GENEVA – UNHR – As reports continued to emerge of a succession of mass executions in northern Syria, UN High Commissioner for Human Rights Navi Pillay on Thursday warned armed opposition groups that executions and unlawful killings are in violation of international human rights and humanitarian law and may amount to war crimes.
“In the past two weeks, we have received reports of a succession of mass executions of civilians and fighters who were no longer participating in hostilities in Aleppo, Idlib and Raqqa by hardline armed opposition groups in Syria, in particular by the Islamic State of Iraq and Syria (ISIS),” the High Commissioner said.
“While exact numbers are difficult to verify, reliable eyewitness testimony that we have gathered suggests that many civilians and fighters in the custody of extremist armed opposition groups have been executed since the beginning of this year.”
Reports suggest that in the first week of January, numerous individuals were executed in Idlib by armed opposition groups. On 6 January, in Aleppo, three individuals who had reportedly been held by ISIS at its base in Makhfar al-Saleheen were found dead, handcuffed, with bullet wounds in their heads. On 8 January, in Aleppo, numerous bodies, again mostly handcuffed and blindfolded, were found in a Children’s Hospital which had been used as a base by ISIS until it was forced to withdraw after a raid by other armed opposition groups. An eyewitness interviewed by the UN Human Rights Office identified at least four local media activists among the dead, as well as captured fighters affiliated with various armed opposition groups.
“Information from Raqqa has been more difficult to verify, but there are deeply disturbing reports emerging of mass executions by ISIS when the group withdrew from Raqqa at the beginning of this month, and when it regained control earlier this week,” Pillay said.
Pillay reminded all parties to the conflict that international law prohibits violence to life and person, in particular murder of all kinds, mutilation, cruel treatment, and torture at any time and under all circumstances. Common Article 3 of the Geneva Conventions states that “persons taking no active part in the hostilities, including members of armed forces who have laid down their arms and those placed hors de combat by sickness, wounds, detention, or any other cause, shall in all circumstances be treated humanely.”
Pillay reminded all parties to the conflict that international law prohibits violence to life and person, in particular murder of all kinds, mutilation, cruel treatment, and torture at any time and under all circumstances. Common Article 3 of the Geneva Conventions states that “persons taking no active part in the hostilities, including members of armed forces who have laid down their arms and those placed hors de combat by sickness, wounds, detention, or any other cause, shall in all circumstances be treated humanely.”
“Recent incidents suggest that some armed opposition groups are carrying out executions when they are forced to abandon their bases and leave behind individuals in their custody,” Pillay said.
“The execution of civilians and individuals no longer participating in hostilities is a clear violation of international human rights and international humanitarian law and may constitute war crimes. These reports are particularly alarming, given the large numbers of people, including civilians, that armed opposition groups in Syria are believed to be holding in custody. The taking of hostages is prohibited under international humanitarian law and may also constitute a war crime.”
The High Commissioner reiterated her call on all parties to the conflict to treat individuals held in their custody with humanity and to immediately release all those who are deprived of their liberty in violation of international law.
“I further urge all parties to the conflict to strictly respect their obligations under international law and remind them that everyone involved in serious crimes must be held accountable,” Pillay said.

بلا – إنني فلسطينية, وأنتمي لفلسطين وحدها وشعبها, دون غيرها بعيدا عن تأويلات الأحزاب السياسية. وأعلم جيدا ما يجري في سوريا ومخيم اليرموك, وأولئك المتورطين في الجرائم ضد الإنسانية, التي ارتكبت وما زالت ترتكب في المخيماعلم أن القيادة الفلسطينية الممثلة بالرئيس “محمود عباس”, عراب السفاح السوري “بشار الأسد” لدى أمريكا ودول الغرب, ووسيط مبادرات تثبيت النظام البعثي الدموي في أي مرحلة إنتقالية متورط في الأزمةوأعلم أن القيادة العامة للجبهة الشعبية لتحرير فلسطين ممثلة بأمينها العام ضابط الأمن السوري من أصل فلسطيني أحمد جبريل, الموالي أيضا لإيران, ومليشياته المسلحة متورطين في جرائم قتل الفلسطينيين, وتهجيرهم جنيا إلى جنب مع نظام حزب البعث, ودفاعا عن ما يسمى ب “الأسد”, أو – الوحش – إن صح القول متورطة في أزمة المخيموأعلم أن عناصرا إرهابية مأجورة متورطة في الجرائم داخل المخيم, تعمل لصالح القيادة العامة الفلسطينية فيه؟؟وأعلم أن عصابات وشبيحة وجنود نظام الأسد ممن إرتكبوا أبشع المجازر وجرائم الحرب, وسقط على أيديهم مئات الألاف من الشهداء. وعذب مئات آلاف أخرين, وهجر مئات آلاف ليهيموا في مخيمات الشتات حفاة, عراة يواجهون الموت جوعا وبردا ومرضا دون رحمةفلماذا لا تسأل يا سيدي, الرئيس “محمود عباس” عن أسباب صمته عما يجري في مخيم اليرموك؟؟ فماذا قدم الرئيس للفلسطينيين هناك؟؟ وما هي الجهود التي بذلها من أجل المخيم, وأهل المخيم, وإنهاء ازمة المخيم, وإغاثة اللاجئين المهجرين منه, بدلا من “النطنطة الرئاسية” في بلاد الغرب, تارة عرابا لبشار ونظام البعث, وتارة عرابا لإسرائيل؟؟أين موقع أبناء المخيمات الفلسطينية على خارطة فلسطين التي تحولت إلى مزرعة خاصة بالرئيس عباس وأبنائه وحاشيته وزمرته وفصائل منظمة التحرير؟؟أليس عباس يا سيدي, هو صاحب المبادرة القذرة –حتى هذه اللحظة – التي تدعو إلى تثبيت النظام البعثي الدموي في أي مرحلة إنتقالية قادمة؟؟؟أليس هو ذاته من أوفد إلى دمشق – مؤخرا – مبعوثه “عباس زكي” ليلتقي بشار الأسد, ويعرض عليه آخر ما آلت إليه جهود الوساطة التى بذلها “عباس” لدى أمريكا والدول الغربية؟؟؟ماذا قال السيد “عباس زكي” ل “بشار الأسد” عندما إلتقاه في دمشق؟؟ وهل نطق بكلمة واحدة حول مخيم اليرموك أم أنه نقل له إستماتة القيادة الفلسطينية في الدفاع عنه وتثبيت نظامه الفاشي أكثر من الأنظمة الفاشية؟؟وهل يعقل عاقل بأن الرئيس “عباس” قد أصيب بالطرش والعمى والخرس مرة واحدة, وانه لا يدري بما يجري في المخيم, وأن السيد “أحمد جبريل” ومليشياته الفلسطينية متورطة في قتل اللاجئين الفلسطينيين وتهجيرهم منه, إلى جانب قتلهم الأخوة السوريين؟؟من يدفع للسيد “أحمد جبريل” وعصاباته المسلحة رواتبهم لقاء دفاعهم عن جزار سوريا, اليس منظمة التحرير, ورئيسها – أي ما يسمى ب “الرئيس” محمود عباس؟؟؟ومن يدفع للعصايات المسلحة التي تعمل تحت جناح القيادة العامة الفلسطينية في المخيم, أليس أحمد جبريل؟؟بل لماذا لم يستجب “عباس” للمطالب الفلسطينية المطالبة بطرد “أحمد جبريل” من منظمة التحرير الفلسطينية التي يرأسها كما يرأس غيرها من مؤسسات ما يسمى بالسلطة الفلسطينية؟؟على مدى سنوات الدمار والقتل في سوريا, صدر كم هائل من البيانات المقززة من شبيحة القيادة العامة الفلسطينية في سوريا. من المنتفعين من الأموال الأمريكية وألأوروبية التي تغدق على “عباس” في نهاية كل شهر وتوزع على مؤسسات منظمة التحرير الفلسطينية ومن دار في فلكها؟؟اليس من العيب أن يستميت فلسطيني واحد في الدفاع عن القتل والذبح والمجازر, وعن جزار سوريا ووريث مجازر حلب؟؟شىء مقزز أن نهجر ونقتل بأيد فلسطينية تدعي تحريرها لفلسطين, , وأخرى موالية لها, أياد تقف في خندق واحد مع شبيحة نظام الأسد, يساندها ويمولها رئيس منظمة التحرير الفلسطينيةعلى مدى أيام, هبت برلين على بكرة أبيها دفاعا عن مخيم اليرموك, ولدينا – هنا في النمسا – بعد أيام – سيهب آخرون على بكرة أبيهم رقصا ونطا وتسولا إكراما ل “محمود عباس وأحمد جبريل”. مفارقة واضحة, وبالتأكيد فاضحةأوبعد هذا – هل هناك من سائل يٍسألني عن موقفي مما يجري في مخيم اليرموك؟؟
