer".
"Changing the regime east of the river will also cause the termination of the problem of the territories densely populated with Arabs west of the Jordan [River]. Whether in war or under conditions of peace, emigration from the territories and economic demographic freeze in them, are the guarantees for the coming change on both banks of the river, and we ought to be active in order to accelerate this process in the nearest future.
The autonomy plan ought also to be rejected, as well as any compromise or division of the territories for ... it is not possible to go on living in this country in the present situation without separating the two nations, the Arabs to Jordan and the Jews to the areas west of the river. [182]
Oded Yinon’s program follows the time-honored imperial pattern of "divide and rule". Lebanon, for example, was first targeted in 1919. The cover of war has been a prerequisite for the consummation of these schemes, whether in the short or long term. Neo-colonialism remains the preferred method of imperial rule because occupations spread imperialism thin, as Che Guevara knew.
The Zionists, in particular, with their relatively small population and their total dependence on U.S. imperialism, can only enact their plan for Israeli dominion through neo-colonial schemes in the Arab East, and these require the support of their imperial master.
In this regard, Oded Yinon’s blueprint is the application to the present and near future of the Zionist design pursued by Herzl, Weizman, Jabotinsky, Ben Gurion, and, today, by Peres and Shamir. Those who would select among them, offer Palestinians a Hobson’s choice, for the political debate among the Zionist rulers centers on the means and timing of a conquering design.
When, for example, Moshe Dayan took Gaza in 1956, Ben Gurion became angry, informing Dayan, "I didn’t want Gaza with people, but Gaza without people, the Galilee without people." Moshe Dayan, himself, told Zionist youth at a meeting in the Golan Heights in July 1968. "Our fathers had reached the frontiers recognized in the partition plan; the Six-Day War generation has managed to reach Suez, Jordan, and the Golan Heights. This is not the end. After the present cease-fire lines, there will be new ones. They will extend beyond Jordan ... to Lebanon and ... to central Syria as well." [182a] Neo-colonial rule, however, depends, as Oded Yinon makes clear, upon the dialectical relation between military might and hired hands.
Fragmenting the Arab states will proceed under the cover of war - whether a blitzkrieg attack, use of a proxy armed force or covert operations. The ultimate success requires local leaders who can be bought or ensnared.
Zionists, therefore, have given us repeatedly not only their Mein Kampf, but the evidence that the preservation and extension of their rule depends on misleaders among the victim peoples. The "divide-and-rule" schemes of Zionism and their imperial patron are unending.
If the Palestinians and the Arab masses are to withstand these plans for conquest, they will have to remove the corrupt regimes which barter popular aspiration. They will need to forge a revolutionary leadership which speaks openly about the role of these governments, is vocal about Zionist plans, and which shows determination to carry the struggle throughout the region.

The Four “No’s”

Yinon’s ideas are not outlandish. They are advocated by Sharon and Begin’s Minister of Defense, Moshe Arens, and also by the Labor Party.
Y’ben Poret, a ranking official in the Israeli Ministry of Defense, was irritated in 1982 by pious criticisms of the expansion of settlements in the West Bank and Gaza: "It is," he declared, "time to rip away the veil of hypocrisy. In the present, as in the past, there is no Zionism, no settlement of the land, no Jewish state, without the removal of all the Arabs, without confiscation." [183] The 1984 political platform of the Labor Party was promoted in full-page ads in the two leading Israeli dailies, Ma’ariv and Ha’aretz.
The ads highlighted the "Four No’s":
  • No to a Palestinian state
  • No negotiations with the P.L.O.
  • No return to the 1967 borders
  • No removal of any settlements.
The ad advocated an increase in the number of settlements on the West Bank and Gaza, their full funding and protection.
In 1985, the President of Israel, Chaim Herzog, a Labor Party leader, echoed the sentiments of Sharon and Shamir emphasized by Oded Yinon.
We are certainly not willing to make partners of the Palestinians in any way in a land that was holy to our people for thousands of years. There can be no partner with the Jews of this land. [184]
As with Camp David, even a Bantustan on parts of the West Bank and Gaza would be but a prelude to the next "dispersal". Forcing 2.5 million Palestinians into Jordan is, another interim measure, for Israeli "lebensraum" [Hitler’s infamous phrase meaning "living space"] will not be confined by the Jordan River.
It should be clear, under any future political situation or military constellation, that the solution of the problem of the indigenous Arabs will come only when they recognize the existence of Israel in secure borders up to the Jordan River and beyond it [emphasis added], as our existential need in this difficult epoch, the nuclear epoch which we shall soon enter. [185]

Palestinian Population Transfer

Yinon’s ideas were also echoed in an important story carried by The Washington Post on its front page on February 7, 1988, under the headline "Expelling Palestinians: It Isn’t a New Idea and It Isn’t Just Kahane’s."
Two Israeli journalists, Yossi Melman, diplomatic correspondent of the Israeli daily, Davar, and Dan Raviv, London-based CBS News correspondent, disclosed that barely two weeks after the end of the June 1967 war, secret Israeli cabinet meetings were convened to discuss the "resettlement of Arabs". The information was obtained from private diaries kept by Ya’acov Herzog, director general of the Prime Minister’s office. The official transcript of the meeting remains secret.
According to the Post article, Prime Minister Menachem Begin recommended the demolition of the refugee camps and the transfer of the Palestinians to the Sinai. Finance Minister Pinhas Sapir and Foreign Minister Abba Eban, both Labor Zionists, disagreed. They called for the transfer of all the refugees "to neighboring Arab countries, mainly Syria and Iraq".
The 1967 cabinet meeting did not reach a decision.
“Sentiment seemed to favor Deputy Prime Minister Yigal Allon’s proposal that the Palestinians ... should be transported to the Sinai desert,” the Post article states. Accordingly, the Prime Minister’s office, the Defense Ministry and the army jointly set up a "secret unit charged with ‘encouraging’ the departure of the Palestinians for foreign shores". The secret plan was revealed by Ariel Sharon before a Tel Aviv audience in November 1987, when he disclosed the existence of an "organization" which for years had transferred Palestinians to other countries, including Paraguay, with whose government Israel had made the necessary arrangements.
These "transfers" were handled by the Israeli military governor’s office in Gaza. When one of the transferees, Talal ibn-Dimassi, attacked the Israeli consulate in Asuncion, Paraguay, killing the Consul’s secretary, complications ensued:
"The attack in Paraguay put an abrupt end to the secret Israeli plan which the government had hoped would help solve the problem of the Palestinians by exporting them," the Post article states.
Over one million people were contemplated for "transfer". Only 1,000 were successfully sent out.
Melman and Raviv emphasize that the relocation of Palestinians is not new “as the 1967 cabinet discussions show”. They state that a similar scheme would be attractive to a growing number of Israelis ̶as they watch the recent uprising in the West Bank and Gaza”

An Option Long Considered

The authors acknowledge that the removal of the Palestinians has been the central focus of Zionist planning since the inception of the movement. They write:
Since the early days of Zionism, resettlement has been an option for dealing with the problem posed by the large Arab population in the historical land of Israel.
Melman and Raviv recount a series of schemes which were designed to effect the removal of the Palestinian people. The East bank of the Jordan River [the state of Jordan] was contemplated, a scheme indicated in March 1988 in a full-page advertisement republishing a column by George Will which equates Jordan with Palestine. [185a]
Labor Zionists and Revisionists were united on the necessity to transfer the Palestinians elsewhere. Vladimir Jabotinsky spelled out the various efforts made since World War I in a letter written in November 1939.
We should instruct American Jewry to mobilize a half billion dollars in order that Iraq and Saudi Arabia will absorb the Palestinian Arabs. There is no choice: The Arabs must make room for the Jews in Eretz Israel. If it was possible to transfer the Baltic peoples, it is also possible to move the Palestinian Arabs.
By 1947, Labor Zionists and Revisionists joined together in the mass expulsion of 800,000 Palestinians. In 1964, a young Israeli colonel named Ariel Sharon instructed his staff to determine "the number of buses, vans and trucks required in case of war to transport ... the Arabs out of northern Israel."
In 1967, Israeli military commanders began the process.
One general sent bulldozers to demolish three Arab villages near Latrun on the road to Jerusalem, expelling their residents.
Such an expulsion order was issued for the West Bank city of Qalqilya and then cancelled.
Since the Uprising began in December 1987, Michael Dekel of the Likud has taken up the call "to transfer the Arabs", and Gideon Patt, a government minister from the Liberal Party, has declared that the Palestinians should be placed on trucks and sent to the border.
Melman and Raviv conclude with the following prognosis:
Kahane’s message - expel the Palestinians or risk losing control of the land of Israel -remains a potent one. And in the absence of a political solution to the Palestinian problem [sic], Israel may be pushed toward desperate measures.

A Warning by Sharon

It is in this context that Ariel Sharon’s declaration of March 24, 1988, is to be assessed. Sharon stated that if the Palestinian uprising continued, Israel would have to make war on its Arab neighbors. The war, he stated, would provide "the circumstances" for the removal of the entire Palestinian population from inside Israel and from the West Bank and Gaza.
That these are not idle remarks or restricted to Sharon became clear when Yossi Ben Aharon, director general of the office of the Prime Minister, declared in Los Angeles:
Israel has acquired a reputation of not waiting until a potential danger becomes actual.
Ben Aharon was referring to the acquisition by Saudi Arabia of silkworm missiles from China intended to menace Iran. The Israeli declaration was taken very seriously by the Saudis, President Mubarak of Egypt and the Reagan administration, inducing a "flurry of diplomatic activity".
The March 23, 1988, New York Times reports:
The Reagan administration has expressed its concern that Israel not conduct any pre-emptive attack on Chinese-built missiles purchased recently by Saudi Arabia ... Israel has not given a definitive reply to the Administration’s appeals to refrain from attacking the Saudi missiles. The missiles ... were discussed during Mr. Shamir’s visit to Washington last week.
Within two days of Ben Aharon’s statement, Hosni Mubarak warned Israel that Egypt "would react to an Israeli attack on Saudi Arabia’s new medium-range missile sites as ’firmly and decisively’ as if it were an attack on Egypt itself". [185b]
This statement was followed by Mubarak with a second declaration in what was described as "a deepening crisis".
Mubarak told reporters that he took a ’grave’ view of reports that Israel was considering a pre-emptive air strike to destroy the missiles.... ’This is a grave, grave matter. An Israeli attack ... would blow up the entire peace process. I warn against any attack on Saudi Arabia which is a sisterly and friendly country. [l85b]
These public responses by President Mubarak indicate that the possibility of an Israeli adventure, intended to provide cover for expulsion of the Palestinians and to fragment Saudi Arabia, the paymaster of the Arab regimes, is not an idle one.
The timing of The Washington Post story of February 7, I 988, may be more than fortuitous. The Israeli authorities have no answer to the uprising of the Palestinian people other than intensified repression.

Israel and U.S. Power

If the Palestinian people face the destruction of their organized existence by Israel, one fact must be stressed: The Zionist state is nothing but the extension of the power of the United States in the region.
Israeli extermination plans, occupations and expansion are on behalf of the principal imperialist power in the world.
Whatever may be the tactical divergences which emerge from time to time between Israel and the United States, there is no Zionist campaign that can sustain itself without the backing of its principal sponsor. The U.S. government between 1949 and 1983, provided $92.2 billion in military aid, economic aid, loans, special grants and tax deductible "bonds and gifts". [186] As Joseph C. Harsh, put it in the August 5, 1982, issue of The Christian Science Monitor.
Few countries in history have been as dependent on another as Israel is on the United States. Israel’s major weapons are from the United States - either as gifts or on long-term, low-interest loans, which few seriously expect to be repaid.
Israel’s survival is underwritten and subsidized from Washington. Without American arms, Israel would lose the quantitative and qualitative advantage which President Reagan has promised to maintain for them. Without the economic subsidy, Israel’s credit would vanish and its economy would collapse.
In other words, Israel can only do what Washington allows it to do. It dare not conduct a single military operation without the tacit consent of Washington. When it does undertake a military offensive, the world assumes correctly that it has Washington’s tacit consent.
The Israeli state is not coextensive with the Jews as a people. Zionism, historically, has been a minority ideology among Jews. A state is but an apparatus which enforces specific economic and social relations. It is a structure of power and its purpose is, however guised, to coerce and to impose obedience.
If, for example, the apartheid state of South Africa had three-fifths less territory or two-thirds less people under its control, it would not be a whit less unjust. An oppressive state is unacceptable whether it presides over a postage stamp or a continent. The Namphy regime in Haiti is no less repugnant because of the relatively small size of that country or of the population over which it rules.
Our attitude toward a state which exploits and demeans its subjects is not conditioned by the extent of its sovereign reach. We know this to be true for Stroessner’s Paraguay or Zhivkov’s Bulgaria. It is no less true of the Zionist state of Israel.
Even if the apartheid Israeli state were anchored on a ship off of Haifa, it would be an outrage. Like the South African state, Pinochet’s Chile or the state in America (run by 2% of the  population who control 90% of the national wealth), we owe it no allegiance.

Blood, Sweat and Tears

Nearly fifty years ago, an orator responded not to the occupation of his country or the liquidation of three-fourths of its towns and villages. He was not reacting to massacre, mass imprisonment,  detention camps and torture. He did not decry the theft of the land and property of an entire people or their overnight transformation into pauperized refugees existing in tent camps, hunted and persecuted wherever they fled. He did not denounce a forty-year ordeal punctuated by unrelenting bombing, invasion and yet further dispersal. He responded to but a few weeks of sporadic bombing as he declaimed, memorably.
I have nothing to offer you but blood, tears, and sweat. You ask, “What is our policy?” I say it is to wage war, by sea, land and air. With all our might and with all the strength that God can give us to wage war against a monstrous tyranny, never surpassed in the dark, lamentable catalog of human crime. That is our policy.
You ask, “What is our aim?” I answer in one word - victory. Victory at all costs. Victory in spite of all terror. Victory however long and hard the road may be. For without victory for us, there is no survival, let that be realized, no survival. I feel sure that our cause will not be subject to failure and I feel entitled to claim the aid of all.
And a week later, he declared:
We shall defend our island, whatever the cost may be. We shall fight on the beaches. We shall fight on the landing grounds. We shall fight in the fields. We shall fight in the streets. We shall fight in the hills. We shall never surrender. And even if, which I do not for a moment believe, this island were subjugated and starving, we shall carry on the struggle.
What is it that makes it permissible for the head of the Raj, the Imperial Raj, Winston Churchill, to utter these sentiments - but renders them illicit for the Palestinian people? Nothing, but that endemic racism which colors consciousness in our society.
Winston Churchill was a belligerent spokesperson of British imperialism, notably in Palestine and the Arab world. If Churchill can be allowed, demagogically, to sound a call to resist aggression and attack, how much more are the Palestinian people entitled to fight back - to resist occupation, to battle for their survival and social justice.

After that the land covenant with Israel was voided by God and never applied again.
God voided the covenant

The core of the Antichrist, ad-Dajjal, lie is that the Israelis are the people that God made a land covenant with which is still in effect in the area called Palestine for the last two thousand years. In the Book of Deuteronomy, Chapters 28 — 32 God explicitly tells Moses that the ancient Israelites will transgress the land covenant with God and God will void the covenant permanently and cast them out. Especially see Dt. 31:16,17

This came to pass forevermore exactly as Our Lord Jesus Christ said 1500 years later when He prophesied the utter destruction of the Temple. That destruction occurred in 70 A.D. God also gave the descendants of Ishmael the land since God voided all land covenant with Israel but kept the unconditional blessing upon Ishmael and his descendants to inherit the land.
The Zionist Jew ad-Dajjal, the Antichrist, plan is to conquer all the ancient territory that Solomon ruled over. But that is totally against God’s will and plan, for He took the kingdom from Solomon’s successors (3 Kings 11:11 and 3 Kings 11:31 – 35) and voided the land covenant with Israel FOREVER. God kept the land covenant with Ishmael’s descendants, which includes Palestinians and Lebanese and Iraqis and many others.
Therefore it is the sacred duty of all Muslims and Christians to resist the Zionist Jew ad-Dajjal, the Antichrist, and support our brothers and sisters in the Palestinian and Lebanese and Iraqi and all resistance in every way.

WASHINGTON — The United States is expanding its role in Mexico’s bloody fight against drug trafficking organizations, sending new C.I.A. operatives and retired military personnel to the country and considering plans to deploy private security contractors in hopes of turning around a multibillion-dollar effort that so far has shown few results.

In recent weeks, small numbers of C.I.A. operatives and American civilian military employees have been posted at a Mexican military base, where, for the first time, security officials from both countries work side by side in collecting information about drug cartels and helping plan operations. Officials are also looking into embedding a team of American contractors inside a specially vetted Mexican counternarcotics police unit.

Officials on both sides of the border say the new efforts have been devised to get around Mexican laws that prohibit foreign military and police from operating on its soil, and to prevent advanced American surveillance technology from falling under the control of Mexican security agencies with long histories of corruption.

“A sea change has occurred over the past years in how effective Mexico and U.S. intelligence exchanges have become,” said Arturo Sarukhán, Mexico’s ambassador to the United States. “It is underpinned by the understanding that transnational organized crime can only be successfully confronted by working hand in hand, and that the outcome is as simple as it is compelling: we will together succeed or together fail.”

The latest steps come three years after the United States began increasing its security assistance to Mexico with the $1.4 billion Merida Initiative and tens of millions of dollars from the Defense Department. They also come a year before elections in both countries, when President Obama may confront questions about the threat of violence spilling over the border, and President Felipe Calderón’s political party faces a Mexican electorate that is almost certainly going to ask why it should stick with a fight that has left nearly 45,000 people dead.

“The pressure is going to be especially strong in Mexico, where I expect there will be a lot more raids, a lot more arrests and a lot more parading drug traffickers in front of cameras,” said Vanda Felbab-Brown, a counternarcotics expert at the Brookings Institution. “But I would also expect a lot of questioning of Merida, and some people asking about the way the money is spent, or demanding that the government send it back to the gringos.”

Mexico has become ground zero in the American counternarcotics fight since its cartels have cornered the market and are responsible for more than 80 percent of the drugs that enter the United States. American counternarcotics assistance there has grown faster in recent years than to Afghanistan and Colombia. And in the last three years, officials said, exchanges of intelligence between the United States and Mexico have helped security forces there capture or kill some 30 mid- to high-level drug traffickers, compared with just two such arrests in the previous five years.

A federal grand jury indicted 114 people Wednesday on charges of conspiracy to possess with the intent to distribute illegal and controlled drugs.
Early Wednesday morning more than 400 federal and state law enforcement officials swarmed the streets and alleys of the La Perla ward, a century-old community at the foot of the wall in Old San Juan. Operation Old World was the culmination of a one-and-a-half year investigation by the Drug Enforcement Administration, the Puerto Rico Justice Department and Police, and other federal law enforcement agencies.
“These indictments are related to a drug trafficking organization operating in La Perla Ward and headed by Jorge Gómez González, a.k.a. ‘Cara de Truck’ (Truck Face), a well-known community leader in La Perla,” said U.S. District Attorney Rosa Emilia Rodríguez.
According to Rodríguez, drug trafficking in La Perla, was controlled by the Martínez and Serrano families, who had been operating their criminal enterprise since 1998.
The two families apparently had agreed on the mechanisms to “distribute and supply controlled substances within La Perla.”
“They controlled all drug trafficking, especially heroine, in La Perla,” said Rodríguez, who affirmed most of the heroin distributed in Puerto Rico comes out of La Perla.
Nevertheless, the scope of the trafficking operation included other illegal drugs and extended beyond La Perla, according to the D.A. The defendants are being charged in a nine-count indictment with conspiracy to possess with the intent to distribute heroin, cocaine, marijuana, oxycodone (“Percocet”) and alprazolam (“Xanax”).
“This violent organization was supplying and selling drugs not only to the people in La Perla but to people living in different municipalities, children and tourists,” said Rodríguez.
Rodríguez said the co-conspirators participated in the criminal endeavor as leaders (“bichotes”) (17), drug point owners or “magnates” (16), and enforcers, suppliers, runners and sellers, among other roles. Most of the indicted had more than one specific role in the operation.
Rodríguez also explained at least 30 of them possessed and used firearms to protect themselves, the drugs and the drug trafficking organization.
“We estimate the profit of this criminal organization to be some $5 million a year,” she added, who also estimated heroin sales between two and three kilos every two days.
The criminal leaders would allegedly “give out samples” of their products to heroin and cocaine customers for them to “test the quality of the drug and promote the sale of the product.” Bulk sales would take place in the drug owners’ homes or on “Wipao” (Wipe-out), a sector on La Perla’s waterfront.
Sellers not born or raised in La Perla, were not allowed to sell their drugs beyond la Bóveda, the arched entrance/exit on the old city wall that gives access to La Perla from Norzagaray Street.
“They [the unauthorized sellers] could not go beyond a yellow line painted on the street just beyond the Bóveda. If they stepped over the line they were disciplined,” explained Rodríguez.
Most of these rules were established by Gómez González, who was identified by Assistant U.S. Attorney George A. Massuco as “one of the most powerful leaders in La Perla since 1998.”
From kingpin to community leader
According to the federal investigation, Gómez González was part of the drug trafficking organization in La Perla since its inception in 1998.
“It was him, along with other drug owners, who established the rules, for instance the yellow line,” said Massuco.
There were other rules that sellers had to follow in order to continue selling [their drugs], such as a rule of exclusiveness that prevented a seller from selling drugs from a “bichote” other than his own. These rules presumably established a sense of order and kept the peace in La Perla.
For several years, Gómez González had been very active in dealing with different situations affecting the centuries-old community. As a matter of fact, more than once he served as a kind of liaison between the municipal government and the community in matters regarding services and infrastructure development.
During election campaigns Gómez González would allegedly sponsor the visit of political candidates to La Perla.
“We have information confirming that whenever politicos would visit La Perla, drug owners, including Gómez González, instructed the boys selling [drugs] when they had to clear out of the street because politicians shouldn’t witness what was happening there,”said Massucco.
The federal indictment includes a series of forfeiture allegations in cash and properties located in and outside La Perla.
“The narcotics forfeiture allegation includes $20 million in cash and 50 properties located in La Perla,” said Money Laundering and Forfeiture Unit chief Miryam Fernández.
The money laundering indictment includes a forfeiture allegation for six other properties located in Toa Baja, but according to Immigration and Customs Enforcement director Roberto Escobar, other properties may be included in the allegation because the investigation is ongoing. If convicted, the defendants face a minimum of 10 years to life imprisonment and fines up to $8 million.






SPECIAL REPORT-MEXICO'S ZETAS REWRITE DRUG WAR IN BLOOD

(Reuters) - Mexican government forces had bottled up a band of enemy fighters in this tiny village late last year, but feared they would escape into the dusty, rock-strewn hills. So more than 600 soldiers and federal police closed in from all directions with armored Humvees and helicopters.

The outlaws responded with a barrage of rocket-propelled grenades and AK-47 assault-rifle fire, tearing apart one federal police vehicle. For three days the fighting raged.

In the end, according to military accounts of the battle, 22 members of the Zetas drug cartel, two police officers and a soldier were dead, and 20 Zetas were in custody. Dozens more escaped to fight another day.

The battle could have been a scene from the war in Afghanistan, but it erupted just 45 miles south of the Texas border. It was only one of dozens like it in northeastern Mexico in recent months as soldiers, marines and police have engaged in a deadly cat-and-mouse game with roaming Zetas hit squads.

Formed in 1998 by 14 former Mexican soldiers, the Zetas have grown to command more than 10,000 gunmen from the Rio Grande, on the border with Texas, to deep into Central America. Their rapid expansion has displaced Mexico's older cartels in many areas, giving them a dominant position in the multi-billion-dollar cross-border drug trade, as well as extortion, kidnapping and other criminal businesses.

But it is bloodshed that has made the Zetas notorious. And feared.

Zetas killers have been arrested for some of the worst atrocities in Mexico's drug war, including the murders of hundreds of people whose bodies have been found in mass graves with alarming frequency, the massacre of 72 foreign migrant workers headed to the United States, and the burning of a casino that claimed 52 lives.

On Sunday, Mexican soldiers said they had arrested Daniel Elizondo, a Zetas leader known as "The Madman," as the alleged perpetrator of the massacre of 49 people whose corpses were decapitated, dismembered and dumped on a highway a week earlier. In the last month, the Zetas have also been linked to the decapitation of 18 people near Guadalajara and the hanging of nine in the border city of Nuevo Laredo. In those two cases, messages left at the scenes, signed by the Zetas, said the victims were rival traffickers.

Mexican and U.S. agents say the Zetas' paramilitary tactics -- based on small, roaming cells of armed operatives -- and indiscriminate violence are the driving forces behind a recent escalation in Mexico's drug war. That conflict, between government forces and the cartels and among the cartels themselves, has claimed about 55,000 lives in the past five years, including more than 3,000 police officers and soldiers.

MORE LIKE INSURGENTS

The Zetas pose a bigger challenge to the government than older cartels because of the intensity of their attacks against security forces, their disregard for civilian life and the murderous habits that break the unspoken codes of older traffickers. The brutality has made their heartland in northeastern Mexico a no-go area for many businessmen and tourists.

Mexican police officers and soldiers on the front lines say the Zetas have more in common with insurgents than traditional gangs. "The Zetas act like urban guerrillas," said Florencio Santos, a former soldier and now police chief in Guadalupe, a town on the southern outskirts of Monterrey. "They'll make a phone call to get the police out, then block the street in front of the patrol cars and open fire from the front and the side."

Drug agents say the goals of the Zetas also differ from Mexico's traditional smuggling families. While older cartels focused on trafficking routes and drug-producing areas, the Zetas move into any town or city where they can to carry out shakedowns and other crimes.

"The Zetas have created a new model of organized crime and unleashed new levels of violence to try and unseat the older cartels," said Mike Vigil, the former head of international operations for the U.S. Drug Enforcement Administration. "This has destabilized many areas of Mexico."

A report by Mexico's organized crime unit, SIEDO, found that the Zetas now control more territory than the nation's oldest and wealthiest trafficking organization, the Sinaloa Cartel, led by Joaquin "Shorty" Guzman. The report, leaked in January, says that while the Sinaloans operate in 16 of Mexico's 32 federal entities, the Zetas are in 17.

They are creeping into the United States, too. A grand jury in Laredo, Texas, in April indicted four alleged Zetas for conspiracy to murder and traffic drugs on U.S. soil. The charges follow another Laredo trial in January in which two alleged Zetas were found guilty on weapons and homicide charges.

Zetas gunmen are alleged by Mexican prosecutors to be behind the killing of U.S. customs agent Jaime Zapata in Mexico in 2011, the first American agent to be murdered on duty here since the 1980s. The U.S. government is offering a $5 million reward for the capture of the Zetas supreme commander, 37-year-old Heriberto Lazcano, alias "The Executioner."

WAR ZONE

The Zetas stronghold in northeastern Mexico, across the border from Texas, has become Mexico's most violent region. In Nuevo Leon state, home to the rich industrial city Monterrey and villages such as Vallecillo, there were more than 685 drug-related killings by mid-May, according to media tallies. This put it ahead of even Chihuahua state, with 560 gangland slayings and home to Mexico's previous murder capital, Ciudad Juarez, dominated by the Juarez Cartel.

Nuevo Leon can seem like a state under siege. Zetas graffiti mark the group's territory. Many local residents, aware that gang hit men regularly murder people accused of snitching, are too scared to help the police. Police and soldiers in Nuevo Leon say they move only in convoys of at least 30 troops because of the threat of Zetas ambushes, a precaution not needed in most of the rest of the country.

Guadalupe police chief Santos survived an ambush in September because the bullets didn't pierce his armored vehicle. "It was a terrifying moment," Santos said. "I thought the bullets might get through, but the vehicle held until reinforcements came."

Some of his fellow policemen weren't so lucky. Last year the Zetas murdered 13 of Guadalupe's 300 street officers and destroyed 48 patrol cars through such attacks. Santos and most of his officers now sleep inside a barracks for protection.

The Zetas are aided by an effective network of spies. These hawks, as they are called, are typically teenagers or young men and women paid about $600 a month, Guadalupe police say. In a country with a minimum wage of about $5 a day, that money can buy a lot of support.

When a Reuters reporter accompanied police in Guadalupe on a recent patrol, officers listened to a radio frequency used by the gangsters. Zetas hawks could be heard warning their cohorts about the convoy of police vehicles moving into a slum on the edge of Monterrey.

Santos, the police chief, said he fought Zapatista guerrillas when they took up arms in the southern state of Chiapas in 1994 to fight for the rights of indigenous people. The Zetas, he says, are a far deadlier foe. "The Zetas have much better training and better armaments than the Zapatistas did."

HEADING NORTH

The Zetas' supreme leader, Lazcano, was born in 1974 in the village of Acatlan in Hidalgo state, the local birth registry shows. This community of cattle farms and corn plots more than 600 miles from the Mexico-U.S. border provides its youth with few opportunities. Many young men head north to enter the U.S. illegally, or they join the armed forces.

As a child, Lazcano moved with his family to the nearby city of Pachuca, settling in the working-class barrio of Tezontle, police say. The clutch of dusty streets and unpainted cinder-block houses lies next to a military base, where records show Lazcano enlisted with the Mexican army at age 17 to become an infantryman.

He was following in the footsteps of the founding Zetas, many of whom also came from central and southern Mexico and served in military divisions -- infantry, motorized cavalry, special forces -- whose regulars often received training from the U.S.

A 2009 U.S. diplomatic cable published by WikiLeaks shows that at least one Zeta, former infantry lieutenant Rogelio Lopez, trained at Fort Bragg in North Carolina. Declassified U.S. training manuals used for Latin American officers include sections on combat intelligence and use of informants, both strong points of the Zetas.

Lazcano deserted from the infantry in 1998 to join the Zetas, then led by former paratrooper Arturo Guzman Decena. At the time the Zetas were still devoted to their original mission: acting as debt collectors and killers for the Gulf Cartel, a dominant gang, moving hundreds of tons of cocaine, marijuana and heroin into Texas.

The enforcers adopted the name Zeta -- the letter Z in Spanish -- from a radio signal Guzman had used as a paratrooper. Guzman baptized himself Z-1, and Lazcano became Z-3.

A few months later, after Mexican soldiers shot dead both Z-1 and his second in command, Lazcano took control of the Zetas at age 28 and began the group's rapid expansion. They spread the word on the streets, and even advertised on blankets hung from bridges: "The Zeta operations group wants you, soldier or ex-soldier," one said. "We offer a good salary, food and attention for your family. Don't suffer hunger and abuse anymore."

They recruited poor youths, former soldiers, members of other gangs and even foreign mercenaries, including former members of the Kaibil special forces in Guatemala's army, according to the Guatemalan security ministry. The Kaibiles were widely accused of atrocities in that nation's civil war.

As the Zetas grew, so did their ambitions, causing tension with the Gulf Cartel bosses. The first cracks in the alliance appeared in 2007, when Gulf Cartel leaders made a peace deal with the Sinaloa Cartel, a move the Zetas saw as a sellout, according to testimony from Zeta founding member Jesus Rejon, or Z-7, after he was arrested in 2011.

In 2010, tensions boiled over into open warfare as Zetas began attacking Gulf operatives wherever they found them and claiming the turf for themselves. The Gulf Cartel allied with their old Sinaloan rivals to fight back, engulfing the region in violence.

GANGSTER ECONOMICS

It is impossible to know the Zetas' share of the U.S. narcotics market, which is estimated by the United Nations to be worth a total of about $60 billion annually.

But it's clear that the Zetas' stronghold in northeastern Mexico includes some of the most sought-after trafficking routes into the United States. More than 8,500 trucks cross daily into Texas from the border city of Nuevo Laredo, twice the number crossing from either Tijuana or Ciudad Juarez.

To warehouse and move these drugs, the Zetas have set up cells in Laredo, Dallas and Houston, a U.S. federal court heard this January when it convicted two members of such a cell on homicide, racketeering and weapons charges. Evidence from wiretaps and witnesses show that the cells also move guns bought in U.S. stores and cash into Mexico. U.S. federal prosecutors in Texas say Zetas gunmen have carried out at least eight murders on U.S. soil to date.

The Zetas have also made billions of dollars by diversifying into extortion, kidnapping, product piracy and even theft of crude oil from the pipelines of Mexico's state-owned oil monopoly, Pemex, U.S. agents say. In a recent report, Pemex said it had lost 11.7 million barrels of oil to theft in 2010 and 2011, citing the Zetas as the main culprit.

This diversification breaks with the habits of older cartels, which have focused on drugs. And as the Zetas have made money with their portfolio of crimes, copycat gangs have sprung up with names such as "The Hands With Eyes."

In Guadalupe, police chief Santos said the Zetas receive protection payments, known as "quotas," from taxi operators, restaurants and other local businesses. "Most people pay up because they are so scared of what the Zetas will do," Santos said.

During the recent patrol, police were called to the scene of a shooting, finding a car dealership riddled with bullet holes, in what Santos said was a reminder over these payments.

When the Zetas burned down a Monterrey casino in broad daylight in August, the alleged reason was an extortion payment, according to federal prosecutors who have filed charges against alleged Zetas arrested for the crime.

The desire for shakedown money has fueled the spread of the Zetas across Mexico, investigators say. "What they want to do is control territory and physical space, where they can simply co-opt other businesses and collect tax," said Steven Dudley of the Washington-based research group Insight Crime. "That model is easily replicated."

YOUNG THUGS

Agents say that as the Zetas have expanded, they have filled their ranks with unruly thugs who can be hard to control. "These new players ... are doing things that might not be sanctioned by the leadership. ... The outrageous behavior has made them the big target of the government," said a senior U.S. law enforcement official working in Mexico, speaking on condition of anonymity.

Such wild elements may have been behind the May 13 atrocity that made headlines around the world. Early that morning, 49 corpses with their heads, hands and feet cut off were left on a highway east of Monterrey. A note signed with the Zetas name was found amidst the carnage. However, messages released in the following days denied the Zetas had ordered the massacre.

Investigators say Elizondo, arrested a week later as the alleged mastermind of the massacre, may have disobeyed top leaders in carrying it out. None of the victims have been identified. Police said they could have been foreign migrants traveling through Mexico to the United States. The Zetas often kidnap migrants for ransom and murder those who don't pay.

Zetas assassins have been effective in fighting rivals. In the last year, the Zetas have pushed the Gulf Cartel out of much of its historic turf along the South Texas border and challenged the Sinaloa Cartel close to their homeland in the Pacific. In a single ambush in the Pacific state of Nayarit in 2011, Zetas slaughtered 29 alleged Sinaloa Cartel operatives when the Zetas attacked with mounted machine guns and grenades.

Even more brutally, Zetas prisoners in February stabbed and bludgeoned to death 44 alleged Gulf Cartel inmates in a jail on the edge of Monterrey. After the attack, which officials say involved the help of corrupt guards, 35 Zetas prisoners escaped.

Several other major cartels have formed an alliance to hit back against the Zetas with their own paramilitary units, U.S. agents said in testimony at a congressional hearing in October evaluating Mexico's drug war. At the forefront of the fight back is a shady group calling itself the "Zetas killers," believed to be funded by rival cartels. Gunmen from this group dropped 35 corpses of suspected Zetas on a highway in Veracruz state in September.

In a video released after the incident, men in ski masks claimed they were going after the Zetas because of the harm their extortion and kidnapping rackets inflicted on communities. "We want the armed forces to trust us that our only goal is to finish off the Zetas," a man in a ski mask says on the video. "We're anonymous warriors, faceless, but proudly Mexican."

WANTED MEN

Since President Felipe Calderon took power in 2006 and sent 50,000 soldiers after the drug cartels, Mexican and U.S. agents have worked together to root out top drug traffickers.

The most spectacular takedowns include Arturo Beltran Leyva, a breakaway boss of the Sinaloa Cartel, who was shot dead by Mexican marines in 2009, and La Familia boss Nazario Moreno, whom police killed in 2010.

Lazcano and his top deputies have proved to be more elusive, thanks to their military-style organization. "They've got an advance guard, they've got a main body, they've got a rear guard," the U.S. official said. "They do forward reconnaissance almost like you would see if you were moving a dignitary around."

Zetas leaders also escape detection by using encrypted radio and Skype instead of telephones, the U.S. official said. Agents say leaders of the group's small operating cells are moved every few months to avoid detection.

Mexican soldiers say they came close to nabbing Lazcano in a house on the outskirts of Monterrey in 2009, but that after scouts warned him of the raid, he escaped the neighborhood in a bulletproof Jeep Cherokee.

With Lazcano still at large, the Zetas will pose a challenge for the next Mexican president. Calderon is barred by law from seeking re-election in the July polls. The current front-runner, Enrique Pena Nieto of the opposition Institutional Revolutionary Party, has pledged to create and deploy a new police force against the gangs and gradually put army troops back in barracks, a promise popular with many voters who are tired of the relentless drug war.

Zetas hit squads could make that difficult. A message signed by the Zetas and hung from a bridge in Monterrey in February took aim at the Mexican government. "Even with the support of the United States, they cannot stop us, because here the Zetas rule," it said. "The government must make a pact with us because if not we will have to overthrow it and take power by force."

Mexico Plans 5 New Military Bases in Zeta Territory

Mexico's government upped its offensive against the Zetas with the announcement that five new military bases will be installed in the group's primary areas of operation.

Four bases will be located in Tamaulipas and another one in Nuevo Leon, which are both among the northern border states most affected by drug violence.

Seven military bases will be created in total, but two of these will be based in municipalities where the government says the Zetas do not operate, according to Excelsior.·

The initiative comes as part of the government's drive to reinstate control in areas where criminal groups have, in some cases, overrun local authorities The Mexican Department of Defense stated that installing greater military presence in these areas will help return the rule of law, reports Excelsior.

InSight Crime Analysis
The expansion of military bases in northern Mexico follows a recent·report by Stratfor that argues the Zetas have become Mexico's largest drug cartel in terms of territorial presence, operating in 17 out of Mexico's 31 states compared to the Sinaloa Cartel's 16.

This apparent expansion has meant the group has become more of a focus point for authorities both in Mexico and the US. President Felipe Calderon previously described the group as Mexico's principal security threat, and there have been reports that the government formally made the Zetas the primary target of the security forces. The US, meanwhile, imposed greater sanctions against the group last year, in an attempt to hurt their financial assets.

More military bases could also prompt further concerns that Mexico's militarized approach to fighting crime does not lead to reduced violence. As laid out by a Human Rights Watch report last year, the security forces frequently committed abuses in the states most affected by drug violence.

Mexico extradites drug boss involved in corruption probe

MEXICO CITY (Reuters) - Mexico extradited to the United States an alleged drug kingpin who has testified that high-ranking military officers worked with drug cartels, Mexican officials said Wednesday.

Sergio Villarreal, also known as "El Grande" and "King Kong," was flown to the United States where he faces federal charges of cocaine trafficking, the Mexican federal attorney general's office said in a news release.

Villarreal, who was arrested in 2010, is alleged to be a leading member of the Beltran Leyva cartel, a drug trafficking syndicate based in the Pacific state of Sinaloa.

While in Mexican detention, Villarreal testified that military officers received money from the Beltran Leyva cartel, a government security official said.

Last week, Mexican prosecutors ordered the arrest of four current or former military officers in connection with the accusations. The detentions were the biggest scandal in the Mexican military since President Felipe Calderon took power in 2006 and launched a military crackdown on cartels.

In the five years since Calderon took office there have been around 55,000 drug related killings and widespread accusations of human rights abuses by the military.

Mexican police capture drugs baron dubbed 'The Crazy One'

They call him "The Crazy One" but, judging by the sobering nature of his debut press conference, the suspected cocaine baron Daniel Jesus Elizondo came from a more calculated school of organised criminals.

Police in Mexico paraded Elizondo before the media on Sunday, claiming that the man nicknamed "El Loco" was responsible for the organised killings of 49 men whose decapitated bodies were found on a road outside the northern city of Monterrey earlier this month.

He was arrested in what appears to have been a peaceful raid on Friday in Cadereyta, an industrial town on the outskirts of the city near the US border, where he is believed to have run trafficking operations on behalf of the Zetas gang who – despite stiff competition – are currently regarded as central America's most successful drug cartel.

Police claimed that Elizondo, a strapping, heavily tattooed man in his 30s, had been ordered to carry out the murders by Miguel-Angel Trevino Morales and Heriberto Lazcano, who, as the overall heads of Los Zetas, are two of the world's most-wanted men.

In what appears to have been a confession, Elizondo told police that his original instructions were to leave the 49 dismembered bodies in the town square. But he became nervous about that plan and instead opted to drop the bodies on a semi-rural highway a few miles east. They were left with a message saying the Zeta cartel was responsibility for the massacre. "Gulf cartel, Sinaloa cartel, marines and soldiers, nobody can do anything against us or they will lose," it read.

The heads, hands and feet of each of victim had been removed, making identification tricky. But officers are working on the theory that they were illegal migrants from central America being transported to the US.

In recent years, many drug gangs have diversified from their historic source of income, cocaine smuggling, into human trafficking.

News of the murders caused public outrage, since it was one of the most gruesome attacks since the upsurge in violence that followed President Felipe Calderon's 2006 declaration of a "war" on drugs. In the ensuing six years, an estimated 55,000 people have died.

Although the Zetas had originally appeared to claim responsibility for the Cadereyta slayings, they subsequently left messages in six cities denying they was their handiwork, and suggesting they were part of an effort to undermine the cartel's cosy relationship with some local communities.

Elizondo may shed some light on what really occurred when he comes to trial. He remains in custody and no charges have yet been filed.

Police said that an accomplice, who made and uploaded to the internet a videotape of the decapitated bodies being dumped, was still at large.

If and when private security contractor Blackwater USA and its heavily-armed operatives are forced to pull out of Iraq as the result of the September 16th rampage in downtown Baghdad when its employees massacred up to 28 Iraqis, Mexico could be a profitable option for the North Carolina-based company. Actually, Blackwater is almost in Mexico already. For months, the North Carolina-based corporation has been pressuring local San Diego officials to grant it an operating license for an 824-acre training site to be known as Blackwater West in Potrero California 45 miles east of that bustling port city but only six miles from the Tecate Mexico border crossing. The site, some of which snakes through the Cleveland National Forest, is a favored transit route for undocumented Mexican workers heading north and has been recently scorched by out-of-control wildfires. Blackwater USA's plans have drawn the ire of locals who are not happy about having 15 firing ranges in earshot and a coalition of homeowners, local farmers, environmentalists, and peaceniks has been pieced together to oppose the project. Nonetheless, Blackwater has kept up a full court press on county officials, even sailing the company yacht flying a humongous Blackwater flag, into a local marina last spring and inviting members of the planning commission aboard for cocktails. Blackwater USA is attracted to the San Diego area because of the heavy concentration of military bases such as Camp Pendleton in the environs that could produce a windfall of security and training contracts from its pals in the Pentagon. Blackwater USA was founded by ex-Navy Seal Eric Prince who cultivates close ties with the military. One of Blackwater's most rah-rah backers in the Potrero venture is local congressman Duncan Hunter, ranking republican on the House Armed Services Committee and a dark horse candidate for his party's presidential nomination. Hunter is considered one of the most virulent anti-Mexican immigration voices in congress and is a political architect of the separation wall that now lines California's border with Mexico. The dispute over Blackwater's proposed Potrero training camp is not just a NIMBY-type confrontation. Siting the facility a stone's throw from the Mexican border internationalizes the proposition. By any stretch of the imagination, Mexican president Felipe Calderon ought to be nervous about the encampment of the world's largest private army on his conflictive northern border, particularly one that is not accountable to either the Geneva Convention or U.S. and Mexican military and civil law. Yet Calderon has not publically protested the proposal. Situated in rugged high desert terrain, Potrero is an idyllic hideaway to train a new generation of Rambos - one can imagine guest motivational appearances by Sylvester Stallone and California's action figure governor Arnold Schwarzenegger. The camp which, in addition to multiple shooting ranges, will house an armory and feature both a 33,000 square feet urban counter-insurgency set and a course where armed vehicles seek to evade a paint ball barrage, is expected to train military and law enforcement personnel as well as private paramilitary security forces. Blackwater USA has trained dozens of police forces at its Moyock North Carolina complex in the heart of that state's Great Dismal Swamp, including big city (New York, Washington DC, Los Angeles and Chicago) officers as well as rural forces like the Maricopa County Arizona sheriff's department. Maricopa County, which includes Phoenix, is a first stop for undocumented Mexican migrants and the local police have been deputized to assist the Department of Homeland Security's Immigration & Customs Enforcement (ICE) to corral the "indocumentados." Blackwater USA's strategic position overlooking the Mexican border in Potrero presents inviting economic opportunities. Testifying before congress in 2005, then-Blackwater president Gary Jackson said that the North Carolina enterprise was prepared to provide assistance on border security and long-time connections inside DHS could generate lucrative contracts training increasingly heavily-armed ICE agents. San Diego congressperson Bob Filner, a Democrat told Salon Magazine's Elaine Zimmerman last month that he believes Blackwater is positioning itself to move into the border security business. As the National Guard troops brought back from Iraq by George Bush to patrol the border and appease fellow-republicans like Hunter are drawn down (3000 have already been pulled back), Blackwater USA is poised to fill in the gap. Blackwater would also be useful in strengthening security at troubled immigration detention centers along the border, more than half of which have already been privatized. In an October 15th Wall Street Journal interview Prince indicated that Iraq-type operations were no longer at the top of Blackwater USA's business agenda and that he saw his company as going more "full spectrum." Now, as they move into their new facility on the Mexican border, Eric Prince & Company appear to be set to expand into both border enforcement and the Bush White House drug war with an operational role in Plan Mexico, the $1.5 billion U.S.-Mexico drug war scheme to fuse drug-fighting agencies on both sides of the border under Washington's control. Despite repeated advisories from the White House that Plan Mexico is a done deal, Bush and Calderon have yet to formalize the pact, pending approval by the U.S. Congress. The request for three half billion dollar Plan Mexico pay-outs through 2009 was sent on to congress folded into a near $50 billion supplemental spending bill to finance Bush's wars in Iraq and Afghanistan but given Democratic aversion to funding these failed military escapades in an election year, passage is not assured. Plan Mexico has spread widespread suspicion south of the border with many Mexicans condemning the project as a grievous violation of national sovereignty. Modeled on Washington's flawed Plan Colombia, which has pumped billions into that South American nation to bolster the right-wing regime of Alvaro Uribe, one of Bush's few allies in the hemisphere, Plan Mexico will supply this not-so-distant neighbor nation with upgraded military hardware and cutting edge technological savvy - the New York-based Verint Technology is already installing a voice-activated "communication interruption" system that will audit all phone and e-mail traffic in Mexico and to the U.S. The surveillance technology, which is being bankrolled by a U.S. State Department grant, appears to be as much in violation of the Mexican constitution as Bush's massive, secret surveillance dragnet of his own citizens violates the U.S. magna carta. Unlike Plan Colombia, Plan Mexico does not contemplate the stationing of U.S. troops on Mexican soil. Such an adventure would be universally unpopular here - the U.S. has invaded Mexico eight times since this country won its independence in 1821. To insure that U.S. military personnel stays on their side of the line, Mexican drug fighters are trained out of country, mainly at the Center for Special Forces in Fort Bragg North Carolina (100 miles as the crow flies from Blackwater's Moyock complex.) Nonetheless, as the military pares itself down and outsources its services, training Mexican troops is a role that a new "full-spectrum" Blackwater USA seems perfectly positioned to assume at the Potrero site. Because it is not formally a part of the U.S. military, Blackwater could also infiltrate personnel across the border for on-site engagement inside Mexico. Coincidentally, according to a recent report in the Army Times (Sept. 14th), Blackwater USA has just been handed a sizeable chunk of a $15 billion USD drug war grant by the Department of Defense (Raytheon is another big winner.) Part of the Blackwater boodle is slated for the design of an unmanned aerostat surveillance platform that has been subcontracted with the Maryland-based Arinc Corporation. The "blimp" project (if that what is being proposed) marks a radical departure for Eric Prince's conglom, which has never before been a supplier of technology to the military. According to the Army Times report, the DOD grant mandates Blackwater USA "to deploy surveillance techniques, train foreign security forces, and provide logistical and operational support" for drug war initiatives. Founded in 1996 by Prince and a handful of ex-Navy Seal buddies, Blackwater USA's business boomed in the wake of 9/11 and it is heavily invested in Bush's War on Terror. Drug war operations represent a field in which Blackwater has little experience but which, logistically at least, is not much different from the security firm's terror war duties. In recent years, the White House has done its damndest to conflate the War on Drugs with the War on Terror. Blackwater USA's enlistment in the drug war is a direct challenge to its stiffest competitor, DynCorp - up until now, the Dallas-based corporation has locked up 94% of all private drug war security contracts. Blackwater USA's move into combating narco-terrorism will give the North Carolina outfit a foot up in Latin America where the private security industry is flourishing. Blackwater now employs 1200 Chileans, ex-members of dictator Augusto Pinochet's military, in its international operations - in addition to its contracts in Iraq and Afghanistan, Blackwater provides security for high officials in Azerbaijan, Jordan, and Bokano Faso among other governments. But Blackwater USA's Colombian subsidiary, ID Systems, ran into a storm of criticism when it recruited 20 ex-military officers for the company's Iraq operation - the recruits now claim that they were paid less than half of what their contracts called for and were kept by Blackwater USA in Iraq against their wills. Under the U.S.'s post 9/11 security redesign, military protection of the homeland has become the province of the newly created North Command, now housed in a Colorado bunker. Within the North Command's schema, Mexico forms a major portion of the U.S.'s southern security perimeter but with the U.S. military severely restricted in its abilities to put Special Forces on Mexican soil to combat the terrorists, narco or otherwise, Blackwater USA, perched as it is on the border at its Potrero California training camp and equipped with multi-million dollar DOD grants, stands ready to provide logistical and operational support to further Washington's designs on Mexico and the South.

After winning the bid on the contract, Blackwater was able to train over 100,000 sailors safely.[8] Prince purchased about 7,000 acres (28 km2) (from Dow Jones Executive, Sean Trotter) of the Great Dismal Swamp, a vast swamp on the North Carolina/Virginia border, now mostly a National Wildlife Refuge. "We needed 3,000 acres to make it safe," Prince told reporter Robert Young Pelton.[9] There, he created his state-of-the-art private training facility and his contracting company, Blackwater, which he named for the peat-colored water of the swamp.[10] The Blackwater Lodge and Training Center officially opened on May 15, 1998 with a 6,000 acre facility and cost $6.5 million.[9] In 2002 Blackwater Security Consulting (BSC) was formed. Its first assignment was to provide 20 men with top-secret clearances to protect the CIA headquarters and another base that was responsible for hunting Bin Laden.[11] Blackwater was one of several private security firms employed following the U.S. invasion of Afghanistan. It is very important to take in consideration that violence in Mexico started at the end of 2006, just after some small CIA aircrafts loaded with tons of south american Cocaine coming from Guantanamo-Cuba were shot down in Yucatan peninsula by the Mexican military while flying over Mexican skies. At the same time, Los Zetas are a paramilitary group created by the CIA and trained in Escuela de Las Americas which objective is to destabilize and terrorize Mexico and protect terrorist narco-communist cocaine traffickers operating between Cuba and Florida, appeared in Mexico.

Zeta gang connected to U.S. Special Forces/Mossad
(WMR)—Multiple well-informed sources in Central and South America have told WMR that the heavily-armed and merciless Los Zetas narcotics cartel operating in Mexico is carrying out their destabilization efforts in Mexico with the assistance of elements of the U.S. Special Forces and Israel’s Mossad.
In addition, Zeta’s activities are not merely confined to Mexico but extend to Guatemala, Honduras, and Nicaragua with the goal of destabilizing those nations in order to ensure the establishment of pro-U.S. regimes or, in the case of Honduras, ensure the continuation in power of the present military-backed government.
Many of the Zeta paramilitary personnel were trained at Fort Bragg and at the Western Hemisphere Institute for Security Cooperation, formerly known as the School of the Americas. The former Mexican military Zeta personnel were trained in kidnapping, ambushing, car jacking, surveillance, and psychological warfare operations by the United States and Israel. It is the psychological warfare operations that are at the center of the current fear campaign being waged by the Zetas against the Mexican people with the promotion of the Santa Muerte death cult by the cartel serving as a major psychological warfare tactic to ensure a constant state of fear among the Mexican population.
Tens of thousands of Mexicans have been killed by the Zetas, with many victims being beheaded and brutally tortured before being shot or hacked to pieces. The psychological warfare program is designed to frighten honest law enforcement personnel, as well as journalists, many of whom have already been murdered in the destabilization violence in Mexico.
WMR has been told that one of the major goals of the U.S. and Israeli support for the Zetas is to promote the building of a sophisticated barricade, using U.S. and Israeli-supplied technology, along the U.S.-Mexican border. Meanwhile, the Bureau of Alcohol, Tobacco, Firearms, and Explosive (ATF), part of the Justice Department, was discovered to be involved in the smuggling of semi-automatic weapons from the United States to Mexico with many of the weapons ending up in the hands of the Zetas and the rival Sinaloa drug cartel. The ATF operation, called Project Gunrunner, was designed to stem the flow of weapons to Mexican drug gangs, but as discovered by CBS News and Senator Charles Grassley (R-IA) it had the opposite goal of arming the Mexican drug cartels, especially the Zetas.
There was little mention of the U.S. and Israeli destabilization program in Mexico when Mexican President Felipe Calderon recently visited the White House for talks with President Obama. Obama and Calderon agreed that border security should be improved and that the flow of drugs into the United States from Mexico and weapons from the United States to Mexico should be curtailed. But there was mention of another commodity being smuggled from Mexico into the United States—oil. And any enhanced barricade along the border will only deter Mexicans in search of honest employment from trying to enter the United States. The Zetas and U.S. weapons smuggler will continue to receive a “wink and a nod” in their smuggling operations.
The CIA and Pentagon have a vested interest in the destabilization of Mexico because of one of the major benefits the United States receives in return from the Zetas and Sinaloa (Pacific) cartels, namely the smuggling of large amounts of crude oil from the Mexican state oil company, PEMEX, into south Texas. The oil smuggling, according to one of WMR’s sources in Latin America, is connected to organized crime figures in Chicago who are linked to newly-elected mayor Rahm Emanuel. The oil smuggling is also connected to an organized crime syndicate based in Cincinnati.
In 2009, Donald Schroeder, president of Trammo Petroleum in Houston, was convicted of purchasing stolen Mexican crude oil that had been smuggled into the United States via tanker trucks and barges for processing at Texas refineries. However, Schroeder was apparently a small fish in comparison to major U.S. oil companies and their paid-off politicians which are reaping huge profits from the smuggled Mexican oil as petroleum prices are skyrocketing with the events in the Middle East.
The Zetas, with support from Mossad cells operating in Guatemala and Costa Rica are, according to our sources, using weapons smuggled from the United States and drugs smuggled from Mexico and other locations to launch major destabilization efforts aimed at toppling the Sandinista government from power in Nicaragua and seeing the leftist National Unity of Hope (UNE) government of Guatemala ousted in the 2012 election. Last September, the Obama administration listed Nicaragua as a “major” drug trafficking center, although it failed to mention that the drugs are coming from the Zetas with the support of the CIA and Mossad. Mossad is using Costa Rica, where it has free reign, to conduct the destabilization of Nicaragua with the support of its Zeta allies in Mexico and Central America.

Mexico: US drug agents aided the Beltrán Leyva cartel

Agents of the US Drug Enforcement Administration (DEA) worked with an informant and with Mexican enforcement agents in 2007 to launder millions of dollars for Mexico's Beltrán Leyva cartel, according to reports in the New York Times and the Mexican magazineemeequis. The information comes from the Mexican government's response to a US request for the extradition of Harold Mauricio Poveda-Ortega, a Colombian drug trafficker arrested in Mexico in November 2010.
According to documents the Mexican government supplied in the extradition case, in January 2007 a DEA informant began seeking money-laundering jobs from Poveda-Ortega, who was supplying Colombian drugs to the Mexican cartel headed by Arturo Beltrán Leyva and his three brothers. In July, the informant and a group of DEA agents laundered about $1 million through a Bank of America branch in Dallas and had it delivered to someone in Panama. In August and September they worked with an undercover Mexican agent to launder $499,250 on one occasion and $1 million on another. In October the DEA helped the Beltrán Leyva cartel ship 330 kilograms of cocaine through Dallas from Ecuador to Madrid, where Spanish authorities seized the drugs after being tipped off by the DEA.
As reported by the New York Times in December, the US government claims that this type of operation is useful in tracking criminal activity and leads to the arrests of cartel leaders. Arturo Beltrán Leyva was killed in a shootout with Mexican security forces in 2009, and apparently information from the US led to the Mexican operation. But the Beltrán Leyva cartel remains a major criminal organization. Morris Panner, a former assistant US attorney and an adviser on drug policy at Harvard University, described the DEA's strategy "a slippery slope. If it's not careful, the United States could end up helping the bad guys more than hurting them." (NYT, Jan. 9)
On Jan. 10 the Mexican government gave its official statistics on drug-related homicides for 2011. The Mexican Attorney General's Office (PGR) reported that 12,903 deaths of this sort had occurred as of Sept. 30, giving a total of 47,453 drug-related homicides since President Felipe Calderón Hinojosa took office in December 2006. The Los Angeles Times reports that with the presidential election coming up in six months, Calderón's government was reluctant to release the numbers and only did so under pressure. Crime reporting is inconsistent in Mexico, with the result that official and non-governmental figures sometimes differ considerably. Earlier this month the Mexican daily La Jornada gave a much lower figure, 11,890, for homicides in 2011 but a much higher figure, 51,918, for the total since December 2006.

BBC News - Arturo Beltran Leyva, shot dead during a shootout with
security forces, was one of Mexico's most wanted men, with a $2.3m
reward on his head.
Known as "the boss of bosses", he headed the cartel that bears his
name, the Beltran Leyva Organisation (BLO).
This was formed as as a gang in its own right after a 2008 split from
the notorious and powerful Sinaloa cartel headed by Joaquin Shorty
Guzman.
The area of operations of the two gangs along Mexico's Pacific coast
overlap to some extent and the two gangs are fighting for control of
lucrative smuggling routes into the US market.
In the fluctuating and violent alliances between Mexico's drug gangs,
the Beltran Leyva cartel has teamed up with Los Zetas in their deadly
feud with the Sinaloa cartel.
Los Zetas are a group of former soldiers hired by the Gulf Cartel as
hitmen but now a gang in its own right.
The Beltran Leyva Organisation has been around for a long time and has
perhaps the most sophisticated intelligence of any of the gangs,
according to a recent report by Stratfor Global Intelligence.
The gang has penetrated every level of Mexican government, Stratfor says.
As well as having a Mexican price on his head, Arturo Beltran Leyva,
believed to be around 50, was wanted in the US.
He was formally designated a "drug kingpin". In August 2009, the US
justice department indicted him and 42 others in connection with
drug-trafficking
And in December 2009, the US Treasury froze assets of people and
companies linked to the Beltran Leyva gang.
"The Beltran Leyva Organisation is responsible for acts of terrible
violence in the pursuit of money," a treasury statement said, adding
that the cartel and its associates controlled firms involved in, among
others, transportation, electronics, health products and hospitality.
Washington has accused the Beltran Leyva gang of smuggling millions of
dollars of cocaine and heroin into the US.
Their suppliers are Colombian drug gangs, in particular the Norte del
Valle gang.
Arturo Beltran Leyva's death is the biggest blow against his cartel
since January 2008 when one of his brothers was captured.
However, the leadership gap is likely to soon be filled. Three other
brothers, including Hector Beltran Leyva, are accused of involvement
in the cartel.

of assassins to fight for trade routes in northeastern Mexico. By
2008, through the use of corruption or intimidation, he was able to
infiltrate Mexico's political,[4] judicial[5] and police institutions
to feed classified information about anti-drug operations,[6][7] and
even infiltrated the Interpol office in Mexico.[8]
The Beltrán Leyva brothers, who were formerly aligned with the Sinaloa
Cartel, are now allies of Los Zetas of the Gulf Cartel.

Rockwell International briefly for a company that made the military
helmets in Silicon Valley that the LEYVA SURNAME is very COMMON in
Israel as (Smith or Brown) is here in the USA.
The problem is if you look at ancestry.com or familysearch.com you won't see a
(listing or census records) for ISRAEL for us researchers. What you
will find is the LEYVA,LEIVA, LEYBA Surname records however dating all
the way back to SPAIN when they originated in SPAIN as
Spanish/Sephardic Jew during the RECONQUEST and migrated all over due
to up-heaval due to the reconquest over RELIGION. There are RECORDS
DESTROYED over the fact of the JEWS in SPAIN and it is part of HISTORY
many did not want to talk about until recent historical up-bringing of
the issues at hand within the foundation of those in control.

Last Sunday, one of the original seven members of Los Zetas, Jesús Enrique Rejón Aguilar, aka El Mamito, was captured in Mexico. Rejón Aguilar was also known as Zeta 7. He helped the then Gulf Drug Cartel leader Osiel Cardenas recruit the original Mexican special forces soldiers trained at Fort Benning, Georgia to become the most dangerous criminal organization in Mexico.
In an edited interview with Mexican Federal Police (in Spanish and now posted at YouTube), Rejón Aguilar reveals some interesting information about the origins of Los Zetas, where they get their weapons, and where they buy their drug shipments.
Rejón Aguilar probably knows he’s going to be murdered in prison, so he appears to be speaking the truth, perhaps in order to reach a deal with Mexican authorities so they can provide him witness protection.
Los Zetas are the biggest obstacle for the Mexican narco-state. They are their biggest and most dangerous competitors. In the interview Rejón Aguilar reveals that Los Zetas do not trust the Colombians, so they purchase the drug shipments (mostly cocaine) from the Guatemalans. They know the Colombians are infiltrated by CIA and DEA, so they wait to buy the cocaine using the Guatemalans as decoys to avoid being traced.
Another interesting revelation made by Rejón Aguilar is that Los Zetas have operatives in the U.S. who have purchased (at least in the past) firearms and other weapons from different suppliers including from the ‘U.S. Government itself.’
Last March, the Mexican military raided a Zeta camp at Falcon Lake, where they seized several anti-aircraft shoulder missiles and other weapons.
The following is the (edited) interview transcript translated to English:
Interrogator: What is your name?
Rejón Aguilar: Jesús Enrique Rejón Aguilar, aka El Mamito o El Caballero.
Interrogator: What is your date of birth, where are you from and how old are you?
Rejón Aguilar: June 9th, 1976. I’m 35 years old, and I’m from Sabancuy, Campeche.
Interrogator: What do you do for a living?
Rejón Aguilar: Drug trafficking.
Interrogator: For which organization?
Rejón Aguilar: Los Zetas.
Interrogator: How did you join this organization, and when?
Rejón Aguilar: After I deserted from the army, in 1999, I went to Reynosa and I met (Arturo Guzman) Decena, aka. Zeta 1.
Interrogator: Who created Los Zetas?
Rejón Aguilar: It was Osiel (Cardenas), through Zeta 1.
Interrogator: When they were originally created, how many members were there?
Rejón Aguilar: At first we were seven. Then they brought seven more and added to the original fourteen members.
Interrogator: Were you one of the founders?
Rejón Aguilar: Yes.
Interrogator: Which (rank) number were you?
Rejón Aguilar: Zeta 7.
Interrogator: What happened after Osiel was captured?
Rejón Aguilar: When Osiel was captured, what happened later was that Jorge Costilla Sanchez took control of the organization.
Interrogator: What happened when Los Zetas separated from the Gulf Drug cartel?
Rejón Aguilar: They (the Gulf Cartel) began to do business with La Familia Michoacana, El Mayo Zambada (member of the Sinaloa Cartel, who’s son, Vicente Zambada is a DEA operative, according to court documents from his trial in Chicago), with el ChapoGuzman (leader of the Sinaloa Cartel), and people from Jalisco. They created their alliance, and when we broke away, they were already organized and began to kill our people. That’s when the organization was split in two: Los Zetas and the Gulf Cartel.
Interrogator: And this is when the separation began between Gulf and Zetas?
Rejón Aguilar: That’s when the separation began.
Interrogator: Are you basically at war with everyone?
Rejón Aguilar: They, the Gulf, created an alliance, and we’re at war with El Mayo, El Chapo, La Familia Michoana, and Jalisco.We’re at war with all of them.
Interrogator: And you know La Familia is from Michoacan, El Chango Mendez (leader of La Familia who was discovered to be distributing weapons purchased from the U.S. BATF) went to Aguascalientes to dialog with Los Zetas, was he asking you for protection?
Rejón Aguilar: He was trying to reach out to us.
Interrogator: Why?
Rejón Aguilar: To dialog because they killed all his people and he wanted our support.
Interrogator: Would that have been possible?
Rejón Aguilar: In my opinion, who ever betrays you once, can betray you again, so it wouldn’t have been a good idea. But I don’t know what the commanders would think about that.
Interrogator: And La Tuta (member of La Familia and founder of the Knights Templar)? Is there a relation between him and Los Zetas?
Rejón Aguilar: No. His organization is with the Gulf, so he’s our enemy.
Interrogator: That relationship between La Tuta, La Familia Michoacana and the Knights Templar with the Gulf makes them your enemies?
Rejón Aguilar: Yes, because they’re killing our people and we’re trying to stop them.
Interrogator: With respect to the relationship between Arturo Beltran (former partner of DEA Operative Edgar ‘Barbie’ Valdez who was betrayed and killed by the military) and La Familia, then Beltran falls, then el Chayo falls, later el Chango, what do you think happened in Michoacan?
Rejón Aguilar: Michoacan collapsed because in essence, they didn’t keep their word. There was never a deal reached with them. In fact, when Arturo went down, there was a cease-fire, but they (La Familia) broke it, and they went to war against Arturo and sought refuge with el Valencia.
Interrogator: So after that, everyone started to break away and work for themselves?
Rejón Aguilar: Yes. That’s when the war started. By that time, we were already working for ourselves.
Interrogator: How did you all begin to work independently?
Rejón Aguilar: Since we no longer had ties with anybody, we began to bring the material (the drugs) ourselves.
Interrogator: How do you obtain the drugs? Which Colombian cartel do you work with?
Rejón Aguilar: I do not know. That’s handled by different personnel. But it has always been brought through Guatemala because the Colombians are not trustworthy.
Interrogator: They bring it from somewhere else?
Rejón Aguilar: From Guatemala. It can be bought from Colombia, Panama, or Guatemala. We buy it from Guatemala.
Interrogator: And where do you get your weapons?
Rejón Aguilar: From the United States. All weapons come from the U.S.
Interrogator: How are they brought here?
Rejón Aguilar: Crossing the river. We used to bring them through the bridge, but it’s become harder to do that.
Interrogator: Who purchases the weapons?
Rejón Aguilar: They are bought in the U.S. The buyers (on the U.S. side of the border) have said in the past that sometimes they would acquire them from the U.S. Government itself.
Interrogator: And nowadays, who distribute them to you?
Rejón Aguilar: It’s more difficult for us to acquire weapons nowadays, but we find ways. But it’s easier for the Gulf Cartel to bring them across the border.
Interrogator: Why?
Rejón Aguilar: We don’t know why, but they bring them (accross the bridge) in the trunk of their cars without being checked (by Mexican Customs). One can only think that they must have reached a deal with the (Mexican) government.
Interrogator: How often are they smuggled?
Rejón Aguilar: Today it’s more difficult so it’s more sporadic, like every month, every 20 days, or every month and a half. It’s done when ever there’s an opportunity.
Interrogator: And the drugs?
Rejón Aguilar: The drugs are handled by a group of accountants. They handle that in private. It’s compartmentalized. Only they know how and when it’s smuggled to the United States. I suppose, with the way that things are right now, they probably smuggle the drug shipments every two or three months.
Interrogator: How are the drug shipments smuggled to the U.S.?
Rejón Aguilar: They bring it to the U.S. through Laredo, but that’s done by a compartmentalized group handled by the accountants. They are responsible for all that.
Interrogator: Let’s talk about San Luis Potosi, do you remember the attack on the U.S. ICE agents?
Rejón Aguilar: Yes. They (Los Zetas) were travelling in a caravan of bullet-proof vehicles. They mistook them for other people and cut them off.
Interrogator: What’s happening in Tamaulipas?
Rejón Aguilar: In Tamaulipas, there’s a war because of the separation of the cartels. But we’re on hold because there is too much government (troops) presence.
Interrogator: Tell me about the armored (monster) vehicles. How were they made? How many of these vehicles were under your command?
Rejón Aguilar: Three… five at one time.
Interrogator: And out of these five vehicles, what type were they?
Rejón Aguilar: They were armored trucks typically known as monsters.
Interrogator: Were you ever prepared for being captured?
Rejón Aguilar: One always knows that sooner or later, we will be captured.
Interrogator: Is there someone you would like to ask for forgiveness?
Rejón Aguilar: Like how?
Interrogator: Yes. Like for your actions, or for disappointing somebody, like your children or your family?
Rejón Aguilar: Yes. To my mother, because since all of this happened, I haven’t seen her for 17 years.
Interrogator: And knowing that you haven’t seen your mother and she’s still alive, how do you feel?
Rejón Aguilar: Well, it’s hard. It’s cruel but oh well…
