EU Critical of Israel’s Human Rights Violations While Strengthening Economic Cooperation

Friday, 27 July 2012, in a statement issued by the EU-Israel Association Council, the EU-Israel Association Council (EU) sharply criticized Israel for a wide range of human rights violations in Israel and the occupied Palestinian territory (OPT).
Adalah, Physicians for Human Rights-Israel (PHR-I) and the Public Committee Against Torture in Israel (PCATI) welcome language in the statement calling for rectification of human rights violations in Israel and the OPT. Among other issues, the statement refers to Israel’s obligation to protect the rights of the Arab-Palestinian minority, stressing the “importance to address it as a core problem in its own right,” and to seek equitable and sustainable solutions with regard to the unrecognized Arab Bedouin villages in close consultation with the communities affected.
Additionally, the statement reiterates EU support for human rights defenders as a “long-established element of the European Union’s human rights external relations policy;” condemns the “excessive recourse by Israel to administrative detention;” and urges Israel “to refrain from actions which may…curtail the freedom of association and freedom of speech [of civil society].” With these statements, as well as its condemnation of Israeli practices in the OPT, the EU has made clear its concern for ongoing human rights violations by the Israeli government.
However, despite recognition of these violations by the EU, the Association Council Statement also indicates that the EU will significantly enhance joint economic activities with Israel: 60 concrete activities in over 15 specific fields.
In the view of the human rights organizations, Adalah, Physicians for Human Rights-Israel (PHR-I) and the Public Committee Against Torture in Israel (PCATI):
“While it is crucial that the EU continue to raise concerns about human rights violations by the Israeli government, the EU statement demonstrates an alarming inconsistency between practice and rhetoric, and we fear that it may only promote additional impunity. The EU has offered Israel improved economic and strengthened bilateral relations, while at the same time expressing strong concern about the deteriorating situation of human rights in Israel and the OPT. The principles of human rights, deep democracy, and international law are essential for maintaining a coherent EU external relations policy. Mainstreaming these principles in EU-Israel relations and concrete improvements in Israel’s human rights conduct on the groundmuststeerany enhancement of its trade relations with Israel.”

  1. It is become increasingly clear that the Palestinians are only pawns to be used by any number of interests. All the Jews who had any conscience at all in Occupied Palestine, whether Sabras (born there) or not, started leaving in the 1980's. The obvious solution is for all Palestinian people to simply leave and go anywhere else. In about six months to 4 years when the world looks back in at what Occupied Palestine looks like when there are only the Jews and PNA left there for that length of time, what we will probably find is only rubble to be cleared and bodies to be buried. Cancer always finally destroys itself. I am quite serious, in preaching to the multitudes about the destruction of Jerusalem, which He foretold, Our Lord and Saviour Jesus Christ warned them to flee and not be there when the end came. The Christians listened and fled to Pella (East of the Jordan River) when Jerusalem fell and NONE of the Christians were harmed. The Perfidious and always bloody Jews where utterly destroyed by the Roman General Titus in 70 A.D. Jesus Christ speaking. The EU-Israel Association Council Violates The constitutions of EU

The European Union (EU) warmly welcomes this 11th meeting of the EU-Israel Association Council as a demonstration of the significance the EU attaches to its relations with the State of Israel. The EU reiterates the importance of further developing our broad bilateral partnership and looks forward to a comprehensive dialogue and cooperation with our Israeli counterparts. Click here to read the full statement of the European Union. PCHRO – Following the Association Council meeting on 24 July 2012 between the European Union (EU) and Israel, it was announced that the EU has agreed upon developing cooperation with Israel by offering it 60 new activities in 15 fields. The EU also declared that it would continue technical discussions with Israel aimed at identifying areas for future cooperation.
As organisations dedicated to the promotion and protection of human rights in the Occupied Palestinian Territory (OPT), we are strongly concerned about the EU’s lack of commitment to human rights in light of what is essentially an intensification of bilateral relations with Israel.
In recent months, the EU has made progress in recognising and condemning Israel’s practices and policies in the OPT which constitute systematic violations of international humanitarian and human rights law. We welcomed the 14 May Council Conclusions which expressed “deep concern about developments on the ground which threaten to make a two-state solution impossible” and waited for words to turn into action from the EU’s side.
The Association Council, the most high-level meeting to take place between the EU and Israel, is, however, a step backwards. Aggravatingly, the Association Council statement comes at a time when Israel is relentless in expanding its illegal settlement enterprise; maintains the continued closure of the Gaza Strip which amounts to collective punishment; continues to revoke residency permits of Palestinians; displaces the Palestinian people, especially those residing in Area C; discriminatory allocates natural resources, such as land and water; as well as continuing the construction of the Annexation Wall.
Indeed, in the past two months alone Israel has issued demolition orders to some 50 structures in Susiya and ordered the demolition of eight Palestinian villages in the South Hebron Hills so that the land can be used for the training of the Israeli military. These are all methods and means of the Israeli Government aimed at fragmenting the OPT, illegally appropriating Palestinian land for the benefit of the settler population and Israel, and diminishing Palestinian presence and control over Palestinian lands. The statement also comes at a time where Israel remains unaffected by the Palestinian prisoners nearing death in Israeli prisons, and where Israel unabatedly resorts to excessive use of administrative detention.

Palestinian Susya has been razed 5 times in 1985, 1991, 1997 and twice in 2001. Since it is classified within Area C of the West Bank, it lies under Israeli military occupation and control. Though they own much of the land, Susya’s 350 residents are denied permits to build homes, schools or clinics and dwell mostly as a result in a collection of shabby tents. This rebuilt village made of tents, cinderblocks and tarps, is under an Israeli court order to be demolished in 2012
No master plan exists for the Palestinian Susya as opposed to the Israeli settlement of Susya, and Palestinians are required to obtain permits from the Israeli Civil Administration.
On November 3 2011, electricity poles connected Umm Faqara to a grid were uprooted by an Israeli demolition team. On the 24 of November, 2011 bulldozers razed what Israeli law defines as illegal constructions: two tents where the Mughnem family dwells on their own land in Susya; another family’s small residence; a guest room of another family and a rabbit pen. A small mosque in the cave village of Umm Faqara, though not illegal, was damaged during the bulldozing. On June 13 an Israelli court issued 6 demolition orders covering houses in most of the Palestinian village of Susya. Other than thousands of square metres of compounds, the orders are expected to include the destruction of a kindergarten, a clinic, and the solar panels that generate the only available electricity for the village.









By agreeing to further develop bilateral relations with Israel, the EU has failed to adhere to its self-commitment to international law, and appropriately implement the recent EU Strategic Framework on Human Rights and Democracy which emphasized that the “EU is founded on a shared determination to promote peace and stability and to build a world founded on respect for human rights, democracy and the rule of law” and that these principles are to underpin EU’s external policies. Moreover, individual member states of the European Union are under a legal obligation to respect and ensure respect of the Geneva Conventions. The recent intensification of relations is certainly not based on consideration of seeking conformity with these legal obligations.
If adherence to international law is to be a corner stone of the EU then it must make a link between its actions and its verbal and written condemnations. As such, the EU needs to stress to Israel that until it shows tangible progress in its compliance with international law it will not benefit from further cooperation with the EU, on the basis of or outside the current EU-Israeli Action Plan. Only in the instance that the EU does not allow for Israel to enjoy impunity will Israel be persuaded to comply with all its international legal obligations, including those owed towards the occupied Palestinian people.
As Palestinian human rights organisations, we are deeply disappointed with the EU’s decision to sideline human rights and humanitarian law when it suits the EU and Israel, and thus oppose the EU’s decision to effectively upgrade its relations with Israel. The recent agreement amount to the condoning of Israel’s illegal practices and, by virtue of the acquiescence of the EU, contributes to both their continuation and the deterioration of the human rights situation in the OPT.

Girl Murdered At Ramadan Breakfast

A Palestinian father from Tulkarem in the northern West Bank, ِAmal Yusef Al-Akhras of age 18, killed his defenseless daughter, Amal on last Sunday July 22 2012, the third day of the holy month of Ramadan and just four days after the results of her successful general school certificate examinations were announced last Thursday, July 19 2012. The deliberate murder heightens the inhuman way of dealing with women in Palestine, who are treated no better than herd animals and in the best circumstances women are often enough treated like minors and crooked rib even after they become adults and marry.
According to Palestinian sources, the criminal father stabbed a knife several times into the body of his daughter until she died. He did this after the family had the ritual Iftar meal of Ramadan. He left her bleeding and went to the street proud of his crime, holding the knife in his hand and his cloths were dripping wet with the blood of his daughter. The father then rode his car and went to the police headquarters to surrender.
The illiterate and ignorant father described as not having finished the primary study at school, but in the Palestinian patriarchal society, abetted by rotten Jordanian laws issued before 1967 which “president” Mahmoud Abbas rejects changing for unknown reasons, encourages the killing of women on the ground of “honor”, and give the parents, brothers and relatives the right to legally murder their female relatives. The Jordanian laws strongly discriminate between men and women, they are inhuman and a crime against all women and humanity.
Palestinian President Mahmoud Abbas had promised several times that he would change the shameless law protecting perpetrators of honor killings by the International Women’s Day of 2010.
“Honor killing” means, murder for suspicion, falling in love, refusing marriage, drinking café with colleagues, taking the head cover off outside home and behind the family, asking family for inheritance, being independent, being a victim of rape, sexual abuse or incest and etc.
In Palestine it is legal to kill women in order to protect the “honor” of the family. This and other Jordanian laws strongly discriminate between men and women, they are inhuman and a crime against all women.
In the West Bank and Gaza there are no laws that forbid women from being murdered or prosecute their murderers. The Egyptian laws that are implemented in Gaza and the Jordanian Laws implemented in the West Bank discriminate between men and women, and protect the murderers of women. “Honor” has become a justification for murdering women and protecting the murderers, as well keeping the power in the hands of the men who lead the society and impeding women from reaching power. This is a clear threat for all women who seek equality with men in their rights.
On Monday after the Al-Akhras murder, on July 23, 2012, the teenager Massoud Jamil Jaber of age 18, was found hanged in his room in the town of Tulkarem, in an obvious suicide. Another young man, Mahmoud Na’im Meshaal of age 26, was also found hanged in his room in Tulkarem on Saturday July 21 2012, also an obvious suicide. It is thought that the three deaths may be related as the two young men knew Amal, the victim of murder.
Sadly, the Palestinian media still covers up the crimes against women committed under the “honor” label”. They write in brief about them, without releasing further details. In this way, the media protect the criminals in the Palestinian authoritarian patriarchal society and abet the continuing of the shameful practice of “honor” murders in our society. All these crimes are banned from public discussion and publication. In all cases, these crimes are treated in a way that will cover up the perpetrators, protecting and helping them to continue perpetrating more crimes, and by punishing the victims (women, minors, girls) or killing them in so-called “honor” killings

Urgent Appeal From Al-Aqaba Village

The destruction of Al-Salam street in Al-Aqaba
To the embassies, consulates, and international, Arab, and Islamic representative offices;
To domestic and international humanitarian and human rights organizations;
To all domestic and international media outlets that have visited the steadfast village of Aqaba, and to those that have not visited;
To Israeli humanitarian and human rights organizations;
Al-Salam (Peace) Street remains closed before your eyes and to the residents of Al-Aqaba villagesince 18 April 2012.
Al-Aqaba is a Palestinian village in the northeastern West Bank, which is being targeted for demolition by the Israeli “Civil” Administration (the IDF agency responsible for controlling the West Bank). Surrounded by two Israeli military bases and a ‘virtual wall’ of checkpoints. Al-Aqaba’s connections to neighboring communities, markets and the Jordan Valley have been gradually severed: since 1967, al-Aqaba’s population has decreased by 85%, dropping from around 2,000 to 300 today. While many al-Aqaba residents no longer live in the village itself, they still hope to return to their land, and still send their children to the local school. The village is located in Area (C) of the West Bank on the edge of the Jordan Valley, the village is under complete Israeli military control and civil jurisdiction.



The people of Al-Aqaba village call upon you to intervene to open Al-Salam Street, which was destroyed and then closed by the Israeli military on 18 April 2012. Israel knows that the people of this small village call for peace despite the injuries and the harassment inflicted upon them and despite the fact that they are deprived of vital services, particularly drinking water; they are denied the right to build; are isolated and blockaded; and they are frequently served with demolition orders for their homes, their roads, their agricultural land, and the entrances to their village.
We place this sacred trust in each and every one of your hands, without exception, to immediately intervene to open Al-Salam Street in Al-Aqaba, in order to help the isolated residents, particularly the farmers, the students, and the sick.
We reiterate our call for a resolution to the problem of Al-Salam Street.

Governor Of Vorarlberg Suspends Circumcisions

The People’s Party (ÖVP) State Governor of Vorarlbergprovince in Austria Mag. Markus Wallner, instructed hospitals run by Austria to suspend circumcisions motivated by religious custom. The decision came after a German regional court ruled ritual circumcision amounted to criminal bodily harm. He told provincial hospitals Tuesday not to perform the procedure except for health reasons until the legal situation is clarified in Austria.
Markus Wallner says he sees the German decision last month, arising from the case of a child whose circumcision led to medical complications, as “precedence-setting judgment.”

World Bank Complains About Inefficient PA Institutions

In a surprise new report of the World Bank about the Palestinian authority, the bank called for reducing the expenses of the Authority and the rationalization of work in formal PA institutions. The bank urged Palestinians to follow the example of East Asian countries that have achieved steady growth through exports, saying those that have focused on local markets have stagnated.
The report noted that the measures taken by the Israeli occupation continue to impede the increase of investments in the occupied territories under the Palestinian Authority, saying that as long as there is no reach for a political settlement, it is hard to work to remove these constraints.
The report released today Wednesday 25 2012, titled “Towards Economic Sustainability of a Future Palestinian State: Promoting Private Sector-Led Growth”, states: The lifting of Israeli restrictions on the access to markets and the access to natural resources is still a prerequisite for the growth of the Palestinian private sector, saying that the sustainable growth will come only through an emphasis on trade, integration and creating a dynamic private sector”.
The report noted that only a dynamic and rapidly growing private sector will be able to provide the jobs needed by the expanding Palestinian population and generate the revenues required to fund essential government services.
For the past two decades, donor countries have propped the Palestinian economy by giving billions of dollars. The report said such aid has led to 7.7 percent gross domestic product growth between 2007 and 2011.
The growth has been primarily in government services, real estate and other non-tradable sectors. In contrast, the report said manufacturing and agriculture have dropped significantly.
The study indicates that the Palestinian Authority has made steady progress toward establishing a future state, but the economy is currently not strong enough to support such a state.
“The Palestinian Authority has made steady progress in many areas towards establishing the institutions required by a future state but the economy is currently not strong enough to support such a state,” said Lead Economist and Lead Author of the study John Nasir.
“Economic sustainability cannot be based on foreign aid so it is critical for the Palestinian Authority (PA) to increase trade and spur private sector growth,” he added.
